According to article 8.1 of the Federal law "About the Government Public Assistance" Government of the Russian Federation decides:

1. Approve enclosed:

Rules of rendering by subjects of the Russian Federation on the terms of joint financing from the federal budget of the government public assistance based on the social contract in the part which is not determined by the Federal Law "About the Government Public Assistance";

Rules of issue by the State fund of support of participants of special military operation "Defenders of the Fatherland" (branch of the State fund of support of participants of special military operation "Defenders of the Fatherland") of the recommendation on the conclusion of the social contract;

the approximate list of documents (copies of the documents, data) necessary for purpose of the government public assistance based on the social contract;

the application form about purpose of the government public assistance based on the social contract;

recommendation form on the conclusion of the social contract.

2. To provide to fund of pension and social insurance of the Russian Federation together with the Ministry of Labour and Social Protection of the Russian Federation and the Ministry of digital development, communication and mass communications of the Russian Federation till January 1, 2024 development and placement in the federal state information system "Single Portal of the State and Municipal Services (Functions)" in the procedure for interactive application forms determined by the legislation of the Russian Federation on purpose of the government public assistance based on the social contract, the statement for change of delivery mode of the government public assistance based on the social contract.

3. Recommend to the supreme executive bodies of subjects of the Russian Federation to provide connection to the interactive forms of statements specified in Item 2 of this resolution till January 1, 2024.

4. This resolution becomes effective since January 1, 2024, except for Items 2 and 3 of this resolution which become effective from the date of official publication of this resolution.

1. These rules establish procedure and conditions of rendering the government public assistance based on the social contract (further - the social contract) in the part which is not determined by the Federal Law "About the Government Public Assistance", provided by subjects of the Russian Federation on the terms of joint financing of payment commitments of subjects of the Russian Federation from means of the federal budget performed within the federal project "Large family" which is part of the national Family project, to the citizens specified in Item 1 of part 1 of article 8.1 of the Federal law "About the Government Public Assistance" for the purpose of stimulation of their active actions for overcoming difficult life situation and to the citizens specified in Item 2 of part 1 of article 8.1 of the Federal law "About the Government Public Assistance" for the purpose of stimulation of their active actions for implementation of individual business activity (further - the government public assistance based on the social contract).

2. The government public help based on the social contract is given to the citizens of the Russian Federation needing social support who constantly live in the territory of the Russian Federation.

3. The right to the government public assistance based on the social contract arises:

a) at needy families, needy living alone citizens and other categories of the citizens specified in Item 1 of part 1 of article 8.1 of the Federal law "About the Government Public Assistance" which owing to circumstances have the average per capita income lower than the size of the subsistence minimum per capita established in appropriate subject of the Russian Federation according to the Federal Law "About Subsistence Minimum in the Russian Federation" (further respectively - the income of family, the income of the living alone citizen, size of subsistence minimum per capita), - for the purpose of stimulation of their active actions for overcoming difficult life situation;

b) at citizens - the combat veterans specified in the subitem 1 of Item 1 of article 3 of the Federal law "About Veterans" and participating in special military operation and the combat veterans specified in subitems 1.1 and 2.2 - 2.6 Items 1 of article 3 of the specified Federal Law (further - participants of special military operation) provided that they are discharged from military service (services, works) or completed execution of the contract (other legal relationship) and are acknowledged in accordance with the established procedure jobless or looking for work, - for the purpose of stimulation of their active actions for implementation of individual business activity;

c) at the choice of the participants of special military operation recognized as disabled people of I or II groups and discharged from military service (services, works) or the completed execution of the contract (other legal relationship), at their spouses recognized in accordance with the established procedure jobless or looking for work, on condition of refusal of the participant of special military operation of the right to the government public assistance based on the social contract (except as specified when participants of special military operation are recognized as incapacitated) - for the purpose of stimulation of their active actions for implementation of individual business activity.

The refusal of the participant of special military operation of the right to the government public assistance based on the social contract is confirmed by the copy of the application in the form provided by appendix No. 2 to Rules of issue by the State fund of support of participants of special military operation "Defenders of the Fatherland" (branch of the State fund of support of participants of special military operation "Defenders of the Fatherland") of the recommendation on the conclusion of the social contract approved by the order of the Government of the Russian Federation of November 16, 2023 No. 1931 "About rendering by subjects the Russian Federation on the terms of joint financing from the federal budget of the government public assistance based on the social contract in the part which is not determined by the Federal Law "About the Government Public Assistance".

