I ORDER:

1. Approve Regulations on procedure for issue of documents for designing, construction and other changes of real estate objects and assessment of conformity put into operation completed by construction of facilities according to appendix 1.

2. Approve Rules of provision of specifications and procedure for connection to networks of engineering facilities according to appendix 2.

3. Determine that the allowing documentation on construction objects issued based on the Provision "About Procedure for Issue of Documents for Designing, Construction and Other Changes of the Real Estate Objects and Assessment of Conformity Put into Operation Completed by Construction of Facilities in the Kyrgyz Republic" approved by the resolution of the Cabinet of Ministers of the Kyrgyz Republic of May 10, 2024 No. 240, is subject to regulation by the Provision specified in Item 1 of this order.

4. To the ministries, the state committee, administrative departments and other executive bodies, local public administrations and local government bodies to take the measures following from this order.

5. To management of architecture, control and technical regulation:

1) to provide official publication of this order according to the procedure, No. 117 established by the order of the Government of the Kyrgyz Republic "About sources of official publication of regulatory legal acts of the Kyrgyz Republic" of February 26, 2010;

To send 2) within three working days from the date of official publication to the copy of this order in the state and official languages in duplicate on paper and electronic carriers with indication of publication source to the Ministry of Justice of the Kyrgyz Republic for inclusion in the State register of regulatory legal acts of the Kyrgyz Republic;

3) within three working days from the date of entry into force of this order to send its copy to Administration of the President of the Kyrgyz Republic for data.

6. To impose control of execution of this order on the deputy minister B. B. Turdugulov.

7. This order becomes effective since August 1, 2025.

Regulations on procedure for issue of documents for designing, construction and other changes of real estate objects and assessment of conformity put into operation completed by construction of facilities

Chapter 1. General provisions

1. This Regulations on procedure for issue of documents for designing, construction and other changes of real estate objects and assessment of conformity put into operation completed by construction of facilities (further - the Provision) establish procedure for issue of documents for designing, construction and other changes of the real estate objects, and also the assessments of conformity put into operation completed by construction of facilities according to the Land code of the Kyrgyz Republic, the laws of the Kyrgyz Republic "About town planning and architecture of the Kyrgyz Republic", "About bases of the town-planning legislation of the Kyrgyz Republic" and "About individual housing construction in the Kyrgyz Republic" by the principle of "Single window".

2. The principle of "Single window" is implemented by the central state body performing state policy in the field of town planning, architectural and construction activities and housing and communal services (further - authorized body), by coordination of interaction between the ministries, the state committee, administrative departments, local public administrations, local government bodies of the Kyrgyz Republic, technical services, and also physical persons and legal entities irrespective of their form of business in process:

- preparation and issue of the documents determining conditions of designing of object;

- approvals of the project documentation;

- examinations of the project documentation;

- assessments of conformity put into operation completed by asset construction.

3. The right to construction and other construction changes of real estate objects have the physical persons and legal entities having the property rights, leases, urgent (temporary) or unlimited use on the parcels of land and other real estate objects according to the legislation of the Kyrgyz Republic in the field of land relations, architectural and construction activities and this Provision.

4. In this Provision, and also in the course of issue of allowing documents the following terms are used:

designer's service - implementation by the author of the project of control of compliance of architectural and construction, technology and other technical solutions of the construction objects put into operation to project decisions;

the architectural town-planning council (ATPC) - the permanent collegiate organ formed for the solution of questions in the field of designing and construction of gradoformiruyushchy, particularly complex and unique objects which structure and powers affirm authorized body;

the architectural and technical council (ATC) - the permanent collegiate organ formed for the strategic solution of questions of construction, engineering support and regulation of construction which structure and powers affirm authorized body;
