About introduction of amendments to some acts of the Government of the Russian Federation

The government of the Russian Federation decides:

1. Approve the enclosed changes which are made to acts of the Government of the Russian Federation.

2. Declare invalid Item 3 of the order of the Government of the Russian Federation of July 17, 2021 No. 1219 "About modification of the Regulations on the infrastructure providing information and technological interaction of the information systems used for provision of the state and municipal services and execution of the state and municipal functions electronically and suspension of action of Item 16 of Rules of the invitation and selection of the independent experts included in structures of tender and certifying commissions of federal state bodies" (The Russian Federation Code, 2021, No. 30, the Art. 5796).

Changes which are made to acts of the Government of the Russian Federation

In the order of the Government of the Russian Federation of March 3, 2017 No. 256 "About the federal state information system "Unified Information System of Management of Personnel Structure of the Public Civil Service of the Russian Federation" (The Russian Federation Code, 2017, No. 11, Art. 1573; 2018, No. 12, Art. 1677; 2021, No. 6, Art. 986; No. 17, Art. 2975; 2022, No. 35, Art. 6100; 2024, No. 5, Art. 700; No. 25, Art. 3500):

a) post online on homepages of the official sites "Internet" of the reference to the official site of single system in Internet network;

b) provide in structure of information on vacant positions which is posted online on other information Internet resources, references to the corresponding pages of the official site of single system in Internet networks on which information specified in the subitem "b" of Item 7 of this resolution is placed.";

d) in the Regulations on the federal state information system "Unified Information System of Management of Personnel Structure of the Public Civil Service of the Russian Federation" approved by the specified resolution:

b) for possibility of filling and submission of requests for access facilities in electronic form, and also their accounting;

c) for report generation about requests for access facilities and control of terms of their execution.

15(4). The subsystem of monitoring of implementation of development plans for civil service is intended for accounting and control of the course of realization of the main directions of development of civil service provided by part 1 of article 66 of the Federal law "About the Public Civil Service of the Russian Federation".

15(5). The subsystem of electronic personnel document management is intended for providing in single system of possibility of forming, approval and signing in electronic form of legally significant documents on personnel problems without their duplication on paper.

15(6). The subsystem of scientific visualization of personnel information is intended for display in graphical format of the information panels containing the aggregative statistical and analytical information on questions of revenues to the civil service, its passings and dismissals from civil service processed in single system, external information systems and loaded in the manual mode in the structured form.";

"23. The list, content and purpose of the functional and providing subsystems of single system, and also its isolated services can be specified and added during its development.";

"o) forming and approval of the coordinator of single system of the list of the works planned to inclusion in the standard request, and requirements to these works if the public contract on development of single system provides performance of works and rendering services in format of standard requests.";

Access, including by means of interdepartmental electronic interaction, to the personal data and other data which are stored in single system for the purpose of assistance to the President of the Russian Federation in realization of its powers on personnel problems, in the field of anti-corruption, and also control of execution of the Federal constitutional Laws and Federal Laws (in the part concerning powers of the President of the Russian Federation including on providing rights and freedoms of man and citizen), decrees, orders, other decisions of the President of the Russian Federation is provided to Administration of the President of the Russian Federation.";
