Based on paragraphs of the fifth or tenth subitem 2. 3, paragraph of third subitem 2. 11, the paragraph of third subitem 2.13 of Item 2 and in pursuance of Item 10 of the Presidential decree of the Republic of Belarus of January 25, 2024 No. 32 "About motor transportations of passengers" DECIDES: Council of Ministers of the Republic of Belarus

1. Approve:

The regulations on the state information resource "The Register of Motor Transportations of Passengers in the Irregular Message" (are applied);

Regulations on procedure for provision by automobile carrier, the dispatcher of motor transportations of passengers in the irregular message, (are applied) by the taxi dispatcher of access to the information systems and resources used in the activities.

2. Determine form of accounting of the orders (executed and outstanding), including received with use of information systems and resources, according to appendix 1.

2-1. Determine that till March 1, 2025 the statement for inclusion in the state information resource "The Register of Motor Transportations of Passengers in the Irregular Message" (further for the purposes of this Item - the register) the information about the driver may support instead of the certificate specified in paragraph six of part one of Item 9 of the Regulations on the state information resource "The Register of Motor Transportations of Passengers in the Irregular Message" approved by this resolution, date and number of the letter of the organization, the rendering service in advanced training of drivers of motorized vehicles containing information on surname, own name, middle name (if that is available) the driver, number of group, terms of the beginning and the end of advanced training of drivers of motorized vehicles of category of B or D, or date and agreement number on rendering services in preparation, retraining, advanced training of drivers of motorized vehicles, except wheel tractors.

For application of part one of this Item date of termination of advanced training of drivers of motorized vehicles cannot exceed on August 31, 2025.

The scanned copies of the documents in the .pdf format specified in part one of this Item are attached by automobile carrier through personal account of the user prior to implementation of transport activities.

The automobile carrier shall within 15 calendar days (but no later than September 15, 2025) after the termination of term of advanced training of the driver to make changes to the information about the driver included in the register, according to the procedure, determined in part two of Item 11 of the Regulations on the state information resource "The Register of Motor Transportations of Passengers in the Irregular Message".

In case of failure to carry out by automobile carrier of the requirement specified in part four of this Item the decision on suspension of finding of data in the register is made on the driver based on the paragraph of the seventeenth of part one of subitem 2.7 of Item 2 of the Presidential decree of the Republic of Belarus of January 25, 2024 No. 32.

3. Make changes to resolutions of Council of Ministers of the Republic of Belarus according to appendix 2.

4. This resolution becomes effective in the following procedure:

this Item, appendix Items 2 and 3 2, Items 1-4, paragraphs first or third Item parts one 5, Items 6-14, paragraphs first or third Item 15, Item 17, paragraphs of the first and second of Item 27, paragraphs of the first and second of Item 28 of the Regulations on the state information resource "The Register of Motor Transportations of Passengers in the Irregular Message" approved by this resolution – after official publication of this resolution;

other provisions of this resolution – since November 1, 2024.
