About the government budget for 2025

The Parliament adopts this organic law.

Chapter I. General provisions

Art. 1. – (1) the Government budget for 2025 affirms according to the income in the amount 75 796 800,0 thousand lei and on expenses as the amount 94 007 800,0 of lei, with deficit in the amount 18 211 000,0 thousand lei.

(2) General indicators and sources of financing of the government budget are provided in appendix 1.

(3) the Structure of the income of the government budget and sources of financing of budget balance are provided in appendix 2.

(4) Budgets of the bodies financed from the government budget for expenses and resources are provided in appendix 3.

(5) Expenses of the government budget according to functional classification are provided in appendix 4.

(6) the Amount of staff expenses on the central bodies of the public power is provided in appendix 5.

Chapter II. Special provisions

Art. 2. - Assignments for the special purposes as follows affirm as budgets of separate budget bodies / organizations according to spheres of competence:

a) for road fund – in the amount 2 598 156,0 thousand lei. Annual assignments from the total amount of excises on oil products, the gas except for liquefied, shall not exceed percent 68,27;

b) for National fund of development of agricultural industry and the rural zone – in the amount 1 900 000,0 thousand lei. Distribution of these assignments is performed in the procedure established by the Government;

c) for Fund of grapes and wine – in the amount 52 204,9 thousand lei, from which the 28th 704, thousands of lei – from National fund of development of agricultural industry and the rural zone;

d) for Fund of decrease in energy vulnerability – in the amount 4 326 055,6 thousand lei;

e) for implementation of measures for energy efficiency in the housing sector – in the amount 263 100,0 thousand lei, from which 30 200,0 thousand lei – from Fund of decrease in energy vulnerability;

f) for National fund of regional and local development – in the amount 1 930 782, thousands of lei. In departure from provisions of the Law on National fund of regional and local development No. 27/2022 the Ministry of infrastructure and regional development is allowed to allocate financial resources from National fund of regional and local development to bodies of local public authority for work on capital repair / recovery of buildings of welfare appointment only on condition of the need of urgent intervention confirmed with the corresponding technical documentation. Allocation of financial resources is performed with release from fulfillment of requirements and the procedures connected with projects implementation at the expense of means of National fund of regional and local development;

g) for National fund of the environment – in the amount 165 000,0 thousand lei;

h) for Fund of voluntary enlargement of settlements in the amount 19 700,0 thousand lei. Distribution of these assignments is performed in the procedure established by the Government;

i) for Fund of support of the population – in 4255,5 amount thousand lei;

j) on financing of political parties – in the amount 62 151,4 thousand lei;

k) on financing of capital investments on budget bodies – in the amount 1 953 876,7 thousand lei, with distribution according to appendix 6;

l) on covering of expenses of the Moldavian state university which is under supervision of the Ministry of Education and Research and is functioned on the basis of financial and economic self-government, in departure from provisions of Item and) parts (1) article 145 of the Code about education No. 152/2014 – in the amount of 20 000,0 thousand lei;

m) for providing regulations of the regulatory base on compensation in the public educational institutions operating in the conditions of financial and economic self-government subordinated to the Ministry of Education and Research, according to the procedure of departure from provisions of Item and) parts (1) article 145 of the Code about education No. 152/2014 – in the amount 70 327,7 thousand lei.

Art. 3. - Approve in the government budget of assignment for:

a) payments of fees in the international organizations which member is the Republic of Moldova, - in the amount 54 000,0 thousand lei, for activities for reintegration of the country - in the amount 29 600,0 thousand lei. Distribution of these assignments is performed based on the orders of the Government;

b) reserve fund of the Government – in the amount of the 40th 000, thousands of lei and intervention fund of the Government – in the amount 320 000,0 thousand lei;

c) mitigations of budget risks – in the amount 200 000,0 thousand lei. Distribution of these assignments on bodies of the public power is performed based on the orders of the Government;

d) supports of The Diaspora of the House Succeeds DAR 1+3 program – in the amount 10 000,0 thousand lei. Distribution of these assignments is performed in the procedure established by the Government;

e) subsidizings of workplaces – in the amount 20 000,0 thousand lei. Distribution of these assignments is performed in the procedure established by the Government;

f) ceased to be valid according to the Law of the Republic of Moldova of 27.11.2025 No. 293;

g) - ceased to be valid;

h) financial provision of measures of economic reform according to the Plan of economic growth for the Republic of Moldova – in the amount 255 000,0 thousand lei. Distribution of these assignments on bodies of the public power is performed based on the orders of the Government.

