1. Bring in the Order of interaction of state members of the Eurasian Economic Union in case of prevention, diagnostics, localization and liquidation of the centers especially dangerous, quarantine and zoonotic of diseases of animals and carrying out regionalization and compartmentalization, No. approved by the Decision of Council of the Eurasian economic commission of November 10, 2017 79, changes according to appendix.

2. This Decision becomes effective after 30 calendar days from the date of its official publication.

I. General provisions

1. This document determines the general principles and rules of prevention, localization and liquidation of the centers of foot-and-mouth disease applied in the territories of state members of the Eurasian Economic Union (further respectively - state members, the Union) as the form of interaction of state members determined by Item 38 of appendix No. 1 to the Order of interaction of state members of the Eurasian Economic Union in case of prevention, diagnostics, localization and liquidation of the centers especially dangerous, quarantine and zoonotic of diseases of animals and carrying out regionalization and compartmentalization (further - the Order of interaction of state members).

2. For the purposes of this document concepts which mean the following are used:

"flash" - emergence of one or several cases of disease in the location of source of infecting agent, in those borders in which its transfer to susceptible animals is possible;

"the unsuccessful Item" - the territory around the epizootic center of foot-and-mouth disease (the settlement according to administrative-territorial division or its part, livestock farms with the rooms adjoining to them pastures and reservoirs, separate pastures and natural boundaries, sections of the skotoprogonny route and other objects in which territories the foot-and-mouth disease center is established) which radius constitutes at least 1 km and depends on epizootic situation, landscape and geographical features of the area, economic, transport and other bonds between the farms located in this territory;

"primary center of foot-and-mouth disease" - the epizootic focus of the disease which arose in the territory of the region, safe on foot-and-mouth disease;

"the repeated center of foot-and-mouth disease" - the epizootic focus of the disease which arose outside the boundaries of primary center of foot-and-mouth disease within the part of the territory of state member limited to administrative or natural borders on which the antiepizootic events organized in connection with the outbreak of foot-and-mouth disease around primary center (unsuccessful Item, the threatened zone or zone of observation) are held;

"sanitary processing" - the complex of actions including mechanical cleaning, sink with use of detergents and carrying out disinfection;

"sanitary access control" - operating mode of object in case of which carrying out in case of entrance (exit) to the territory of object or in case of entrance (exit) to production zones of object in sanitary propusknik of sanitary processing of service personnel and visitors is provided, to disinfection of their special clothes and footwear;

"sanitary slaughter" - slaughter of animals, susceptible to foot-and-mouth disease, from unsuccessful Item or zone of temporary control on sanitary slaughter, in lethal and sanitary Item or at the companies for slaughter of animals in specially allotted days or in the workshop of primary conversion of productive animals at the end of change during removal from the workshop of all hulks and other products of slaughter of healthy productive animals. Products of slaughter are subject to disinfecting by the methods guaranteeing destruction of virus of foot-and-mouth disease;

"authorized body" - the state body (organization) in the field of veterinary science authorized on implementation of actions according to the legislation of state members concerning prevention, diagnostics, localization and liquidation of the centers of foot-and-mouth disease.

The concepts "meat" and "meat products" used hereunder are applied in the values determined by the Code of health of land animals of World Health Organization of animals (further respectively - the Code of VOZZh, VOZZh).

II. Characteristic of foot-and-mouth disease
