About enhancement of procedures of financing of system of social protection of the population

In recent years in the country system reforms on scope of the segments of the population needing social protection by measures of the state social support, to implementation of transparent and tsifrovizirovanny new system of rendering the public assistance and services based on criteria of social justice are performed.

Within the "From Poverty to Wellbeing" Program special attention is paid to creation of the opportunity urging each citizen to concern with responsibility to itself and the future of the children for realization of their potential, and also to elimination of the reasons limiting possibility of families to work by expansion of scales of rendering social services and the help.

For the purpose of enhancement of procedures of forming and use of means of Sakhovat Va Koumac, Female Notebook and Youth Notebook funds (further - funds "Social Notebooks") for realization of the opportunities provided by the "From Poverty to Wellbeing" Program, improvements of living conditions of the population in regions, development of entrepreneurship, and also implementation of new approaches in reducing poverty:

1. Determine that:

a) the public assistance given by means of funds "Social Notebooks" is provided to the families included in the Social register, and the public assistance on improvement of housing conditions and health protection - also to families which monthly income does not exceed the double size of the minimum consumer spendings on each family member.

At the same time it is allowed to direct no more than 25 percent from receipts of Female Notebook and Youth Notebook funds to the organization and holding cultural and educational, educational, sporting and tourist events;

b) the public assistance by means of funds "Social Notebooks" is provided in the following procedure:
