About modification of the Order of the Government of the Russian Federation of November 16, 2023 No. 1931

The government of the Russian Federation decides:

1. Approve the enclosed changes which are made to the order of the Government of the Russian Federation of November 16, 2023 No. 1931 "About rendering by subjects the Russian Federation on the terms of joint financing from the federal budget of the government public assistance based on the social contract in the part which is not determined by the Federal Law "About the Government Public Assistance" (The Russian Federation Code, 2023, No. 47, Art. 8441; 2024, No. 7, Art. 950).

2. In 3-month time from the date of entry into force of this resolution to provide to federal executive bodies reduction of the regulatory legal acts regulating rendering the government public assistance based on the social contract in compliance with the changes approved by this resolution.

3. Determine that the information on rendering the government public assistance based on the social contract on the terms of joint financing at the expense of means of the federal budget is provided annually by the Ministry of Labour and Social Protection of the Russian Federation in Federal State Statistics Service till August 1 of the year following after accounting year in the form approved by Federal State Statistics Service in coordination with the Ministry of Labour and Social Protection of the Russian Federation.

4. This resolution becomes effective from the date of its official publication, except for the subitem "y" of Item 1, of paragraphs of the fifth and sixth subitem "v" and subitems "g" and "d" of Item of 3 changes approved by this resolution which become effective since January 1, 2026.

Changes which are made to the Order of the Government of the Russian Federation of November 16, 2023 No. 1931

1. In the Rules of rendering by subjects of the Russian Federation on the terms of joint financing from the federal budget of the government public assistance based on the social contract in the part which is not determined by the Federal Law "About the Government Public Assistance" approved by the specified resolution:

a) in Item 1 of the word "Assistance to Subjects of the Russian Federation in Realization of Targeted Social Support of Citizens" of the state program of the Russian Federation "Social support of citizens" approved by the order of the Government of the Russian Federation of April 15, 2014 No. 296 "About approval of the state program of the Russian Federation "Social support of citizens" shall be replaced with words "Large family", the national Family project which is part;

b) in Item 3 of the word "families, the income of the living alone citizen" shall be replaced with words "needy family (further - the income of family), the income of the needy living alone citizen (further - the income of the living alone citizen)";

c) state item 4 in the following edition:

"4. The program of social adaptation providing actions is attached to the social contract:

a) on job search;

b) on implementation of individual business activity;

c) on maintaining personal subsidiary farm;

d) on implementation of other actions directed to overcoming difficult life situation by the citizen. Other actions are understood as the actions directed to rendering the government public assistance provided by the paragraph the second parts 1 of article 12 of the Federal law "About the Government Public Assistance" for the purpose of satisfaction of current demands of family (the living alone citizen) in purchase of goods and services according to the subitem "g" of Item 10 of these rules.

In priority procedure the social contract is signed with large families, with families with children and with participants of special military operation in the territories of Ukraine, the Donetsk People's Republic, the Luhansk People's Republic, the Zaporizhia region and Kherson region, and also with members of their families.

The social contract with the same citizen (with the same family) regardless of the chosen action is signed not earlier than from the date of the end of monitoring of living conditions of family (the living alone citizen) upon completion of earlier signed social contract which is carried out according to Item 46 of these rules, except for case of removal by social security authority of the population of the subject of the Russian Federation (further - social security authority of the population) decisions on feasibility of the conclusion with the citizen (family) of the new social contract during monitoring of living conditions of family (the living alone citizen) according to paragraph one of Item 46 of these rules.";

d) state Item 6 in the following edition:

"6. The populations prepared by social security authority the social contract, the program of social adaptation and the materials attached to it, and also prepared by the applicant specified in Item 15 of these rules the business plan (expense budget) are considered at meeting of the interdepartmental commission on questions of rendering the government public assistance based on the social contract (further - the interdepartmental commission) to the conclusion of the social contract.

