About approval of Safety regulations in case of operation of the heatusing installations and thermal networks
Based on the Provision "About the State Inspectorate for Supervision in Power Industry (Uzgosenergonadzor)" approved by the resolution of the Cabinet of Ministers of the Republic of Uzbekistan of 01.03.2004 N 96, I order:
1. Approve the enclosed Safety regulations in case of operation of the heatusing installations and thermal networks.
2. Enact this order after ten days from the date of its state registration in the Ministry of Justice of the Republic of Uzbekistan.
3. I reserve control of execution of this order.

These rules according to the Law of the Republic of Uzbekistan "About labor protection" (Sheets of the Supreme Council of the Republic of Uzbekistan 1993, N 5, of the Art. 233) and the resolution of the Cabinet of Ministers of the Republic of Uzbekistan of April 29, 1992 N210 "About the Organization of Work on Review of Bylaws of the Former USSR" determine requirements for safety the operating heatusing installations and thermal networks working in case of performance of works in, and also for prevention of impact of dangerous production factors.
1. These rules extend to the personnel of the companies and organizations connected with operation, servicing, repair, testing, adjustment of the heatusing installations and thermal networks.
2. The administrative technicians of the companies, specialized repair and adjustment organizations shall provide healthy and safe working conditions by systematic implementation of technical, sanitary and hygienic and organizational actions, personnel training to safe methods of work and its instructing.
3. Proceeding from local conditions if necessary the additional actions which are increasing safety of works and not contradicting these rules shall be provided.
4. Each worker shall carry out strictly these rules and immediately report to the direct head, and in case of its absence - to the higher head about the happened accident and about all violations of these rules noticed by it, and also about defects of constructions, the equipment, protection devices, etc. which can constitute danger to personnel and the equipment.
5. The accidents which happened in case of operation of the heatusing installations and thermal networks are investigated according to the procedure established by the Regulations on investigation and accounting of accidents and other damages of health of workers on production approved by the resolution of the Cabinet of Ministers of the Republic of Uzbekistan of June 6, 1997 N286.
6. The mechanisms and hoisting machines used during the works, devices and the tool shall be tested and be operated according to requirements of the existing standards for labor safety, the regulations and terms of testing of lifting mechanisms and devices provided by these rules (the appendix N1 to these rules), rules of safe operation in the industry, mining and the household sector approved by the State inspection Sanoatgeokontekhnazorat and instructions of manufacturing plants.
7. The protective equipment used according to these rules shall meet requirements "Instructions for use and testing of protective equipment" the appendix N8 to these rules. Knowledge of requirements in volume of the specified Rules, corresponding to post, is obligatory for engineering personnel and the workers who are engaged in exploitation and repair of the heatusing installations and thermal networks of consumers.
The protective equipment which are not meeting these requirements are forbidden to be used.
8. Persons servicing the heatusing installations, thermal networks and thermal Items:
shall have medical examination and are for health reasons allowed to the performed works;
shall know these rules, in addition departmental rules and instructions, in relation to post or the performed work, to be trained to safe methods of work on workplace under the leadership of the experienced worker and examination in the qualification commission.
Results of certification operational, the operational maintenance force and engineering personnel directly related to operation, repair, adjustment, testing of the heatusing installations and thermal networks, and also the technological personnel servicing the heatusing installations and thermal networks are drawn up according to requirements of Rules of technical operation of the heatusing installations and thermal networks (reg. N1549 of February 28, 2006 SZ of the Republic of Uzbekistan 2006, N9 (197), the Art. 66).
Results of certification of technological personnel are registered (the appendix N1 to Rules of technical operation of the heatusing installations and thermal networks) without certification.
9. Persons which did not reach eighteen-year age are forbidden to be involved in the works given in the Activity list with adverse conditions of work on which application of work of persons more young is forbidden than eighteen years" (рег. N 1990 of July 29, 2009) (Collection of the legislation of the Republic of Uzbekistan, 2009, N 30-31, Art. 355).
10. The personnel allowed to operation and repair of the heatusing installations in which combustible, explosive and hazardous substances are applied to technological needs and also when servicing cameras and tunnels in which gas presence is possible shall know:
a) the poisoning effect of gas, vapors, concentration, admissible and dangerous to the person, in air (the appendix N 2 to these rules) and methods of their determination;
b) rules of works and the requirement in the places dangerous for accumulation of gases.
At the companies there shall be list and the plan of arrangement of the cameras and channels through passage subject to danger of penetration of gases.
