About the Report of the Head of the Anti-terrorist center of the State Parties of the Commonwealth of Independent States on activities of the Center

The Council of Heads of Government of the Commonwealth of Independent States solved:

1. Take into consideration the Report of the Head of the Anti-terrorist center of the State Parties of the Commonwealth of Independent States on activities of the Center (is attached).

2. Note positive work of the Anti-terrorist center of the State Parties of the Commonwealth of Independent States (the Head of the Center Mylnikov B. A.), directed to state cooperation strengthening - members of the CIS in fight against terrorism and other violent manifestations of extremism.

3. To the anti-terrorist center of the State Parties of the CIS to take additional measures for further enhancement of activities of the Center in the field of coordination of interaction of competent authorities of the State Parties of the Commonwealth of Independent States in fight against terrorism and other violent manifestations of extremism.

It is made in the city of Minsk on November 24, 2006 in one authentic copy in Russian. The authentic copy is stored in Executive committee of the Commonwealth of Independent States which will send to each state which signed this Decision, its verified copy.

Report of the Head of the Anti-terrorist center of the State Parties of the Commonwealth of Independent States on activities of the Center

The anti-terrorist center of the State Parties of the Commonwealth of Independent States (1) it was created by the Decision of Council of heads of states of the Commonwealth of Independent States (2) of 21.06.2000 to which followed the Decision of Council of heads of security service and special services (3) the State Parties of the CIS of 9.09.2000 about approval of the Regulations on procedure for completing of the state of ATTs of the CIS and execution of service duties by his employees, the Decision of Council of Heads of Government (4) to the CIS of 30.11.2000 about financial provision of activities of ATTs of the CIS and the Solution of SGG of the CIS of 01.12.2000 about approval of the Regulations on ATTs SNG(5) which determined the status, structure and number of the Center, and also its task and function. In their development the Decision of Council of heads of states of the CIS on creation of department of the Anti-terrorist center of the State Parties of the CIS for the Central Asian region of October 7, 2002 was prepared.

According to Provision ATTs of the CIS is permanent specialized industry body of the Commonwealth of Independent States and it is intended for ensuring coordination of interaction of competent authorities of the State Parties of the Commonwealth in the field of fight against the international terrorism and other manifestations of extremism. Decisions on matters of principle of activities of the Center are made by SGG of the CIS, and the common directorship of work of the Center is performed by SORB. In the work the Center interacts with Council of Ministers of internal affairs of the State Parties of SNG(6), the Council of Ministers of Defense of the State Parties of SNG(7), Coordination council of Attorney-Generals of the State Parties of SNG(8), Council of commanders of Border troops (9), their working bodies, and also Bureau for coordination of fight against organized crime and other dangerous types of crimes in the territory of the State Parties of SNG(10).

The center in the activities is guided by fundamental documents of the Commonwealth of Independent States (in particular, the Agreement on cooperation of the State Parties of the CIS in fight against terrorism of June 4, 1999), solutions of SGG of the CIS, SGP of the CIS, Commonwealths of Independent States Council of Foreign Ministers (11), SORB and Regulations on ATTs of the CIS, considers solutions of SMVD, SMO and SKPV in the field of fight against the international terrorism and other manifestations of extremism, and also the international obligations and national legal acts of the State Parties of the CIS.

In this regard activities of the Center during the period from 2000 to 2005 were organized according to annual Work plans SORB and ATTs of the CIS and directed to high-quality and full implementation of the actions provided by the Program of the State Parties of the CIS for fight against the international terrorism and other manifestations of extremism for the period till 2003, the Program of the State Parties of the CIS for fight against the international terrorism and other manifestations of extremism for 2003-2004, the Interstate program of joint efforts of fight against crime for 2003-2004, the Program of enhancement of state cooperation - members of the CIS in the boundary sphere, the Program of the State Parties of the CIS for fight against drug trafficking, psychotropic substances and precursors for 2002-2004, by the Program of information and analytical activities of ATTs of the CIS for the period till 2005, The program of cooperation of the State Parties of the CIS in fight against terrorism and other violent manifestations of extremism for 2005-2007 (12), the Program of activities of ATTs of the CIS for 2005-2006 and other documents accepted within the Commonwealth.

At the same time activities of the Center were based in the following main directions:

- development of offers to SGG, SGP, SORB and other bodies of the CIS about the directions of development of cooperation in fight against the international terrorism;

- enhancement of the regulatory legal base of activities of ATTs of the CIS and interaction of competent authorities of the State Parties of the CIS in the field of fight against terrorism;

- enhancement of system of coordination of interaction of competent authorities of the State Parties of the CIS in fight against the international terrorism and other manifestations of extremism;

- the organization of interaction with competent authorities of the State Parties of the CIS, increase in efficiency of the joint and coordinated anti-terrorist actions;

- collection and the analysis of information on condition and tendencies of development of the situation developing under the influence of activities of the international terrorist organizations arriving in ATTs of the CIS;

- preparation of analytical documents on tendencies of development of operational situation through fight against the international terrorism, necessary for development and adoption of relevant decisions by the supreme bodies of the CIS;

- creation, operation and development of local area network (13) and Specialized bank of data (14) ATTs of the CIS;

- information and propaganda ensuring activities of ATTs of the CIS;

- solution of personnel and administrative problems.

The specified activities were implemented by divisions of the Center by accomplishment of actions within realization of the following functions and tasks determined by Regulations on ATTs of the CIS:

1. Development of offers to Council of heads of states of the Commonwealth of Independent States and other bodies of the CIS about the directions of development of state cooperation - members of the CIS in fight against the international terrorism and other manifestations of extremism was performed within participation in preparation and completion:

- Concepts of state cooperation - members of the CIS in fight against terrorism and other violent manifestations of extremism;

- Programs of the State Parties of the CIS for fight against drug trafficking, psychotropic substances and precursors for 2002 - 2004;

- Concepts of state cooperation - members of the CIS in counteraction to illicit trafficking in drugs and psychotropic substances;
