1. Approve the price list for services of the airports, on servicing and operation of airways of the message and on air traffic control according to appendix.

2. This resolution becomes effective in 30 days from the date of its official publication.

The price list for services of the airports, on servicing and operation of airways of the message and on air traffic control

CHAPTER 1. GENERAL PROVISIONS

1. Rates of the price list for services of the airports, on servicing and operation of airways of the message, for land servicing of aircrafts, on air traffic control (daleepreyskurant) are applied to settlings with the organizations performing activities in the field of aircraft, other owners, lessees and operators of aircrafts having the certificate of the operator irrespective of pattern of ownership in case of accomplishment of regular and irregular flights by them and also with other consumers of services of civil aviation.

2. Rates for special servicing (line items 2.2.3-2.2.7 Chapters 3 of this price list), on services of cargo complex, other services of aviation nature (line item 5.1-5.3 Chapters 3 of this price list) are applied to settlings with legal entities and physical persons.

3. Rates for services of the airports, on servicing and operation of airways of the message and on air traffic control are approved excluding tax on value added (further - the VAT).

4. The legal entities rendering services of the airports on servicing and operation of airways of the message and on air traffic control, have the right to establish discounts to the approved rates in coordination with the Ministry of Transport and Communications of the Republic of Belarus without representation of economic case of their level.

In this case the allowances provided by this price list are established to the rates applied by legal entities reduced by the discount size.

5. In this price list terms and determinations in the following values are applied:

carrier - the organization performing activities in the field of aircraft which issues the ticket the freight bill or other carriage document and performs or undertakes to perform airborne transportation according to these documents, and also provides or undertakes to provide the services connected with the same transportation;

the transient - the passenger who according to the agreement of airborne transportation is transported further by the same flight by which it arrived in the intermediate airport (Item);

the passenger transfer - the passenger who according to the agreement of airborne transportation arrived to the airport (Item) of transfer one flight also continues flight by other flight of the same or other carrier;

commercial loading of the aircraft is loading which includes passengers, baggage, load and mail;

above-standard baggage - baggage of passengers for which the operator levies additional fare and on which the receipt of paid baggage is written out;

the centering schedule - the official working document in which data of flight, limiting calculation of commercial loading, distribution of the actual loading according to the set range of maximum permissible flight centerings of the airplane and the runway masses and centerings received at the same time are fixed;

the mass of ballast - the mass of load (sacks with sand, pig-iron whetstones) providing flight centering of the airplane in the absence of sufficient commercial loading;

the preliminary plan of flights (PPL) - the plan of flights for continuation of flight from the airport of rest (spending the night) of crew, and also in case of postponement of departure for the next days, issued previously;

flight plan (FPL) - flight plan on the international and internal flights out of the schedule, and also on regular flights in case of transfer of time of departure;

the NOTAM block - the block of aeronautical information on flight route, airport of destination and reserve airfields;

load raskonsolidation - selection of documentation, load and disassembling of cargo batches on sendings for consignees;

rush hour - interval of time of day (no more than three hours) which is characterized by the maximum loading of the airport by quantity at the same time serviced self-summer departures and the maximum load of stores for servicing of passengers and is determined proceeding from the schedule of movement of aircrafts existing in the current year separately for the spring and summer and autumn and winter periods;

charter flight - the irregular flight performed according to the lease agreement (chartering) of the aircraft;

the lease agreement, chartering (charter) air sudovsoglasheniye on which one party (freighter) shall provide to other party (freighter) for payment all reservoir or part of reservoir of one or several aircrafts on one or several flights for transportation of passengers, baggage, loads;

dangerous goods - products or substances which in transit are by air capable to create considerable threat for health, safety of the person or property;

aircraft equipment - the case, engines, components, nodes, aggregates, the aircraft equipment;

The VIP-hall - the hall of servicing of officials and delegations;

The CIP hall - the hall of servicing of passengers on commercial basis;

re-export - export out of limits of customs area of the Republic of Belarus of earlier imported objects of export control which did not undergo to conversion;

the applied rate - the rate approved by this price list and/or rate taking into account discounts, the stipulated in Item 4 presents of the price list;

the irregular baggage (goods) which - is mistakenly sent, which is sent in addition and unclaimed baggage (goods).

6. Rates for services of the airports and on air traffic control include the cost of accomplishment of the following works (services):

6.1. the rate for ensuring take-off / landing is established for the services in ensuring landing and departure of the aircraft (self-summer departure) rendered by the airport and includes:

provision of landing strip (further - the runway), rulezhny paths, platforms; ensuring content and operation of airfield; lighting providing airfield;

search and rescue providing around the airport;

rescue and fire-proof providing around the airport;

ornithological safety of flights around the airport; provision of operational changes of aeronautical information and aeronautical situation on airfield and in the main directions of flights of aircrafts from the airport;

provision of the parking lot to the aircraft in airfield within 3 hours after landing for passenger and 6 hours for the cargo and passenger-and-freight certified types of aircrafts in the presence of loads, mails which are subject to processing (loading and/or unloading) at the airport of landing. In the absence of loads, mails which are subject to processing, for the cargo and passenger-and-freight certified types of aircrafts - provision of the parking lot within 3 hours;

other services provided by technology of airfield servicing of the aircraft from the landing moment until stop on the parking lot and back, except for ensuring aviation safety in zone of airfield;

6.2. the rate for aeronautical servicing around airfield is established for aeronautical servicing of the aircraft when landing to airfield at decrease stages for landing, landing approach, landing and taxing to the parking lot and in case of departure from airfield at taxing stages from the parking lot, take-off and ascent to exit to the airway and includes accomplishment of the following works (services):

air traffic management;

planning and coordinating of use of airspace;

provision of navigation aids, radio engineering providing and communication, communication channels;

the emergency notification and coordination of flights when carrying out search and rescue;

transfer to crews of operational aeronautical information and changes in aeronautical situation;

6.3. the rate for ensuring aviation safety is established for ensuring aviation safety in zone of the airport and includes:

implementation of the access and inside control at the airport;

protection of the controlled territory of the airport and critical infrastructure of the airport;

protection of parking of aircrafts;

examination of members of crews of the aircraft;

examination of passengers and hand luggage;

cargo inspection and mails;

examination of the aircraft and its onboard inventories;

maintenance of readiness of forces and means of the airport to actions for suppression of acts of illegal intervention;

coordination of activities of services of aviation safety of operators in zone of the airport;

6.4. the rate for the above-standard parking of the aircraft on the platform is established for provision of the parking lot to the aircraft on the platform more than 3 hours after landing for passenger and 6 hours for the cargo and passenger-and-freight certified types of aircrafts in the presence of loads, mails which are subject to processing (loading and/or unloading) at the airport of landing. For the cargo and passenger-and-freight certified types of aircrafts in the absence of loads, mails which are subject to processing, rate more than 3 hours are established for provision of the parking lot to the aircraft;
