2) placement of this order on Internet resource of the Ministry of transport of the Republic of Kazakhstan.

3. To impose control of execution of this order on the supervising vice-Minister of Transport of the Republic of Kazakhstan.

4. This order becomes effective after ten calendar days after day of its first official publication.

Rules of certification and issue of the certificate of aviation training center of civil aviation

Chapter 1. General provisions

1. These rules of certification and issue of the certificate of aviation training center of civil aviation (further – Rules) are developed according to subitem 41-26) of Item 1 of article 14 of the Law of the Republic of Kazakhstan "About use of airspace of the Republic of Kazakhstan and activities of aircraft" (further - the Law), the subitem 1) of article 10 of the Law of the Republic of Kazakhstan "About the state services" and determine procedure for certification and issue of the certificate of aviation training center of civil aviation and rendering the state service "Issue of the Certificate of Aviation Training Center of Civil Aviation" (further – the state service).

2. In these rules the following terms and determinations are used:

1) professional training of aviation personnel of civil aviation (further – professional training) - initial preparation, retraining, maintenance of professional level;

2) payments in the field of civil aviation – payment of physical persons and legal entities for the services rendered by authorized organization in the field of civil aviation and also obligatory expels of legal entities for implementation of constant surveillance over safety of flights and aviation safety by it in the budget of authorized organization in the field of civil aviation;

3) authorized organization in the field of civil aviation (further – authorized organization) – the joint-stock company with absolute participation of the state in the authorized capital performing the activities aimed at providing sustainable development of industry of civil aviation of the Republic of Kazakhstan, safety of flights and aviation safety;

4) aviation training center – the legal entity performing preparation, retraining and maintenance of professional level of aviation personnel;

5) having been tired (foundation agreement) of aviation training center (further – the Charter) – the document based on which the aviation training center performs the activities according to the civil legislation of the Republic of Kazakhstan;

6) the program of professional training – the document directed to professional training of aviation personnel, developed and approved by the aviation training centers and (or) the organizations of civil aviation according to standard programs of professional training of the aviation personnel participating in safety of flights approved by authorized body in the field of civil aviation (further – standard programs), standards and recommended practice of International Civil Aviation Organization (ICAO), the European aviation rules, and approved with authorized organization;

7) maintenance of professional level – training process of aviation personnel which purpose is updating, expansion and deepening of professional knowledge, skills and abilities, caused by scientific and technical, social and economic development and individual needs of citizens, with issue of documents (the certificate, the certificate and the diploma certifying training completion);

8) retraining – the training process of specialists of industry of civil aviation directed to acquisition of new (additional) professional knowledge, skills, abilities (including qualification marks) and studying of the aircraft equipment, with issue of documents (the certificate, the certificate and the diploma certifying training completion);

9) the statement – the written appeal of the applicant to authorized organization for receipt of the certificate of aviation training center, approval of the instructor and examining personnel of aviation training center, expansion of scope of the certificate of aviation training center, recognition of the certificate of foreign aviation training center;