Art. 4. - (To Approve 1) in the government budget transfers in other budgets and funds:

a) in the budget of the national social insurance – in the amount 20 511 745,5 thousand lei, from which for covering of budget deficit of the national social insurance – 4 237 919,9 thousand lei and for payment of compensations on energy in the form of money payment from Fund of decrease in energy vulnerability – in the amount 2 867 855,6 thousand lei;

b) in funds of compulsory medical insurance – in the amount 7 328 134, thousands of lei, including on insurance of separate categories of persons according to the legislation – 7 177 486,3 thousand lei, for implementation of national programs in the field of health care – 150 648,1 thousand lei;

c) in local budgets – in total amount 21 479 460,6 thousand lei, from which 48 326,2 thousand lei – transfers for compensation of losses of general transfers of local budgets in comparison with previous year and 875 535,0 thousand lei – other transfers of general purpose (including 709 855,3 thousand lei to local budgets of the first level due to collection for use of highways of the vehicles registered in the Republic of Moldova, and 9921,6 thousand lei for regional council Dubesar). Distribution of transfers in local budgets is performed according to appendix 7.

(2) the Fund of financial support of administrative and territorial units is supplemented with share in the amount of 10 percent of the income tax from business activity received in 2023.

Art. 5. – For implementation of the state program "First house" the amount 115 000,0 thousand lei, including 10 000,0 thousand lei is allocated for repayment of the state guarantees within the appropriate program. Distribution of these assignments is performed in the procedure established by the Government.

Art. 6. – (To Provide 1) in the government budget of means for:

a) increases in the authorized capital of the state company "Railroad of Moldova" – in the amount to 494 653,0 thousand lei (equivalent of the 24th 609, 6 thousand euros);

b) increases in the authorized capital of Natsionalnaya arena LLC – in the amount to 63 095,3 thousand lei (equivalent 3139, 07 thousand euros);

c) increases in the permitted capital belonging to the Republic of Moldova in the International Bank for Reconstruction and Development – in the amount to 39 826,5 thousand lei (equivalent 2181, 1 thousand US dollars), in the International Finance Corporation – in the amount to 28 613,4 thousand lei (equivalent 1567, 0 thousand US dollars), in the European Bank for Reconstruction and Development – in the amount to 16 200,6 thousand lei (equivalent 806, 0 thousand euros) and in Development bank of the Council of Europe – in the amount to 6042,1 thousand lei (equivalent 300, 6 thousand euros);

d) acquisitions of share in the form of shares within the operator of the Bursa Internationala a Moldovei Joint-stock Company market – in 5895,0 amount thousand lei;

e) increases in share of the state in the authorized capital of Moldova HiTech Park limited liability company – in 1650,0 amount thousand lei.

(2) Allocation provided by part (1) means it is performed based on the orders of the Government.

Art. 7. – The financial resources received according to appendix 8 of budgets components of the national public budget bodies of the public power / public organizations on self-government the state companies and joint-stock companies which founders are bodies of the central and local public authority are controlled by means of the single treasurer account of the Ministry of Finance.

Art. 8. – Determine that as of December 31, 2025 the internal public debt shall not exceed the 52nd 458, one million lei, external public debt – the 76th 691, one million lei (equivalent 4471, of 8 million US dollars). The remaining balance of the state external guarantees shall not exceed 7840,0 of one million lei (equivalent 400, of 0 million euros), and the remaining balance of the state internal guarantees shall not exceed 4900,0 of one million lei.

Art. 9. - (1) the Private tax represents the lump sum payment levied in case of transactions with property of public property in the course of privatization irrespective of type of the used means.

(2) Subjects of taxation by private tax are legal entities and physical persons of the Republic of Moldova, and also foreign legal entities and physical persons which in the course of privatization transfers to private property property of public property.

(3) as Subject to taxation by private tax the property of public property, including shares acts.

(4) the Rate of private tax is established in the amount of 1 percent of acquisition value of property of public property, privatizeable, including share value, privatizeable.

(5) the Private tax is paid before agreement signature of purchase and sale and is transferred depending on property accessory into the government budget or into the local budget.

(6) the private tax in case of non-paid obtaining is not paid to private property of property of public property by the physical resident persons who are not engaged in business activity.

(7) in case of the agreement cancelation of purchase and sale caused by non-execution or improper execution by the buyer of the obligations, the amounts of the paid private tax do not return.

(8) Depending on accessory of property of public property monitoring of execution of provisions of this Article is assigned to the central or local authorities of public management.

Art. 10. - (1) For payroll calculation of workers of the budget sphere according to provisions of the Law on single system of compensation in the budget sphere No. 270/2018 since January 1, 2025 the base rate in the amount of 2200 lei is established.

(2) In departure from part provisions (1) the following base rates are established:

a) in the amount of 1400 lei - for the President of the Republic of Moldova, the Chairman of the parliament, the Prime Minister and deputies;

b) in the amount of 2500 lei for:

- personnel which according to appendices to the Law on single system of compensation in the budget sphere No. 270/2018 belong to the classes of compensation from the 1st on 25;

- pedagogical personnel, scientific and pedagogical, scientific personnel and managing personnel of educational institutions, the organizations in the field of researches and innovation, heads (directors and associate directors) of organizations early, initial, gymnasia, lyceum and vocational training, directors/associate directors of educational institutions, others than organization early, initial, gymnasia, lyceum and vocational training, personnel of the Republican center of the psychopedagogical help and personnel of the Center of information and communication technologies in education;

- foster tutors, personal assistants, communitarian social assistants, social employees of territorial agencies of the public assistance, Agency on management of highly specialized social services and structures of municipium of Chisinau and autonomous territorial education Gagauzia, responsible for the public assistance and protection of the rights of the child;

- medical personnel of budget units and personnel of the Center of forensic medical examination;

- personnel of administrative units and organizations in subordination of the Ministry of Internal Affairs, except for personnel which receive the special allowance established according to the part Item b 1) (2) article 17 of the Law on single system of compensation in the budget sphere No. 270/2018;

- personnel of system of penitentiary administration, except for personnel which receive the special allowance established according to the part Item b 1) (2) article 17 of the Law on single system of compensation in the budget sphere No. 270/2018;

- personnel of National inspectorate for probation, except for the personnel which are taking up responsible state positions;

- the personnel including which are taking up responsible state positions, Services according to the prevention and anti-money laundering;

- personnel, except for the personnel which are taking up responsible state positions, intervention and payments Agencies in agricultural industry, the National agency of training programs and assessment, digitalization Agency in justice and judicial administration, the State inspectorate for supervision of non-food products and consumer protection, the Agencies of public procurements, Inspections of the state financial control, the State social inspection, the National agency of road transport, the Agency of water transport, the Agency of rail transport, National inspectorate for technical supervision, State Labour Inspection, National employment agency of the population, the Agency of the environment, Inspectorate for environmental protection, National agency on regulation of nuclear and radiological activities;

- personnel of appeal chambers and courts, except for judges;

- personnel of the Prosecutor General's Office, territorial and specialized prosecutor's offices, except for prosecutors;

- personnel of Competition council, Council for television and radio, the National agency according to the dispute resolution, the National center for fight against corruption, Service of information and safety, National authority on integrity, the Center of strategic communications and counteraction of misinformation, Audit Chamber, Office of the national lawyer, Council for questions of equality, the National center for personal data protection, except for the personnel which are taking up responsible state positions;

- personnel of the central administrative authorities in subordination of the Government, except for the personnel which are taking up responsible state positions;