11. The administration of the company shall provide holding organizational and technical actions for creation of safe working conditions, instructing and training of workers in safe methods of work and control over the implementation by personnel of rules and safety rules.
12. Appointment of the responsible person on safe engineering, technical operation of the heatusing installations and thermal networks is performed according to requirements of Rules of technical operation of the heatusing installations and thermal networks.
13. The personnel shall work in overalls buttoned on all buttons. On clothes there shall not be fluttering parts which can be taken by the moving (rotating) parts of mechanisms. Roll up sleeves of overalls and sprain tops of boots it is forbidden.
During the work with toxic and aggressive agents, and also in case of accomplishment of electro-gas welding, insulating works, unloading and loading of the loose and raising dust materials trousers shall be put on over boots.
In case of stay in rooms with the operative equipment, in wells, cameras, channels, tunnels, on the building site and in repair zone all personnel shall put on the protective helmets clasped by podborodny belt. Hair shall clean up under helmet.
14. The personnel servicing the heatusing installations and thermal networks shall be almost trained in acceptances of release of the person who got under tension from action of electric current and rendering the pre-medical help to victims of accidents.
15. The organizational actions ensuring safety of works in case of operation and repair of the heatusing installations, thermal networks and the equipment are:
registration of work as the job specification or oral order;
the admission to work;
supervision in operating time;
transfer into other workplace;
registration of break of work;
registration of completion of work.
16. Works on the equipment are performed according to written job specifications and oral orders.
The job specification on safe works determines the place, time and conditions of production of work, necessary security measures, structure of crew and persons responsible for safety of works. The form of the job specification is given in appendix N3 to these rules.
The following main works are performed on job specifications:
a) the gas and arc welding works performed on the equipment, including performance of works, specified in Items, е;
b) works in devices, reservoirs, tanks, in wells, collectors, tunnels, etc., requirements to safety of which carrying out are reflected in the appendix N5 of these rules;
c) warming up and start-up of steam line;
d) any works during which presence of combustible gas is possible;
e) testing of thermal network for settlement pressure and temperature of the heat carrier;
e) production of repair work near the operative equipment; repair of the rotating mechanisms;
g) heat-insulating works on active pipelines and the equipment.
Proceeding from local conditions, the list of the works performed on job specifications on each company (workshop) can be expanded. In this case the additional list of the works performed on job specifications affirms the head (or the chief engineer) the companies (organization).
17. Lists of persons having the right of issue of job specifications and which can be responsible heads and operators are established by orders on the company (organization).
18. The right of issue of job specifications to repair of the heatusing installations, thermal networks and the equipment is provided to administrative technicians of the company (organization).
In necessary cases, depending on nature of production, the right of issue of the job specification is granted to responsible operation personnel if it is not at the same time the allowing person.
19. The works which are not specified in the item 16, the holding technical actions for preparation of workplace which is carried out according to job specifications and not requiring, can be carried out according to the order.
The list of the works performed on the order by one person is determined proceeding from local conditions and affirms the head (or the responsible person for thermal economy) the companies.
20. Persons having the right to it on the official capacity whose list shall affirm person responsible for thermal economy or the director can give orders on works.
Orders have one-time nature and are effective within a day.
In need of further work the order shall be made and be drawn up again.
21. Accounting and registration of works on job specifications and orders are made in register of works on job specifications and orders (the appendix N4 to these rules). The Magazine is registered only primary admission to work and its complete termination with closing of the job specification (order).
The magazine shall be numbered, strung together and under seal. Storage duration of the magazine - six months after the last record. Primary and daily admissions to work on job specifications are drawn up by the log entry of accounting of works on job specifications and orders, at the same time only number of the job specification and workplace are specified.
22. Of the works performed on job specifications (orders) are responsible for safety:
a) the person issuing the job specification, making the order;
b) responsible works manager;
c) producer of work;
d) observing;
e) allowing to work;
e) members of crew.
23. Person, the issuing job specification making the order determines need and possibility of safe accomplishment of this work and is responsible for correctness and completeness of the security measures specified in the job specification.
In case of return of the order on production of work without naryadaotvechat, besides, for sufficient qualification of persons designated for accomplishment of this work.
24. The person issuing the job specification and appointing the responsible head and the operator is the chief of division, the workshop, department, laboratory, the construction site and its deputy.
25. The responsible works manager is responsible for the numerical structure of crew determined from conditions of possibility of supervision of crew from the operator (observing) and for sufficiency of qualification of the faces included in structure of crew.
Accepting workplace from allowing, the responsible head on an equal basis with allowing is responsible for correctness of preparation of workplaces and sufficiency of the taken security measures.