In case of development of the consensus by the interdepartmental commission about need of completion of the social contract, program of social adaptation and the materials attached to it and also prepared by the applicant specified in Item 15 of these rules, the business plan (expense budget) such documents are improved social security authority of the population together with the applicant specified in Item 15 of these rules and are submitted for de novo review in the interdepartmental commission till 5 working days from the date of representation of the specified consensus.";

e) add with Item 6 (1) the following content:

"6(1). The interdepartmental commission is created from representatives of the bodies and the organizations specified in Item 7 of these rules, for the purpose of development of the consensus about approval (disapproval) of the conclusion of the social contract, program of social adaptation and the materials attached to it and also prepared by the applicant specified in Item 15 of these rules, the business plan (expense budget) or consensus on need of completion of the specified documents.

Treat powers of the interdepartmental commission:

consideration at meeting of the interdepartmental commission of the social contract, program of social adaptation and the materials attached to it, and also the prepared applicant specified in Item 15 of these rules, the business plan (expense budget);

submission to social security authority of the population of notes under the social contract, the program of social adaptation, including on structure of the actions specified in item 4 of these rules, and (or) the materials attached to it, and also on the prepared applicant specified in Item 15 of these rules, to the business plan (expense budget);

de novo review according to the paragraph the second Item 6 of these rules of the modifed social contract, the program of social adaptation and the materials attached to it, and also the prepared applicant specified in Item 15 of these rules, the business plan (expense budget);

development according to paragraph one of this Item of consensus on approval (disapproval) of the conclusion of the social contract, the program of social adaptation and the materials attached to it, and also the prepared applicant specified in Item 15 of these rules, the business plan (expense budget) or consensus on need of completion of the specified documents;

other powers established by the procedure for forming and work of the interdepartmental commission approved by the legal act of the subject of the Russian Federation according to the subitem "g" of Item 8 of these rules.";

e) add Item 8 with the subitem "zh" of the following content:

"g) procedure for compensation to the employer of expenses on passing by the receiver of the government public assistance based on the social contract of training taking into account provisions, stipulated in Item 41 these rules.";

g) in the paragraph the second Item 14 of the word "since the moment" shall be replaced with words "from the date of";

h) the fifth Item 15 to state the paragraph in the following edition:

"In the presence of the population of the statement for appointment registered in social security authority, and also applications for change of delivery mode which are repeatedly submitted by the same applicant the statement for appointment and also the statement for change of delivery mode are not accepted.";

i) in Item 17 of the word "5 working days from the date of" shall be replaced with words "48 hours since the moment";

j) in the paragraph the second Item 20 of the word "since the moment" shall be replaced with words "from the date of";

k) in Item 25:

state the subitem "d" in the following edition:

"e) achievement of number of receivers of the government public assistance based on the social contract on the action specified in the subitem "g" of item 4 of these rules, the Russian Federation established by the subject for social security authority of the population for the purpose of observance of distribution of number of receivers of the government public assistance based on the social contract according to Item 59 of these rules;";

state the subitem "l" in the following edition:

"k) absence at the applicant of difficult life situation or its discrepancy to category of families (living alone citizens) who are given the government public assistance based on the social contract on the action specified in the subitem "g" of item 4 of these rules;";

add the subitem "m" with words ", or refusal of the applicant of change of the main action provided by the program of social adaptation in case of non receipt by the applicant of the certificate or other document confirming successful training for development of entrepreneurial competences according to the paragraph the fourth Item 36 of these rules";

add with subitems "n" - "t" of the following content:

