About enhancement of approaches to rendering the state support

For the purpose of enhancement of mechanisms of stimulation of youth and other citizens to active participation in development of science, education, health care, culture and realization of youth policy:
1. Determine that:
1.1. about 100 grants of the President of the Republic of Belarus, including in spheres of science - to 20, educations - to 20, health cares - to 20, cultures - to 20, are annually provided to realization of youth policy - to 20, to the heads and specialists of the organizations which are performing activities in spheres of science, education, health care, culture, realization of youth policy, who made the significant contribution to development of the respective sphere and participating in scientific research, innovative projects according to the priority directions of scientific, scientific and technical and innovative activities, implementation of youth projects *, the state programs and the most important directions of social and economic development of the Republic of Belarus having preferential value for accomplishment.
Grant Prezidenta of the Republic of Belarus is presented monthly in the amount of 41 basic sizes and is paid within year from the date of its provision;

1.2. the following grants are appointed:
100 grants of the President of the Republic of Belarus talented young scientist;
200 grants of the President of the Republic of Belarus to the students, listeners, cadets mastering contents of educational programs of the higher education;
100 grants of the President of the Republic of Belarus to graduate students, graduateds in a military academy;
scholarships (appendix 1).
Distribution of scholarships is performed by the Ministry of Education in coordination with interested.
2. Establish the sizes of the grants specified in part one of Item 2 of article 42 of the Code of the Republic of Belarus about education, except for grants of the President of the Republic of Belarus, amount of the funds allocated for payment of allowances to grants for progress in educational, scientific and public work and rendering financial support according to appendix 2.
3. Approve:
The regulations on grants of the President of the Republic of Belarus (are applied);
The regulations on grants of the President of the Republic of Belarus to students, listeners, cadets, graduate students, graduateds in a military academy (are applied);
Regulations on Republican council on support of gifted and talented youth, perspective projects (are applied);
the structure of Republican council on support of gifted and talented youth, perspective projects (is applied);
The regulations on grants of the President of the Republic of Belarus (are applied) by the talented young scientist;
The regulations on the Interdepartmental commission on grants of the President of the Republic of Belarus (are applied) by the talented young scientist;
the structure of the Interdepartmental commission on grants of the President of the Republic of Belarus (is applied) by the talented young scientist.
4. Make changes to presidential decrees of the Republic of Belarus (appendix 3).
5. Recognize invalid presidential decrees of the Republic of Belarus (appendix 4).
6. To provide to Council of Ministers of the Republic of Belarus in three-months time reduction of acts of the legislation in compliance with this Decree.
7. This Decree becomes effective after its official publication.
Action of Item 2 of this Decree extends to the relations which arose since February 1, 2026.

1. In the interlinear note to the paragraph to the second subitem 4.1 of item 4 of the Regulations on special award of the President of the Republic of Belarus "Belarusk_ of sparty¸na Al_mp", No. approved by the Presidential decree of the Republic of Belarus of August 8, 2003 355, words "parts 2 notes to Article 361-1" shall be replaced with words "the note to Article 57".
2. In the Presidential decree of the Republic of Belarus of February 29, 2008 No. 142 "About emblem and breastplates of special funds of the President of the Republic of Belarus":

in Items 2 and 4 of the Regulations on the breastplate "La¸reat of spetsyyalnag to Prez_dent Respubl_k_'s fund Belarus of pas сацыяльнай padtrymets zdolny navuchenets ў і the student ў", approved by the Decree, the words "council of special fund of the President of the Republic of Belarus on social support of gifted pupils and students" shall be replaced with words "Republican council on support of gifted and talented youth, perspective projects" in the corresponding case.
3. In the interlinear note to the paragraph to the second Item 11 of the Regulations on award of the President of the Republic of Belarus "For spiritual revival" both special award of the President of the Republic of Belarus to cultural figures and the art approved by the Presidential decree of the Republic of Belarus of July 16, 2009 No. 384, of the word "parts 2 notes to Article 3611" shall be replaced with words "the note to Article 57".
4. In the Presidential decree of the Republic of Belarus of December 16, 2022 No. 429 "About activities of special funds of the President of the Republic of Belarus":
third Item 1 to exclude the paragraph;
to exclude Items 1 and 3 of appendix 2 to the Decree;
Regulations on special funds of the President of the Republic of Belarus for social support of gifted pupils and students, on support of talented youth, approved by the Decree to be reworded as follows it (is applied);
in Regulations on the procedure for forming, maintaining and use of databanks of gifted and talented youth approved by the Decree:
state Items 3 and 5 in the following edition:
"3. Join in databanks of gifted and talented youth (are recovered *) the information about the citizens of the Republic of Belarus who except for drew up departure for permanent residence (who drew up permanent residence) outside the Republic of Belarus, the foreign citizens and persons without citizenship who are constantly living in the Republic of Belarus, foreign citizens and stateless persons to which the status of the refugee or shelter in the Republic of Belarus are provided, aged till 31 year inclusive (further - citizens).