The responsible works manager designates person from among engineering personnel of the company (workshop).
26. The operator, accepting workplace from allowing, answers:
for correctness of accomplishment of the security measures, necessary for works, specified in the job specification;
for observance of these rules, requirements of instructions for labor protection, him and members of its crew;
for completeness of instructing of members of crew;
for availability, operability and use of the tool, stock, protective equipment, lifting devices;
for safety of the barriers established on site works, signs of safety, the locking devices.
If in case of performance of work continuous observation of members of crew is required, the operator performing management of crew is not directly involved in work. About what entry in the job specification in the line "Special Conditions" is made.
27. Operators of job specifications and of orders workers of workshops (sites) from among maintenance force, and also the operation personnel which is well knowing the equipment on which works will be performed, and also able to carry out detailed instructing to members of crew and to provide supervision of their actions can be appointed.
28. Observing it is appointed for supervision of crew of workers in case of accomplishment of the works on the job specification or the order requiring continuous observation of their safe production by them.
Need of the appointment observing is determined by person issuing the job specification or the responsible operator.
Observing designate persons having the right to be operators, or faces of operation personnel.
29. Accepting workplace from allowing, observing is responsible for correctness of its preparation and for accomplishment of security measures, necessary for production of work, according to these rules.
Observing it is forbidden to combine supervision with accomplishment of any work.
30. Lists of workers who can be heads and operators of job specifications and orders are identified by the order persons, the company, responsible for thermal economy. Copies of these lists shall be in workplace of the shift supervisor.
On large enterprises (organizations) of approval function of the list of persons able to be responsible heads and operators, shall be transferred by the order on the company (organization) to chiefs of workshops.
31. Allowing bears responsibility:
for correctness of the admission to work and completeness of instructing in safe operation of the responsible head, the operator and observing;
for correctness of preparation of workplaces, sufficiency of the taken security measures and compliance to their nature and place of employment;
for operability of the used tool, stock and devices.
32. Primary admission to work on job specifications and on orders is made by the shift supervisor of the workshop or person replacing it.
33. Allowing to daily continuation of works on job specifications, and also in case of transfer of crew into other workplace with the permission of the shift supervisor can be:
the operational maintenance force subordinated to it servicing this equipment;
the head (producer) of works in case of performance of works on thermal network.
In case of performance of works on the remote objects allowing to daily continuation of works can be nominated persons from among persons on duty on these objects.
34. Members of crew answer:
for fulfillment of requirements of instructions for labor protection and the instructions for security measures received when instructing before the admission to work and in operating time;
for the correct application of the issued remedies, overalls and operability of the used tool and devices;
for accurate observance of safety conditions of works;
for the correct use of protective equipment.
35. Combination by one worker of obligations of two workers is allowed if he has the right to carry out both of these obligations. Such worker shall be included in each of the lists establishing these powers.
In case of performance of works one of sovmeshcheniye of obligations is allowed:
issuing job specification (order) and the responsible works manager;
the responsible head and the operator, if on the responsible head only one job specification is issued;
the responsible works manager and allowing in thermal networks.
36. The work order is written out in duplicate (it is forbidden to write out simple pencil).
In both copies of record shall be accurate and clear. No corrections and deletions of the written text are allowed.
37. The job specification is issued on one operator (observing) with one crew.
38. The number of the job specifications issued at the same time on one responsible works manager determines the issuing job specification in each case. In case of combination in one face of the responsible head and the operator one job specification is issued.
39. Expansion of workplace, change of number of workplaces and conditions of production of work, and also replacement of the responsible works manager or operator without issue of the new job specification is not allowed. Besides, in case of change of numerical structure of crew more than for 50% the job specification shall be written out and drawn up again.
40. During the work on the job specification the crew shall consist at least of two people, including the operator. Inclusion in structure of crew of probationers and pupils, and also again accepted workers in number of no more than three people who shall be assigned to the main members of crew is allowed. Responsibility for safety of probationers, pupils and again accepted workers is born by the operator and members of crew to whom they are assigned about what it shall be specified in the job specification in the column "Members of Crew".
41. Filling of all columns of the job specification is made according to contents of the interlinear text.
42. Necessary actions of preparation of workplaces and security measure including subject to accomplishment by operation personnel of other workshops are listed in the column "Work Conditions of Production".
In the column "Special Conditions" if necessary, at the discretion of person issuing the job specification the additional security measures which are not provided by these rules are specified. For example: work under continuous supervision of the responsible head, installation of special barriers, inadmissibility of use of naked flame, use of special protective equipment, etc.
