About change of resolutions of Council of Ministers of the Republic of Belarus
Council of Ministers of the Republic of Belarus DECIDES:
1. Make changes to the following resolutions of Council of Ministers of the Republic of Belarus:
1.1. in the resolution of Council of Ministers of the Republic of Belarus of February 1, 2021 No. 59 "About the State program "Agrarian business" for 2021-2025":
to state subitem 3.6 of Item 3 in the following edition:
"3.6. the construction of pig-breeding complexes with rendering the state support * within the State program, agreements on which designing are signed since January 1, 2024, is performed with use:
the projects recommended for repeated application or standard (in case of their availability) with optimal technology solutions and technical and economic indicators, included in republican fund of the project documentation;
individual projects – in coordination with Council of Ministers of the Republic of Belarus.
The construction of molochnotovarny farms (complexes) with rendering the state support * within the State program is performed with use:
the projects recommended for repeated application, standard, individual projects according to which agreements on designing are signed till January 1, 2024;
the projects recommended for repeated application or standard (in case of their availability) with optimal technology solutions and technical and economic indicators, included in republican fund of the project documentation on which agreements on designing are signed since January 1, 2024;
individual projects on which agreements on designing are signed during the period from January 1, 2024 to December 31, 2024, – in coordination with Council of Ministers of the Republic of Belarus;
individual projects on which agreements on designing are signed since January 1, 2025, – on condition of not exceeding ** the standard rate of the cost of one unit of account (room for one animal) of molochnotovarny farm (complex) which is annually determined by the republican unitary enterprise "Republican Scientific and Technological Center on Pricing in Construction" for the projects recommended for repeated application and included in republican fund of the project documentation, and the Ministry of Architecture and the Ministry of Agriculture and Food which is annually approved by the joint decision.

* For the purposes of this resolution are understood as the state support:
the credits of banks, "Development Bank of the Republic of Belarus" open joint stock company with provision at the expense of means republican and (or) local budgets of subsidies for interest payment (part of percent), budget transfers on compensation of part of capital costs according to investment projects;
the loans of banks on favorable terms granted according to decisions of the President of the Republic of Belarus;
the credits issued by banks with provision of guarantees for the Government of the Republic of Belarus, local executive and administrative organs;
the funds of local budgets allocated within regional investing programs.
** Is confirmed by the corresponding reference of the customer of construction of molochnotovarny farm (complex).";

to state paragraphs of the fifth and sixth part one in the following edition:

"Extent of achievement of target indicators which desirable tendency of development is decrease in their planned values is calculated by the following formula:
In case of establishment in the subprogramme of two and more target indicators for assessment of extent of their achievement the relation of the amount of the actual measure values to the amount of planned measure values, for target indicators which desirable tendency of development is decrease in their planned values, – the relation of the amount of planned measure values to the amount of the actual measure values is accepted.";
the eighth to state part in the following edition:
"At the second stage extent of goal achievement of the State program on the following formula is estimated:
where Sdtsgp – extent of goal achievement of the State program;
ZPF – actually reached value of the summary target indicator characterizing the purpose of the State program;
ZPP – planned value of the summary target indicator characterizing the purpose of the State program;
n – quantity of summary target indicators.";
the nineteenth after words of "raw materials" and "economy" to add part respectively with words ", profitability of sales in the industry on the organizations which are a part of the system of Ministry of Agriculture and Food Production," and ", to the relation of accounts payable and credit debt and loans to proceeds from sales of products, goods, works, services of agricultural organizations";
2, of 3, of 5, of 7, of 8, of 11, 12 and 14 to this State program to be reworded as follows appendices (are applied);
in appendix 4 to this State program the word "Egg" shall be replaced with words "Egg (one million pieces)";
in appendix 6 to this State program:
