About introduction of amendments to resolutions of the Cabinet of Ministers of Ukraine of August 18, 2010 No. 751 and of August 22, 2011 No. 893

The Cabinet of Ministers of Ukraine decides:

1. Bring in resolutions of the Cabinet of Ministers of Ukraine of August 18, 2010 No. 751 "About approval of the Regulations on check points through frontier and Items of control" (The Official Bulletin of Ukraine, 2010, No. 65, Art. 2265; 2019, No. 17, Art. 584, No. 90, Art. 3000; 2020, No. 28, the Art. 1868) and of August 22, 2011 No. 893 "About approval of Rules of sanitary protection of the territory of Ukraine" (The Official Bulletin of Ukraine, 2011, No. 65, Art. 2538; 2019, No. 90, Art. 3000; 2020, No. 2, Art. 62, No. 33, Art. 1114, No. 76, Art. 2432; 2021, No. 50, the Art. 3075) changes which are applied.

2. This resolution becomes effective from the date of its publication and is applied in nine months from the date of its publication.

Changes which are made to resolutions of the Cabinet of Ministers of Ukraine of August 18, 2010 No. 751 and of August 22, 2011 No. 893

1. In the Regulations on check points through frontier and Items of control approved by the resolution of the Cabinet of Ministers of Ukraine of August 18, 2010 No. 751:

Paragraph one of Item 7 after the word "also" to add 1) with the words "medical (sanitary) examination";

2) in the paragraph the second Item 9 after the word of Ministry of Economics to add with words ", the Ministry of Health, Gosprodpotrebsluzhba", and to exclude the word "Minprompolitiki";

The paragraph of the seventh of Item 16 to replace 3) with paragraphs of the following content:

"In case of threat of drift and distribution in the territory of Ukraine or foreign state especially dangerous (in particular quarantine and dangerous to people) infectious diseases taking into account epidemic situation according to the decision of the Cabinet of Ministers of Ukraine the message (or its separate type) can be temporarily limited or stopped and is established obligatory observation or self-isolation for persons concerning whom there are bases concerning risk of infection, or the quarantine for animals, loads, the seed, landing material and other products of animal and plant origin crossing frontier is established.

In case of availability of such threat crossing of frontier is performed only at check points at which fulfillment of requirements of the Section "B" appendices 1 to the International medical and sanitary rules, and in the presence of the accompanying documentation which is drawn up according to requirements of the sanitary legislation and international treaties of Ukraine is provided.

The list of such check points affirms the Cabinet of Ministers of Ukraine according to the proposals submitted by the Ministry of Health.".

2. The rules of sanitary protection of the territory of Ukraine approved by the resolution of the Cabinet of Ministers of Ukraine of August 22, 2011 No. 893, to state in the following edition:

Rules of sanitary protection of the territory of Ukraine

General part

1. These rules determine conditions and procedure for holding medical and sanitary actions in all territory of Ukraine and at check points through frontier for the purpose of prevention of drift and spread of the diseases having the international value, localizations and liquidations of their cases, flashes and epidemics by acceptance of adequate measures of reaction from line item of public health which are commensurable with risks for health of the population and are limited by them and do not create excess obstacles (barriers) to the international trips of persons, international carriages and trade.

2. In these rules terms are used in the following value:

1) responsible bodies Ministries of Economics, State Customs Service, Administration of State frontier service, other central executive bodies, their companies, organizations and the organizations providing accomplishment of the tasks determined by these rules within the powers provide holding medical and sanitary actions, inspection and certain measures of the state supervision (control);

2) certain check point through frontier (further - certain check point) - the check point (control Item) through frontier (further - the check point) or the checkpoint of entrance departure working in Ukraine in which fulfillment of requirements of the Section "B" appendices 1 to the International medical and sanitary rules which list is approved by the Cabinet of Ministers of Ukraine according to the proposals submitted by the Ministry of Health is provided;

3) epidemiological surveillance (observation) - the systematic and continuously operating collection, accounting, creation and the analysis, interpretation, distribution of data of medical and sanitary appointment, epidemic wellbeing of the population and indicators of living environment for assessment and implementation of the necessary relevant activities in the field of public health;

4) epidemic indications - indications to carrying out the state control of observance of requirements of the legislation on foodstuff, sterns, by-products of animal origin, health and wellbeing of animals and medical (sanitary) examination of persons by representatives of competent authority in case of adverse epidemic situation or threat of its origin, and also in case of possible risk of infection of person with the disease having the international value, issued the legislation;

5) means of transportation - the airplane, the vessel, the train, road and transport means or other vehicles making the international trip;

6) competent authorities - Ministry of Health and Gosprodpotrebsluzhba;

7) contamination - pollution of surface of any object (the soil, water, means of transportation, loads, goods, body of the person or animal and other objects) causative agents of the diseases having the international value or chemical, biological, radioactive agents, unhealthy people, animals, plants and the environment;

8) the checkpoint of entrance - departure (further - the checkpoint) - specially allocated territory along the line means of transportation with complex of buildings, special, engineering, fortification constructions and technical means where the relevant divisions exercise the state control of movement of temporarily uncontrollable territory and from such territory of persons, means of transportation and loads;