43. The signature in the corresponding column of the job specification about accomplishment of conditions of production works are performed by the shift supervisor of the workshop after accomplishment them in full.
44. The signature in the job specification about the admission to work performs person which is directly making the admission, - allowing.
45. In case of the admission to work the responsible head and the operator together with allowing check accomplishment of necessary actions for preparation of the workplaces specified in the job specification.
46. Allowing when instructing specifies what equipment of the repaired scheme and the neighboring sites remains energized, pressure, high temperature, is fire-dangerous, explosive, etc., and makes the admission to work of the responsible head and operator.
47. Check of preparation of workplaces and the admission to work are drawn up by signatures of the allowing, responsible head and the operator in the corresponding graphs of the job specification.
One copy of the job specification is transferred to the operator, the second remains at allowing and is stored in the folder of the existing job specifications.
48. The admission to work, verification of certificates by safety regulations (further - PTB) and general instructing of members of crew is made by the responsible works manager.
The operator performs the admission to work and instructing of each member of crew directly on its workplace.
49. If in case of receipt of the job specification the personnel on duty or at the operator have any doubt, they shall demand explanation from the responsible head or person which issued the job specification.
According to incorrectly drawn up job specification the admission to work is forbidden.
50. Preparation of workplace, accomplishment of necessary security measures and the admission for work is made for repair of the equipment belonging to other workshops or located in its territory by personnel of the respective workshops with daily permission of the shift supervisor, this workshop which about the issued permission shall make the log entry of accounting of works on job specifications and orders.
51. From the moment of the admission of crew to works supervision of it for the purpose of the prevention of violations of requirements of safe engineering is assigned to the operator or observing.
Operators and observing shall exercise constant surveillance over members of crew concerning their safety.
52. The responsible head and personnel on duty shall check periodically observance by the working PTB. In case of detection of violation of PTB or identification of other circumstances menacing to safety working, the job specification is taken away from the operator and the crew is removed from place of employment.
After elimination of the found violations and malfunctions the crew can be allowed in general procedure by operation personnel to work in the presence of the responsible head with execution of the admission in the job specification again.
53. Changes as a part of crew in both copies of the job specification are drawn up by the responsible works manager or person which issued the job specification, and in their absence - person having the right of issue of job specifications.
54. In case of work stoppage throughout the working day (for lunch, under the terms of works) the crew is removed from place of employment. The job specification remains on hands at the operator (observing). Posters, barriers remain on site. Any of members of crew has no right to resume works in the absence of the operator or observing. The operator (observing) allows crews after break.
55. The personnel on duty before return by the operator of the job specification with mark about complete completion of works have no right to make turning on of the equipment removed for repair or to make the changes affecting conditions of production of works to the scheme. In emergency cases in need of such inclusion the operation personnel can make turning on of the equipment for lack of crew without receipt back of the job specification in case of observance of the following:
temporary barriers shall be removed and replaced with constants. The permitting posters shall be changed to prohibiting;

56. Trial inclusion of the heatusing installations and the equipment before complete completion of works can be made after accomplishment of the following conditions:
the crew shall be removed about places of employment, the job specification by the operator is returned to personnel on duty, and in the table of the job specification "Execution of the Daily Admission to Work, Completion of Work, Transfer into Other Workplace" the break is drawn up;
temporary barriers, caps from pipelines, locks from shutoff valves and posters shall be removed, and permanent barriers are established on the place.
Preparation of workplace and the admission of crew after trial inclusion are made regularly in the presence of the responsible head that is drawn up by its signature in the job specification in the same column where the operator is signed.
57. Upon termination of the working day the place of employment cleans up, posters and barriers remain on site. Completion of work of every day is drawn up in the table of the job specification "Execution of the Daily Admission to Work, Completion of Work, Transfer into Other Workplace" by signatures of the operator and face of the personnel on duty (allowing) to whom the job specification shall be given every day upon termination of work.
58. Next day it is possible to get to the interrupted work after survey of place of employment and check of accomplishment of security measures by the allowing or responsible head and the operator. Presence of the responsible head in case of the repeated admissions performed allowing not necessarily.
59. The admission to work with indication of date and time of the beginning of work is drawn up next day by signatures allowing and the operator in the table of the job specification "Execution of the Daily Admission to Work, Completion of Work, Transfer into Other Workplace".
60. Transfer of crew into other workplace determined by the same job specification is made allowing and drawn up in the table of the job specification.
