About approval of form of the state statistical reporting 1 tour (placement) "Report on means of placement" and instructions for its filling

Based on subitem 8.10 of Item 8 of the Regulations on National Statistical Committee of the Republic of Belarus approved by the Presidential decree of the Republic of Belarus of August 26, 2008 No. 445, National Statistical Committee of the Republic of Belarus DECIDES:

1. Approve:

1.1. form of the state statistical reporting 1 tour (placement) "The report on means of placement" (is attached) and to enact it starting with the report for 2025;

1.2. Instructions for filling of form of the state statistical reporting 1 tour (placement) "The report on means of placement" (are applied) and to enact them starting with the report for 2025.

2. Extend the form of the state statistical reporting specified in subitem 1.1 of Item 1 of this resolution on legal entities, the separate divisions of legal entities providing services of hotels and similar means of placement, sanatorium and improving services, services in temporary placement in individual means of placement.

3. Recognize invalid:

the resolution of National Statistical Committee of the Republic of Belarus of June 19, 2020 No. 54 "About approval of form of the state statistical reporting 1 tour (placement) "The report on means of placement" and instructions for its filling";

the resolution of National Statistical Committee of the Republic of Belarus of June 24, 2022 No. 49 "About change of the resolution of National Statistical Committee of the Republic of Belarus of June 19, 2020 No. 54";

the resolution of National Statistical Committee of the Republic of Belarus of July 14, 2023 No. 77 "About change of the resolution of National Statistical Committee of the Republic of Belarus of June 19, 2020 No. 54".

4. This resolution becomes effective after its official publication.

Instructions for filling of form of the state statistical reporting 1 tour (placement) "Report on means of placement"

Chapter 1. General provisions

1. The state statistical reporting under form 1 tour (placement) "The report on means of placement" (further – the report) legal entities, the separate divisions of legal entities providing services of hotels and similar means of placement, sanatorium and improving services (further – services of collective means of placement) submit, services in temporary placement in individual means of placement (further – services of individual means of placement).

2. The hotels and similar means of placement, specialized means of placement (sanatoria, dispensaries, boarding houses, rest houses, recreation facilities, campings and other) providing places for short-term accommodation to persons which arrived to trips with business, commercial purposes for improvement and rest and for other reasons treat collective means of placement.

Apartments, rooms in apartments, at home, the rural estates, cottages rented lease belong to individual means of placement.

3. Legal entities, the separate divisions of legal entities providing services of collective and (or) individual means of placement in which structure there are means of placement located in other territory (the district of the area, the city of regional subordination, the city of Minsk) constitute the separate report on all means of placement which are in limits of one territory at the same time in the column 3 of the detail "Information about the Respondent" the actual location of these means of placement (the name of the area, city of regional subordination, the city of Minsk) is specified.

4. Submission of the report in the form of the electronic document is performed with use of the specialized software which is placed together with required instructive materials on its expansion and use on the official site of National Statistical Committee on the global computer Internet of http://www.belstat.gov.by (further – the official site of Belstat).

5. The report is constituted based on technical data sheets, registration cards, permits to sanatorium treatment and improvement, the magazine of registration of served persons, receipts on payment of the rendered services, acts of the rendered services, acts of certified check, employment contracts, lease of the premises concluded with physical persons and legal entities and other source accounting and other documents.

6. This about the means of placement which were not functioning during all accounting year in connection with capital repairs or as a result of other reasons (of lack of funds for operation, lack of permission of the center of hygiene and epidemiology on operation and so on), in the report are not reflected.

7. Data on hostels, social boarding houses, orphanages, boarding schools, hospitals and to that similar in the report are not reflected.

8. The information about persons placed in means of placement which accommodation passes for the next accounting year and data on revenue from their placement joins in data of that accounting year on which the first day of their placement falls.

Information about persons placed in agroecoestates of agricultural organizations – subjects of agroecotourism, in the report is not reflected.

9. The report does not join data on persons living in means of placement long time (over a year) and (or) not on the rates operating for means of placement.

10. Data of the report in thousands of rubles are reflected with one sign after comma.

Chapter 2. Procedure for filling of the Section I "Activities of collective means of placement"

11. The Section I is filled in on all collective means of placement available to temporary residence of all categories of citizens (irrespective of where they are placed – in the special or adapted buildings, structures).

12. In tables 3, 4 data on recreation camps only of year-round functioning following the results of work for accounting year are reflected, including the summer period.

13. The specialized means of placement providing sanatorium treatment it is out-patient (including out-patient student's sanatoria dispensaries), column 3-18 of the table 3, table 4 of the report is not filled in.

14. On line 102 in the column B of table 1 and line 202 in the column B of table 3 codes of types of collective means of placement according to the list according to appendix are specified.