Storage of the copy of the application, this subitem specified in the paragraph the second, is performed in the social security authority of the population specified in item 4 of these rules. Data on refusal of the participant of special military operation of the right to the government public assistance based on the social contract are entered into the state information system "Single Centralized Digital Platform in the Social Sphere" both concerning the participant of special military operation, and concerning his spouse (spouse) for benefit of whom, (which) the refusal of the participant of special military operation of the right to the government public assistance based on the social contract is performed.

3(1). According to article 8.2 of the Federal law "About the Government Public Assistance" the government public assistance based on the social contract to the citizens specified in Item 2 of part 1 of article 8.1 of the Federal law "About the Government Public Assistance" appears:

without assessment according to the Federal Law "About Accounting Treatment for the Income and Calculation of the Average Per Capita Income of Family and the Income of the Living Alone Citizen for Recognition Their Needy and Rendering the Government Public Assistance to Them" of the average per capita income of family (the income of the living alone citizen);

for the purpose of realization of the action specified in the subitem "b" of item 4 of these rules;

in the presence of the recommendation on the conclusion of the social contract issued by the State fund of support of participants of special military operation "Defenders of the Fatherland" according to the Rules of issue by the State fund of support of participants of special military operation "Defenders of the Fatherland" (branch of the State fund of support of participants of special military operation "Defenders of the Fatherland") of the recommendation on the conclusion of the social contract approved by the order of the Government of the Russian Federation of November 16, 2023 No. 1931 "About rendering by subjects the Russian Federation on the terms of joint financing from the federal budget of the government public assistance based on the social contract in the part which is not determined by the Federal Law "About the Government Public Assistance".

The social contract with the citizens specified in Item 2 of part 1 of article 8.1 of the Federal law "About the Government Public Assistance" for the purpose of stimulation of their active actions for implementation of individual business activity consists once.

4. The program of social adaptation providing actions is attached to the social contract:

a) on job search;

b) on implementation of individual business activity;

c) on maintaining personal subsidiary farm;

d) on implementation of other actions directed to overcoming difficult life situation by the citizen. Other actions are understood as the actions directed to rendering the government public assistance provided by the paragraph the second parts 1 of article 12 of the Federal law "About the Government Public Assistance" for the purpose of satisfaction of current demands of family (the living alone citizen) in purchase of goods and services according to the subitem "g" of Item 10 of these rules.

In priority procedure the social contract is signed with large families, with families with children and with participants of special military operation, and also with members of their families.

The social contract with the same citizen (with the same family) regardless of the chosen action is signed not earlier than from the date of the end of monitoring of living conditions of family (the living alone citizen) upon completion of earlier signed social contract which is carried out according to Item 46 of these rules, except for case of removal by social security authority of the population of the subject of the Russian Federation (further - social security authority of the population) decisions on feasibility of the conclusion with the citizen (family) of the new social contract during monitoring of living conditions of family (the living alone citizen) according to paragraph one of Item 46 of these rules.

5. For the purpose of realization of address approach the program of social adaptation can join the additional actions directed to realization of one of the actions specified in item 4 of these rules.

5(1). In case of creation of the program of social adaptation by the employee of social security authority of the population the interview with the applicant by results of whom data are entered in the questionnaire of interview with the applicant specified in Item 15 of these rules which form affirms the order of the Ministry of Labour and Social Protection of the Russian Federation (further - the questionnaire) is conducted.

By results of questioning of the population by social security authority the tipologization of citizens taking into account the methodical recommendations about rendering the government public assistance based on the social contract approved by the order of the Ministry of Labour and Social Protection of the Russian Federation is carried out.

6. The populations prepared by social security authority the social contract, the program of social adaptation and the materials attached to it, and also prepared by the applicant specified in Item 15 of these rules the business plan (expense budget) are considered at meeting of the interdepartmental commission on questions of rendering the government public assistance based on the social contract (further - the interdepartmental commission) to the conclusion of the social contract.

In case of development of the consensus by the interdepartmental commission about need of completion of the social contract, program of social adaptation and the materials attached to it and also prepared by the applicant specified in Item 15 of these rules, the business plan (expense budget) such documents are improved social security authority of the population together with the applicant specified in Item 15 of these rules and are submitted for de novo review in the interdepartmental commission till 5 working days from the date of representation of the specified consensus.

