Council of Ministers of the Republic of Belarus DECIDES:
1. Approve:
strategy for preserving and steady use of biological diversity (further – strategy) it (is applied);
The national plan of action for preserving and steady use of biological diversity for 2026-2030 (further – the National plan) (is attached).
2. To the republican state bodies and other organizations subordinated to the Government of the Republic of Belarus, local executive and administrative organs, other organizations to consider strategy provisions by preparation of projects:
the state programs, action plans, schemes and other documents raising the questions of preserving and steady use of biological diversity;
the regulatory legal acts directed to realization of the priority directions determined by strategy.
3. To the Ministry of Natural Resources and Environmental Protection:
bring the National plan to the attention of executives in charge and other interested state bodies and the organizations;
exercise coordination and control of the course of implementation of the National plan;
annually till April 20 of the year following reporting to provide information on the course of accomplishment of the National plan in Council of Ministers of the Republic of Belarus.
4. Annually till April 1 of the year following reporting to represent to executives in charge of the National plan to the Ministry of Natural Resources and Environmental Protection information on the course of its accomplishment.

Reducing variety of types and ecological systems holds specific place among environmental problems of the present. Now in the world natural ecological systems are intensively transformed and hundreds of types of live organisms disappear. Natural ecological systems are completely changed on the fifth part of the land. The Red list of International union of conservation includes 48,6 of one thousand types, or 28 percent known in the world of the rare and being under the threat of disappearance wild animals and wild-growing plants. Under the threat of disappearance there are about 27 percent of types of mammals, 41 percent of amphibians, 12 percent of birds, 21 percent of reptiles, 37 percent of fresh-water fishes and 34 percent of gymnospermous wood plants.
Further reducing biological diversity can lead to destabilization of biota, to loss of integrity of the biosphere and its capability to maintain the most important qualities of the circle necessary for human life. Preserving variety of live systems on Earth – necessary condition for sustainable development of civilization as functioning of natural ecological systems provides availability of clean air, drinking water and food.
For providing the solution of these global problems on June 5, 1992 in Rio De Janeiro the Convention on biological diversity which purposes are preserving biological diversity, steady use of its components and joint obtaining on fair and equal basis of the benefits connected with use of genetic resources including by means of provision of necessary access to genetic resources and proper transfer of appropriate technologies taking into account all rights to such resources and technologies, and also due to due financing is signed.
The resolution of the Supreme Council of the Republic of Belarus of June 10, 1993 No. 2358-XII "About ratification of the Convention on biological diversity" the Convention on biological diversity is ratified by the Republic of Belarus.
For goal achievement of the Convention on biological diversity on ensuring joint obtaining on fair and equal basis of the benefits connected with use of genetic resources and also safety of use of the live changed organisms the Republic of Belarus according to the Law of the Republic of Belarus of May 6, 2002 No. 97-Z "About accession of the Republic of Belarus to the Cartagena protocol on biosafety to the Convention on biological diversity" joined the Cartagena protocol on biosafety to the Convention on biological diversity of January 29, 2000 (further – the Cartagena protocol) and according to the Presidential decree of the Republic of Belarus of May 22, 2014 No. 235 "About accession of the Republic of Belarus to the international treaty" – to the Nagoysky protocol of regulation of access to genetic resources and joint use on fair and equal basis of benefits from their application to the Convention on biological diversity of October 29, 2010 (further – the Nagoysky protocol).
The analysis of accomplishment of the specified documents showed that the Republic of Belarus makes considerable efforts and noticeable success on preserving and steady use of biological diversity, ensuring access to genetic resources and joint use on fair and equal basis of benefits from their application, and also safety of genetically engineered activities is achieved. At the same time taking into account the happened changes (global climate change, invasions of alien types, considerable changes in nature of land use, rapid growth of commercialization of results of use of the genetic resources including received using modern biotechnologies), and also in connection with acceptance at the fifteenth Conference of the Parties of the Convention on biological diversity (Montreal, Canada, on December 7-19, 2022) The Kunming and Montreal global framework programme in the field of biodiversity (further – the framework programme) there was need for updating of the strategy for preserving and steady use of biological diversity approved by the resolution of Council of Ministers of the Republic of Belarus of November 19, 2010 No. 1707.
