Based on the paragraph of third of article 11 of the Law of the Republic of Belarus of May 5, 1998 No. 141-Z "About protection of the population and the territories against emergency situations of natural and technogenic nature", the paragraph of third of Article 11 and part two of article 35 of the Law of the Republic of Belarus of July 23, 2008 "About Council of Ministers of the Republic of Belarus" the Council of Ministers of the Republic of Belarus DECIDES: No. 424-Z
1. Determine that for the purpose of planning and implementation of package of measures for protection of the population and the territories from emergency situations:
the category on reliability of electric utility service is understood as the category determining the level of reliability of electric utility service of electroreceivers and objects of electric utility service;
the category is determined by reliability of electric utility service in case of development of the project documentation according to construction regulations and (or) construction rules;
autonomous power supplies the electric power * objects according to the list according to appendix 1 are subject to equipment.

* For the purposes of this resolution the autonomous power supply the electric power is understood as electrical unit (power plant) which allows to perform food of consumers irrespective of the main sources of the electric power (power supply system).