6(1). The interdepartmental commission is created from representatives of the bodies and the organizations specified in Item 7 of these rules, for the purpose of development of the consensus about approval (disapproval) of the conclusion of the social contract, program of social adaptation and the materials attached to it and also prepared by the applicant specified in Item 15 of these rules, the business plan (expense budget) or consensus on need of completion of the specified documents.

Treat powers of the interdepartmental commission:

consideration at meeting of the interdepartmental commission of the social contract, program of social adaptation and the materials attached to it, and also the prepared applicant specified in Item 15 of these rules, the business plan (expense budget);

submission to social security authority of the population of notes under the social contract, the program of social adaptation, including on structure of the actions specified in item 4 of these rules, and (or) the materials attached to it, and also on the prepared applicant specified in Item 15 of these rules, to the business plan (expense budget);

de novo review according to the paragraph the second Item 6 of these rules of the modifed social contract, the program of social adaptation and the materials attached to it, and also the prepared applicant specified in Item 15 of these rules, the business plan (expense budget);

development according to paragraph one of this Item of consensus on approval (disapproval) of the conclusion of the social contract, the program of social adaptation and the materials attached to it, and also the prepared applicant specified in Item 15 of these rules, the business plan (expense budget) or consensus on need of completion of the specified documents;

other powers established by the procedure for forming and work of the interdepartmental commission approved by the legal act of the subject of the Russian Federation according to the subitem "g" of Item 8 of these rules.

7. The program of social adaptation for the citizens specified in Items 1 and 2 of part 1 of article 8.1 of the Federal law "About the Government Public Assistance" is developed by social security authority of the population taking into account in addition submitted documents necessary for its creation, and also the questionnaire together with the applicant specified in Item 15 of these rules, and if necessary with the following bodies and the organizations:

a) the executive bodies of subjects of the Russian Federation performing powers in the field of assistance of employment of the population (further - bodies of employment of the population);

b) the executive bodies of subjects of the Russian Federation performing powers in the field of development of small and medium entrepreneurship;

c) the executive bodies of subjects of the Russian Federation performing powers in the field of regulation of agricultural industry;

d) Chambers of Commerce and Industry of subjects of the Russian Federation;

e) local government bodies;

e) the organizations in the field of work and employment;

g) the organizations forming infrastructure of support of subjects of small and medium entrepreneurship, including the centers "My Business";

h) the organizations in the field of agricultural industry, including the centers of competences in the field of agricultural cooperation and support of farmers;

i) other bodies and organizations.

8. The legal act of the subject of the Russian Federation regulating procedure and conditions of rendering the government public assistance based on the social contract taking into account provisions of the these rules and methodical recommendations about rendering the government public assistance based on the social contract approved by the order of the Ministry of Labour and Social Protection of the Russian Federation including affirm:

a) - c) voided according to the Order of the Government of the Russian Federation of 29.12.2025 No. 2191

d) procedure for forming and work of the interdepartmental commission;

e) procedure for consideration of the application about purpose of the government public assistance based on the social contract after use in the current financial year of budgetary appropriations of the federal budget, and also in case of achievement of number of receivers of the government public assistance based on the social contract on the action specified in the subitem "g" of item 4 of these rules according to Item 59 of these rules;

e) ceased to be valid according to the Order of the Government of the Russian Federation of 29.12.2025 No. 2191

g) procedure for compensation to the employer of expenses on passing by the receiver of the government public assistance based on the social contract of training taking into account provisions, stipulated in Item 41 these rules;

h) the list of priority activities for the purpose of realization of the action specified in the subitem "b" of item 4 of these rules, from among the activities containing in the list of the activities for the purpose of implementation of actions specified in subitems "an" - "in" item 4 of these rules, provided by the subitem "e" of Item 8 (1) these rules.

8(1). The Ministry of Labour and Social Protection of the Russian Federation affirm:

a) forms of the social contract and program of social adaptation;

b) the list of standard difficult life situations (often found circumstances which worsen conditions of life activity of the citizen including negatively influence level of income of the citizen (the citizen's family) and which effect it cannot independently overcome) and categories of families (living alone citizens) which are given the government public assistance based on the social contract on the action specified in the subitem "g" of item 4 of these rules;

c) the list of the reasons which are valid in case of non-execution by the receiver of the government public assistance based on the social contract of actions of the program of social adaptation (further - the list of the reasons which are valid);