"m) refusal of the applicant of passing of testing for determination of level of entrepreneurial competences when rendering the government public assistance on the actions specified in subitems "b" and "v" of item 4 of these rules;

o) registration of a statement about appointment of the population as social security authority in other subject of the Russian Federation other than the subject of the Russian Federation in which the citizen is registered (will be registered) as the individual entrepreneur or in which the citizen performs (plans to perform) the activities as the taxpayer of tax on the professional income according to Item 57 of these rules, on the actions specified in subitems "b" and "v" of item 4 of these rules;

o) consensus of the interdepartmental commission about disapproval of the social contract, program of social adaptation and the materials attached to it, and also the business plan (expense budget);

p) obtaining by the applicant from bodies of employment of the population of one-time financial aid on assistance to the beginning of implementation of the business activity by jobless citizens rendered according to item 4 of part 2 of article 32 of the Federal law "About Employment of the Population in the Russian Federation" within 12 months preceding month of filing of application about appointment on the actions provided by subitems "b" and "v" of item 4 of these rules;

c) filing of application about appointment as the citizen (his family) during monitoring of living conditions of family (the living alone citizen) upon completion of earlier signed social contract which is carried out according to Item 46 of these rules, except for case of removal by social security authority of the population of the decision on feasibility of the conclusion with the citizen of the new social contract during monitoring of living conditions of family (the living alone citizen) according to paragraph one of Item 46 of these rules;

r) filing of application about appointment as person recognized by court incapacitated.";

l) in Item 26:

in the subitem "b" of the word "and monitoring" to exclude;

state the subitem "k" in the following edition:

"j) non-presentation by the applicant in social security authority of the population of documents (data) necessary for implementation of monitoring of living conditions of family (the living alone citizen) from the date of the termination of effective period of earlier signed social contract according to paragraph one of Item 46 of these rules if they cannot be received according to the procedure of interdepartmental information exchange, including with use of single system of interdepartmental electronic interaction, in bodies and (or) the organizations at which disposal they are.";

m) in Item 27:

in the paragraph the second shall be replaced with words the words "in subitems "a", "v", "d", "zh" and "z" of Item 26" "in subitems "an" - "in", "д", and "з" Item 26";

third to state the paragraph in the following edition:

"The circumstances specified in subitems "g", "e", "i" and "k" of Item 26 of these rules are the additional bases for refusal within 12 months since day of the end of monitoring of living conditions of family (the living alone citizen) performed at the end earlier signed social contract.";

o) add Item 31 with subitems "to (1)" and "to (2)" the following content:

"to (1)) the termination of state registration as the individual entrepreneur or removal of the citizen who is not the individual entrepreneur from accounting in tax authority as the taxpayer of tax on the professional income during operation of the social contract;

to (2)) identification of availability of the bases for refusal in purpose of the government public assistance based on the social contract specified in Item 25 of these rules in settlement period for date of filing of application about the appointment determined according to article 4 of the Federal law "About Accounting Treatment for the Income and Calculation of the Average Per Capita Income of Family and the Income of the Living Alone Citizen for Recognition Their Needy and Rendering the Government Public Assistance to Them";";

o) in the subitem "an" of Item 34 after the word "guardianship" to add with words ", the children studying and living in the organizations performing educational activities for adapted main general education programs";

p) add Item 36 with the paragraph of the following content:

"For the purpose of change of the main action in case, the specified in paragraph four of this Item, the social security authority of the population in coordination with the applicant makes change to the program of social adaptation without repeated filing of application about appointment and evaluating compliance of the applicant to the categories of citizens specified in article 7 of the Federal law "About the Government Public Assistance".";

c) in Item 41:

in the paragraph the second the words "the minimum wage taking into account" shall be replaced with words "sizes of the size of minimum wage in the subject of the Russian Federation or in the absence of its legislative fixing - the minimum wage taking into account the district coefficients and percentage allowances charged in connection with work in areas with special climatic conditions, including in the region of the Far North and areas equated to them, and";

add with the paragraph of the following content:

"The amount of expense recovery on passing by the receiver of the government public assistance based on the social contract of training on the action specified in the subitem "an" of item 4 of these rules is subject to recalculation in case of change of size of the size of minimum wage in the subject of the Russian Federation or in the absence of its legislative fixing - the minimum wage taking into account the district coefficients and percentage allowances charged in connection with work in areas with special climatic conditions, including in the region of the Far North and areas equated to them, since month of such change.";

r) to add the subitem "g" of Item 42 with the paragraph of the following content:

