About approval of the Program for decrease in administrative barriers by provision of the state and municipal services, to increase in their quality, efficiency and availability to consumers for 2026-2030

For the purpose of acceptance of further measures for increase in availability and quality of provision of the state and municipal services to the population of the Kyrgyz Republic, according to article 4 of the Law of the Kyrgyz Republic "About the state and municipal services", articles 13, of the 17th constitutional Law of the Kyrgyz Republic "About the Cabinet of Ministers of the Kyrgyz Republic" the Cabinet of Ministers of the Kyrgyz Republic decides:

1. Approve:

1) the Program for decrease in administrative barriers by provision of the state and municipal services, to increase in their quality, efficiency and availability to consumers for 2026-2030 (further - the Program) according to appendix 1;

2) the Actions plan on program implementation (further - the Actions plan) according to appendix 2;

3) matrix of indicators of monitoring and assessment of program implementation according to appendix 3.

2. To state bodies and local government bodies of the Kyrgyz Republic (under approval):

1) to take exhaustive measures for strict execution of the Actions plan at the scheduled time;

2) in two-month time to develop and approve departmental implementation plans of the Actions plan;

3) annually following the results of year no later than the 20th following the accounting period to provide information on the course of implementation of the Actions plan in the Ministry of Economy and Trade of the Kyrgyz Republic;

Program implementation and the Actions plan to perform 4) within approved budgets for the corresponding year, and also other sources which are not prohibited by the legislation of the Kyrgyz Republic.

3. To the Ministry of Economy and Trade of the Kyrgyz Republic following the results of year no later than the 30th following the accounting period to submit the generalized report on the course of implementation of the Actions plan in Administration of the President of the Kyrgyz Republic.

4. To impose control of execution of this resolution on management of control of execution of decisions of the President and the Presidential Administration Cabinet of Ministers of the Kyrgyz Republic.

5. This resolution becomes effective after seven days from the date of official publication.

The program for decrease in administrative barriers by provision of the state and municipal services, to increase in their quality, efficiency and availability to consumers for 2026-2030 (further - the Program) is developed within implementation of the National development program of the Kyrgyz Republic till 2030 approved by the Presidential decree of the Kyrgyz Republic "About the National development program of the Kyrgyz Republic till 2030" of June 5, 2025 No. 178, and also Concepts of digital transformation of the Kyrgyz Republic for 2024-2028 approved by the Presidential decree of the Kyrgyz Republic "About approval of the Concept of digital transformation of the Kyrgyz Republic for 2024-2028" of April 5, 2024 No. 90.

In case of receipt of the state and municipal services (further - services) consumers continue to face different restrictions - administrative barriers which overcoming is connected with emotional and psychological discomfort, need to incur material and time expenditure.

1) costs of personal time;

2) need to incur financial expenses;

3) difficulties of information search necessary for receipt of services;

4) the low level of culture of communications with consumers at employees of authorities;

5) the uncomfortable place of provision of services, inconvenience in access and stay in it.

Source of administrative barriers are the existing rules and procedures, and also actions, or failure to act of state bodies (further - state agencies), local government bodies (further - OMSU) and their employees.

The program is calculated till 2030 inclusive, its realization will allow:

- lower costs of consumers in case of the appeal to state agencies and OMSU for receipt of services;

- raise consumer satisfaction degree quality and availability of services;

- improve infrastructure of system of provision of services.

Chapter 1. The analysis of the current situation in the field of services

The legal basis of system of provision of services in the Kyrgyz Republic is the Law of the Kyrgyz Republic "About the state and municipal services" (further - the Law), and also number of resolutions and orders of the Government of the Kyrgyz Republic (Cabinet of Ministers of the Kyrgyz Republic).

The authorized state body responsible for carrying out policy in the field of optimization of system of provision of services, on behalf of the Ministry of Economy and Trade of the Kyrgyz Republic is determined (further - authorized body), it is created and the organizational structure of management of system of services in the republic is effective.

Number of mechanisms of control of procedures and parameters of quality of provision of services is entered. Registers, standards and administrative regulations of services belong to such mechanisms.

The unified register of the state services includes 448 services in ten categories from which 292 - are provided on paid basis, 156 now - free for consumers.
