1. Approve the enclosed Instruction for price fixation on precious metals when making banking activities with precious metals.
2. Recognize to invalid:
the resolution of Board of National Bank of the Republic of Belarus of July 2, 2003 No. 131 "About approval of the Instruction for establishment by National Bank of the Republic of Belarus of the prices of precious metals" (The national register of legal acts of the Republic of Belarus, 2003, No. 88, 8/9831);
the resolution of Board of National Bank of the Republic of Belarus of February 26, 2004 No. 25 "About modification and amendments in the Instruction for establishment by National Bank of the Republic of Belarus of the prices of precious metals and recognition No. 6.12 which voided resolutions of Board of National Bank of the Republic of Belarus of April 30, 1999" (The national register of legal acts of the Republic of Belarus, 2004, No. 44, 8/10663);
the resolution of Board of National Bank of the Republic of Belarus of May 17, 2005 No. 69 "About modification of the Instruction for establishment by National Bank of the Republic of Belarus of the prices of precious metals" (The national register of legal acts of the Republic of Belarus, 2005, No. 90, 8/12671).
3. This resolution becomes effective after its official publication.

1. The instruction for price fixation on precious metals when making banking activities with precious metals (daleeinstruktion) is developed according to article 10 of the Law of the Republic of Belarus of June 21, 2002 "About precious metals and gemstones" (The national register of legal acts of the Republic of Belarus, 2002, No. 73, 2/859), article 26 of the Bank code of the Republic of Belarus, the Presidential decree of the Republic of Belarus of May 19, 1999 No. 285 "About some measures for price stabilization (rates) in the Republic of Belarus" (The national register of legal acts of the Republic of Belarus, 1999, No. 40, 1/371) and determines procedure for establishment by National Bank of the Republic of Belarus (further - National Bank) and banks of the prices of precious metals when making banking activities with precious metals.
2. For the purposes of this Instruction terms are used in the following values:
banks - the banks created according to the legislation of the Republic of Belarus and having the right to making of banking activities with precious metals and also the special permission (license) for the activities connected with precious metals, issued by authorized state body (when making transactions with the precious metals which are in any kind and condition, including in scrap and production wastes and consumption except bank ingots, measuring ingots and coins);
bank ingots - the gold bars, silver, platinum and palladium corresponding to the technical regulations or state standards on gold, silver, platinum and palladium existing in the territory of the Republic of Belarus in ingots or to requirements of the London association of participants of the market of precious metals (LBMA) or the London market of platinum and palladium (LPPM);
non-cash precious metals - the precious metals placed and considered on the depersonalized metal accounts, deposit metal accounts or supplementary metal accounts;
the supplementary metal account - the metal account intended for placement of precious metals in the form of measuring ingots without specifying of their individual signs on the terms of bank deposit (deposit);
the domestic market of precious metals - the sphere of the address of precious metals created as a result of making of transactions with the precious metals which are in the territory of the Republic of Belarus;
the deposit metal account - the metal account intended for placement of precious metals in the form of the bank ingots attracted with National Bank, banks on the terms of bank deposit (deposit);
precious metals - gold, silver, platinum and metals of platinum group (palladium, iridium, rhodium, ruthenium, osmium) which are in any kind and condition, including in scrap and production wastes and consumption;
foreign currency - US dollars and/or euro;
location - the location of precious metals in cash form;
weight in purity - the mass of chemically net precious metal in alloy;
weight in ligature - the actual lump of alloy of precious metal taking into account all components;
the international market of precious metals - the sphere of the address of precious metals created as a result of making of transactions with the precious metals which are out of the territory of the Republic of Belarus;
measuring ingots - the gold bars, platinum, silver conforming to standards of the state - producer of ingots;
coins - coins from precious metals (gold, silver, platinum) of old and modern chekan of different degree of safety, including the ingot (investment) coins and commemorative coins which are legal means of payment in the territory of the Republic of Belarus or in the territory of other states, bought and sold at the cost of the precious metals containing in them;
cash precious metals - bank ingots or measuring ingots with certain individual signs;