"Overcoming by family (the living alone citizen) of difficult life situation for the purpose of implementation of these rules accomplishment of the program of social adaptation in full is recognized at the scheduled time.";

s) the paragraph one of Item 46 to state in the following edition:

"46. The social security authority of the population carries out monitoring of living conditions of family (the living alone citizen) from the date of the termination of effective period of the social contract. By the results received during monitoring of living conditions of family (the living alone citizen), the social security authority of the population makes the decision on feasibility of the conclusion with the citizen of the new social contract or rendering to it (his family) other measures of social support or services. The decision making bases about feasibility of the conclusion with the citizen of the new social contract during monitoring of living conditions of family (the living alone citizen) are established by the subject of the Russian Federation. Monitoring of living conditions of family (the living alone citizen) is carried out including:";

t) add Item 49 with the subitem "i" of the following content:

"i) return the money payment provided within one month from the date of the conclusion of the social contract, received as the government public assistance, in full within 30 calendar days in case of non-execution (untimely execution) by the receiver of the government public assistance based on the social contract of actions of the program of social adaptation for the reasons which are not valid which list is established according to the subitem "v" of Item 8 of these rules.";

x) in the subitem "e" of Item 51 after figure "30" to add with the word of "calendar";

v) in the subitem "zh" of Item 53 after words of "30th" to add with the word of "calendar";

w) in the paragraph the second the subitem "v" of Item 55 of the word "paragraph one of this subitem" shall be replaced with words "the subitem "b" of this Item";

x) in Item 60:

in paragraph one of the word "Assistance to Subjects of the Russian Federation in Realization of Targeted Social Support of Citizens" shall be replaced with words "Large family", being part of the national Family project, and the state program of the Russian Federation "Social support of citizens" approved by the order of the Government of the Russian Federation of April 15, 2014 No. 296 "About approval of the state program of the Russian Federation "Social support of citizens",";

declare the subitem "b" invalid;

y) add with Item 65 of the following content:

"65. For the purpose of return of the money received as the government public assistance based on the social contract according to the subitem "e" of Item 51 and the subitem "zh" of Item 53 of these rules social security authority of the population within 5 working days from the date of in which the social security authority of the population revealed the circumstances involving obligation of the receiver of the government public assistance on the basis

the social contract to return the money received as the government public assistance the notification to the receiver of the government public assistance about need till 30 calendar days to return such money goes.

In case of non-return of money by the receiver of the government public assistance the social security authority of the population collects such money judicially.";

z) in appendix to the specified Rules after the line "account number of the applicant ____________" to add with line of the following content:

"number of payment card of the applicant

".

2. In the approximate list of documents (copies of the documents, data) necessary for purpose of the government public assistance based on the social contract approved by the specified resolution:

a) 13 after the words "about the income of the military personnel" to add line item with words ", the citizens staying in voluntary forming";

b) 14 after the words "except for military personnel" to add line item with words ", the citizens staying in voluntary forming";

c) in line item the 19th word "moment" to replace with the word "date";

d) in line item "immovable" to exclude the 25th word;

e) 32 to state line item in the following edition:

e) add with line item 32(1) following contents:

"32(1).

Data on the fact of training of the applicant and (or) members of his family in the educational organization of the higher education for full-time courses and receipt (absence) of grant

the applicant / by means of submission of supporting documents";

g) add with line items 50 - 52 following contents:

"50.	Data on money on real estate acquisition, the vehicle, the self-propelled machine which acquisition value is paid within target state social support	the applicant / by means of submission of supporting documents
51.	Data on the status of family "having many children"	Social fund of Russia (state information system "Single Centralized Digital Platform in the Social Sphere")

3. In the application form about purpose of the government public assistance based on the social contract approved by the specified resolution:
