About measures for further enhancement and complex systematization of the sphere of conversion of waste

For the purpose of the prevention of accumulating of waste on polygons, minimization of their negative impact on the environment, waste management, complex systematization of the sphere of their conversion, implementation of technologies of receipt of alternative energy, and also further increase in investment appeal of this industry and broad investment attraction I decide:

I. Purposes

1. Determine the main directions in the field of conversion of waste:

(a) cardinal improvement of the situation connected with the operating solid waste landfills, reducing them for 50 percent till 2030;

(b) conversion or burning at the maximum level of again formed waste without the direction them on polygons, implementation to the sphere of practice of circular economy;

(c) export from the cities and conversion of household waste by the principle "zero waste", and also creation of the zones specialized on production from them environmentally friendly energy and other products.

2. Create in system of the Agency on waste management and development of circular economy (further - the Agency) under the Ministry of ecology, environmental protection and climate change (further - the Ministry) the industrial zones specialized on utilization and conversion of waste in the territory of polygons of waste (further - ecoindustrial zones).

3. Approve structure of Council for management and coordination of activities of ecoindustrial zones (further - Coordination council) according to appendix No. 1. At the same time:

(a) to approve the main priority objectives of Council for management and coordination of activities of ecoindustrial zones according to appendix No. 2;

(b) to determine the Agency working body of Coordination council.

II. Organization of activities of ecoindustrial zones

4. Determine that:

(a) ecoindustrial zones are created in the territory of polygons of waste for the term of 30 years;

(b) powers on management of activities of ecoindustrial zones according to the procedure of exception are performed by the Agency;

(c) for the purpose of selection of the best project proposals and their placement, according to the decision of Coordination council, the parcels of land out of the territory of ecoindustrial zones are transferred to the Agency on the right of permanent use, objects of state-owned property - on the right of operational management, and this territory is determined as the ecoindustrial zone;

(d) the parcels of land transferred to the Agency in the territory of ecoindustrial zones according to the decision of the Agency are provided in lease by means of electronic online auction;

(e) the projects directed to complete sorting and conversion of waste, including to implementation in the territory of ecoindustrial zones of production technologies of secondary and finished goods from waste receipt of alternative energy due to heat treatment of waste on the basis of the principle "zero waste" worth at least 3 million US dollars are determined by Coordination council by selection of the best offers on results of carrying out direct negotiations;

(e) requirements imposed to the investment projects realized in the territory of ecoindustrial zones are established by Coordination council;

(g) the means which arrived from realization of the right of lease to the parcels of land in the territory of ecoindustrial zones go in full to the special bank account of the Agency;

(h) financing of works on construction of facilities of infrastructure in the territory of ecoindustrial zones is performed according to the resolution of the President of the Republic of Uzbekistan of December 18, 2020 No. PP-4929 "About measures for further development of engineering and communication infrastructure in regions";

(i) functions of the customer on construction repair work of infrastructure facilities in the territory of ecoindustrial zones are performed by the organizations specified in the resolution of the President of the Republic of Uzbekistan of April 30, 2021 to No. PP-5101 "About measures for further development of engineering and communication infrastructure of special economic and small industrial zones";

(j) works on creation of external engineering and communication and road and transport infrastructure of ecoindustrial zones can be financed for acquisition account from realization of the parcels of land in their territory;

(l) the Agency is customer in case of development of master plans of ecoindustrial zones, implementation of design works in regions, and also creation of internal engineering and communication and road and transport infrastructure;

(l) since 2026 the prices of delivery of the alternative energy received as a result of conversion of waste by the companies located in the territory of ecoindustrial zones to other consumers who are in the territory of these zones are established by Coordination council.

5. Approve:

(a) The address list of creation of ecoindustrial zones on collection, sorting, neutralization, conversion, burning, utilization and destruction of waste in 2025 - 2027 according to appendix No. 3;

(b) packet the "Investor on conversion of waste" providing privileges and preferences to ecoindustrial zones according to appendix No. 4.
