About cryptobanks and single questions of control in the field of digital signs (tokens)

For the purpose of providing favorable conditions for development in the Republic of Belarus of the innovative sphere and expansion of range of financial services in the course of creation of modern digital economy I decide:

1. The joint-stock companies which are residents of the Park of high technologies and included in the register of cryptobanks of the National Bank (further - the register) having the right to combine activities with use of digital signs (tokens) with making of banking, payment and other related financial activities according to the Regulations on activities of cryptobanks approved by this Decree.

Combination of activities with use of digital signs (tokens) with making of banking, payment and other related financial activities is activities of cryptobank. The resident Parka of high technologies is recognized cryptobank from the date of its inclusion in the register and before date of its exception of the register.

The activities of cryptobank performed by the face which is not included in the register are illegal and are forbidden.

2. Approve Regulations on activities of cryptobanks it (is applied).

3. To the supervisory board of the Park of high technologies in coordination with National Bank to establish procedure cryptobanks of activities with use of digital signs (tokens).

4. Make change to the Presidential decree of the Republic of Belarus of April 12, 2023 No. 102 "About development of the Park of high technologies" (appendix).

5. To provide to Council of Ministers of the Republic of Belarus together with National Bank in six-months time reduction of acts of the legislation in compliance with this Decree and to take other measures for its realization.
