1. Approve enclosed:
the list of the documents containing the data containing in identity documents of the citizen of the Russian Federation, or other documents issued to citizens of the Russian Federation by state bodies of the Russian Federation which can be provided with use of mobile application of the federal state information system "Single Portal of the State and Municipal Services (Functions)" approved with Federal Security Service of the Russian Federation;
the Rules of application of mobile application of the federal state information system "Single Portal of the State and Municipal Services (Functions)" approved with Federal Security Service of the Russian Federation;
changes which are made to acts of the Government of the Russian Federation.
2. Determine the following stages with indication of terms of accomplishment of the actions directed to implementation of the Presidential decree of the Russian Federation of September 18, 2023 to No. 695 "About submission of the data containing in identity documents of the citizen of the Russian Federation with use of information technologies":
The I stage (from the date of entry into force of this resolution) during which citizens of the Russian Federation have the right to represent electronically with use of mobile application of the federal state information system "Single Portal of the State and Municipal Services (Functions)" (further - mobile application of the single portal) the data containing in identity documents of the citizen of the Russian Federation, or other documents issued to citizens of the Russian Federation by state bodies of the Russian Federation (further - the data containing in documents), in the cases provided by Items 1, of 2, of the 6 and 9 appendix to the Rules of application of mobile application of the federal state information system "Single Portal of the State and Municipal Services (Functions)" approved by this resolution (further - Rules of application of mobile application of the single portal);
The II stage (in 90 days from the date of entry into force of this resolution) during which citizens of the Russian Federation have the right to represent electronically with use of mobile application of the single portal of the data, the 5th appendices to Rules of application of mobile application of the single portal containing in documents, in case, stipulated in Item;
III stage (in 120 days from the date of entry into force of this resolution) during which citizens of the Russian Federation have the right to represent electronically with use of mobile application of the single portal of the data, the containing in documents, in case, stipulated in Item 4 appendices to Rules of application of mobile application of the single portal;
The IV stage (in 150 days from the date of entry into force of this resolution) during which citizens of the Russian Federation have the right to represent electronically to mobile application of the single portal of the photo, placed by them independently in real time and to place biometric personal data in the state information system "Single System of Identification and Authentication of Physical Persons with Use of Biometric Personal Data" with use of mobile application of such state information system with confirmation of the identity of the citizen in case of visit of the multipurpose center of provision of the state and municipal services according to the subitem "v" of Item 3 of Rules of application of mobile application of the single portal, and also to represent with use of mobile application of the single portal of the data, containing in documents, in cases, provided by Items 3 and 8 of appendix to Rules of application of mobile application of the single portal;
The V stage (in 180 days from the date of entry into force of this resolution) during which citizens of the Russian Federation have the right to represent electronically with use of mobile application of the single portal of the data, the 7th appendices to Rules of application of mobile application of the single portal containing in documents, in case, stipulated in Item;
The VI stage (since July 1, 2029) during which check and processing with use of mobile application of the single portal of the data containing in documents are performed on the user equipment (the terminal equipment) under control of domestic operating systems.
3. Representation, obtaining, check and processing with use of mobile application of the single portal of the data containing in documents are performed taking into account realization by Federal Security Service of the Russian Federation, Russian Foreign Intelligence Service, Federal Guard Service of the Russian Federation, Ministry of Internal Affairs of the Russian Federation and the Ministry of Defence of the Russian Federation of powers on providing measures of protection of personnel structure, and also persons which are subject to the state protection, the state protection and members of their families.
4. To the ministry of digital development, communication and mass communications of the Russian Federation in coordination with Federal Security Service of the Russian Federation to provide for the purposes of implementation of this resolution completion according to the order of the Government of the Russian Federation of July 6, 2015 to No. 676 "About requirements to procedure for creation, development, commissioning, operation and conclusion from operation of the state information systems and further storage of information containing in their databases" the information systems which are part of the infrastructure providing information and technological interaction of the information systems used for provision of the state and municipal services and execution of the state and municipal functions electronically according to the stages determined by Item 2 of this resolution.
5. To provide to the Ministry of Internal Affairs of the Russian Federation approval of Federal Security Service of the Russian Federation of model of threats and the violator of information security in subsystem "Show-window of data of traffic police" of federal information system of the State traffic inspectorate specified in the subitem "g" of Item 3 of Rules of application of mobile application.
