About change of presidential decrees of the Republic of Belarus
1. Make changes to presidential decrees of the Republic of Belarus (appendix).
2. In six-months time to provide to National Bank and Council of Ministers of the Republic of Belarus reduction of acts of the legislation in compliance with this Decree and to take other measures for its realization.
3. This Decree becomes effective in the following procedure:
paragraphs the eighteenth or twentieth appendix item 4 – since April 23, 2026;
the paragraph third Item parts one 3, Items 7 and 9 of the Presidential decree of the Republic of Belarus of October 23, 2019 No. 394 "About enhancement of procedure for provision and attraction of loans" in editions of this Decree, paragraphs the third or fifth parts one, Item part two 5, paragraphs the tenth and eleventh Item 26 of the Regulations on procedure of microfinancial activities approved by the Presidential decree of the Republic of Belarus of October 23, 2019 No. 394, in editions of this Decree, paragraphs the fifth, seventh or ninth, fourteenth appendix item 4 – in six months after official publication of this Decree;
paragraphs the twelfth and thirteenth appendix item 4 – in nine months after official publication of this Decree;
other provisions of this Decree – after its official publication.

1. In the list of the state bodies, other organizations responsible for consideration of addresses in essence in certain spheres of life activity of the population approved by the Presidential decree of the Republic of Belarus of October 15, 2007 No. 498:

In paragraph three of part two of Item 18 of the Regulations on financing of the commercial organizations under concession of the rights (requirements) at the expense of the funds raised by bond emission or with the subsequent bond emission, No. approved by the Presidential decree of the Republic of Belarus of May 11, 2017 154, of the word "in parts of the ninth or eleventh article 150 of the Bank code of the Republic of Belarus" shall be replaced with words "in Items 1 and 2 of Article 19 and article 23 of the Law of the Republic of Belarus of February 17, 2025 No. 62-Z "About consumer loan and consumer microloan".

About enhancement of procedure for provision and attraction of loans
For the purpose of enhancement of procedure for provision and attraction of loans, implementation of microfinancial activities, protection of the rights and valuable interests of citizens:
1. Determine what has the right to perform microfinancial activities:
1.1. microfinancial organizations:
the commercial microfinancial organizations, being the legal entities registered in the Republic of Belarus in the form of economic society or the unitary enterprise and recognized by pawnshops (further – the commercial microfinancial organizations);
the non-profit microfinancial organizations, being the legal entities registered in the Republic of Belarus in the form of consumer cooperative and created in type:
consumer cooperatives of financial mutual assistance;
societies of mutual financing of subjects of small and medium entrepreneurship;
consumer cooperatives of the second level;
1.2. specialized organizations:
the legal entities created in the form of state (republican or utility) the unitary enterprise, and also economic society, 50 and more percent of shares (share in authorized fund) of which belong to the Republic of Belarus and (or) its administrative and territorial units, registered in the rural zone and included in the state information resource "Register of Household Services of the Republic of Belarus";
the legal entities performing buying up at citizens of precious metals and gemstones in products and scrap for replenishment of the State fund of precious metals and gemstones;
the legal entities registered in the Republic of Belarus and having the right to render services of cellular mobile telecommunication.
2. Operation of this Decree does not extend:
on the relations:
commercial loan;
the loan which is drawn up by the bill of exchange or the bond;
loan between legal entities, not being the microfinancial organizations;
loan between physical persons, except for individual entrepreneurs;
the loan granted by physical persons, except for individual entrepreneurs by means of online borrowing services;
the loan granted by legal entities not being the microfinancial organizations, and also individual entrepreneurs to the faces consisting with them in employment relationships;
on activities:
Belarusian fund of financial support of entrepreneurs;
Belarusian innovative fund;