The type of collective means of placement is determined according to constituent documents, the certificate on the state certification, technical data sheet, orders and other documents.

15. In column 1 of tables 1 and 3 the total quantity of the collective means of placement functioning in reporting year (both year-round, and seasonal), in column 2 of tables 1 and 3 – quantity of the collective means of placement operating for the end of accounting year is reflected (both year-round, and seasonal).

16. In column 3 of tables 1 and 3 the number of persons placed in collective means of placement is reflected.

17. In column 8 of tables 1 and 3 total number of the room-night spent by all persons placed in collective means of placement is reflected. Room-night – one days spent by one visitor in means of placement.

If duration of stay in means of placement constitutes less than a day, but no more than 12 hours, then in column 8 of tables 1 and 3 0,5 of room-night (as a rule is reflected, in case of placement till checkout time or after checkout time). In case of accommodation more than 12 hours, but less than a day in column 8 of tables 1 and 3 the integer of room-night is reflected.

18. For hotels and similar means of placement revenue from placement represents cash amount, the services of accommodation, food and other services included in accommodation cost received for provision in reporting year.

19. For specialized means of placement in revenue from placement all-in cost of permits (irrespective of payment amount) or accommodation cost is reflected.

20. In column 14 of tables 1 and 3 the number of the numbers or rooms which are available in collective means of placement and registered for the end of accounting year is reflected. The number of rooms or rooms used not for designated purpose in column 14 of tables 1 and 3 is not reflected.

21. In column 15 of tables 1 and 3 the number of rooms or rooms belonging to "highest category" is reflected.

Numbers of "Suites", "Apartment", "Studio", "Junior of Suites", "Luxury" with complete bathroom of the increased comfort belong to "highest category".

22. In column 17 of table 1 the one-time capacity (number of places) of hotels and similar means of placement which is determined by number of the established permanent places for the end of accounting year (season) is reflected.

In column 17 of table 1 data on the temporary (additional) places, permanent places in numbers taken by persons living long time, and paid not for the rates established for collective means of placement, places in numbers used not directly are not reflected (for example, leasing under offices).

Places in numbers which are on sanitary processing, the running or capital repairs for date of creation of the report at the rate of the one-time capacity of hotels and similar means of placement are not excluded.

23. In column 17 of table 3 the number of actually developed places (beds) which remains during all accounting year in the sanatorium and improving organizations is reflected. Actually developed places (beds) are equipped with necessary stock and ready to acceptance of vacationers of the place (bed) irrespective of, they were busy or not.

For example, in the sanatorium or improving organization functioning during all accounting year in January 50 places (beds), from February to April – 60, in May – 75, from June to October – 100, in November – 75, in December – 50 places (beds) were actually developed. In column 17 of table 3 50 places (beds) are reflected.

The number of places (beds) developed in addition on verandahs or due to consolidation of rooms for vacationers in column 17 of table 3 is not reflected.

Column 17 of table 3 is filled in by the sanatorium and improving organizations only of year-round functioning following the results of work for accounting year. The seasonal sanatorium and improving organizations do not fill in column 17 of table 3.

24. In column 18 of table 3 the number of actually developed places (beds) in month of the maximum expansion is reflected. For example, in the sanatorium or improving organization functioning during all accounting year in January 50 places (beds), in March – 60, August – 75, in December – 70 were actually developed. In column 18 of table 3 75 places (beds) are reflected.

25. On line 103 in the column B of table 1 and on line 203 in the column B of table 3 digital country codes according to the nation-wide qualifier of the Republic of Belarus are specified to OKRB 017-99 "The countries of the world" approved by the resolution of the State committee on standardization, metrology and certification of the Republic of Belarus of June 16, 1999 No. 8, posted on the official site of Belstat in the heading "Qualifiers".

26. In tables 2 and 4 the number of persons placed in collective means of placement depending on duration of the actual stay (accommodation) of citizens of the Republic of Belarus and foreign citizens is reflected.

Chapter 3. Procedure for filling of the Section II "Activities of individual means of placement"

27. In column 1 of the Section II total number of the individual means of placement functioning in reporting year, in column 2 – acting for the end of accounting year is reflected.

28. Columns B, the 3 and 6 Section II are filled in similar to columns B, 3 and 8 tables 1 and 3 of the Section I.

In column 9 of the Section II revenue from placement which represents cash amount, the constants received for provision in reporting year and temporary (additional) places, and also for the living additional paid services (services of public catering, communication, household and other services) provided on desire and included in accommodation cost is reflected.

29. In column 12 of the Section II the number of places in individual means of placement which is determined by number of the established permanent berths ready to acceptance living operating for the end of accounting year or at the time of the last letting, lease of premises is reflected.

This indicator does not join data on the temporary (additional) berths established in addition due to consolidation of rooms for living.
