About the State program of development of export of the Republic of Tajikistan for 2026-2030
According to articles 4 and 12 of the Law of the Republic of Tajikistan "About strategic planning and the state forecasting" the Government of the Republic of Tajikistan decides:
1. Approve the State program of development of export of the Republic of Tajikistan for 2026-2030 and the Actions plan on implementation of the State program of development of export of the Republic of Tajikistan for 2026-2030 (appendices 1 and 2).
2. To the ministries and departments, local executive bodies of the government, the companies, organizations and other organizations, irrespective of patterns of ownership to take specific measures for complete and effective fulfillment of the Program and the Actions plan for its realization.
3. Annually till February 1 to provide to the ministries and departments, local executive bodies of the government in the Ministry of Economic Development and Trade of the Republic of Tajikistan information on results of program implementation and the Actions plan on its realization.
4. To the Ministry of economic development and trade of the Republic of Tajikistan:
- annually till March 1 to provide information on course of execution of the Program and the Actions plan on its realization in the Government of the Republic of Tajikistan;
- in case of change of situation on the world markets, and also influence of negative external factors on national economy to make in the Government of the Republic of Tajikistan offers on modification and amendments in the main indicators of the Program.

to the Order of the Government of the Republic of Tajikistan of November 26, 2025 No. 652
1. The state program of development of export of the Republic of Tajikistan for 2026-2030 (further – the Program) is developed for the purpose of strengthening of export activities, development of export, strengthening of the production oriented to export, creating favorable conditions for realization of state policy in the field of foreign economic activity, increase in competitiveness of domestic production in the internal and external markets.
2. The program is developed within the priorities determined by the Founder of the world and national unity – the Leader of the nation, the President of the Republic of Tajikistan dear Emomalii Rahmon and the National strategy of development for the Republic of Tajikistan till 2030 taking into account the principle of consecutive development of documents of strategic planning, the analysis and the learned lessons from implementation of the previous profile documents connected with export and also provisions of the order of the Government of the Republic of Tajikistan of May 31, 2018 No. 286 "About the actions plan on reducing time and costs of subjects of foreign economic activity for export, import and transit of goods".
3. The program is calculated for 5 years taking into account three main directions in the field of foreign trade (export stimulation, ensuring diversification of the production oriented to export and simplification of trade procedures) which were underlined in the President's letter of the Republic of Tajikistan with Majlisi Oli "About the main directions of domestic and foreign policy of the Republic of Tajikistan" of December 26, 2019.
4. The program is developed taking into account increase in demand in the regional and world markets for the environmentally friendly products made with use of renewable energy resources. Production of competitive goods and the "green" economy based on technologies of energy saving and natural resources will become important factor of growth in volumes of export and strengthening of the export potential of Tajikistan.
5. In the Program the main directions of development of export of priority competitive goods, ways of increase in competitiveness and complex measures for stimulation of export activities are determined.
6. On the basis of assessment of the situation and strategic analysis of amounts and structure of export, tendencies and perspectives of development of the foreign markets for 2026-2030 priority industries and the main goods oriented to export are specified, problems and obstacles (restriction), opportunity and risks in export and occupational sectors are revealed.
7. In the Program the main attention is paid to measures of support of export activities and the production oriented to export by means of strengthening of institutional measures of stimulation, including insurance of export risks, enhancement of non-material measures of promotion of export and development of transport and logistic infrastructure.
8. In the Program in case of determination of indicators of assessment and forecast indicators of development of export for 2026-2030 optimistical and intensive scenarios are offered.
9. Extent of achievement of the provided results is determined, first of all, by target indicators, including macroeconomic indicators and key parameters of development of export-oriented production and import substitution in industries and separate goods and the main services, and then by the international indexes: to trade specialization index, index of global competitiveness, index of concentration and diversification of export, index of trade conditions, including the rating of implementation of trade procedures of the World Bank, taking into account new tendencies of digital and "green" economy.
10. Sources of financing of actions for program implementation are financial resources SUE PEBT Sanoatsodirotbonk, credit capacity of the credit financial institutions taking into account the existing risks, funds of the government budget for purchase of goods, works and services, technical assistance and support of partners in development, the separate budgetary funds of the ministries and departments, and also local executive bodies of the government, means provided on projects within the program of the state investments, direct foreign investments, and also means of private sector.
11. The program implementation promotes growth of export volume of the finished goods (processed or final), diversifications of the markets and export portfolio by increase in new goods items, increases in share of innovative products with high value added and stimulations of investments into the industries oriented to export.
12. On the basis of results of program implementation within five years export, production and import-substituting capacities of the country will be increased, amounts of the production oriented to export and import substitution will increase, export and import substitution will develop, procedures of export, import and transit transactions are simplified, necessary logistiko-transit infrastructure is constructed, and line items of domestic exporters in the domestic and foreign markets are strengthened. At the same time transactional and operating costs, including customs clearance and logistics will decrease, the regulatory base for conducting trade, including within public-private partnership will be created that will create basis for further development of foreign trade.
For the purpose of accomplishment of instructions of the President of the Republic of Tajikistan, the Leader of the nation dear Emomalii Rahmon, on strengthening oriented to export of production and import substitution, to creating favorable conditions for realization of state policy in the field of foreign economic activity, to providing competitiveness of domestic production, to increase in production volume of export products and decrease in share of consumer goods in total amount of import GPRE 2021-2025 was realized.
13. The coordinating body for realization of GPRE 2021-2025 is the Permanent commission on strengthening of import-substituting production and development of export approved by the order of the Government of the Republic of Tajikistan of December 30, 2015 No. 815. The commission coordinates activities of the ministries, departments, local executive bodies of the government, producers and exporters for the purpose of assistance to strengthening of export and import substitution, and also increase in competitiveness of domestic production on internal and the foreign markets.
14. For goal achievement and priorities of GPRE 2021-2025 the actions plan including 160 Items from which in 2021-2024 80 clauses are implemented and accomplishment of the remained Items was approved proceeds (percent 79,2)
15. During realization of GPRE 2021-2025, i.e. at stage of forming of complex system of support of export the regulatory framework and institutional structure of development of export was enhanced. In particular, activities of structures of export promotion, network of promotion of goods abroad were stirred up, implementation of the Single window of export-import and transit transactions is accelerated. Work on integration into the General preferential system of GSP+, i.e. system of zero import rates on 6000 domestic goods for entry into the markets of the European Union, to creation of "green channels" and the logistic centers is continued.
16. For the purpose of forming of positive image of the country on the international scene, increases in investment appeal and attraction of bigger amount of foreign investments in national economy, the order of the Government of the Republic of Tajikistan of May 21, 2022 No. 240 creates the permanent commission on consideration and assessment of line item of the Republic of Tajikistan in the international ratings.
17. For the methodical, information, consulting and training support of the new created entrepreneurs the Public institution "Forming and development of entrepreneurship of Tajikistan" is founded.
18. For the purpose of finding of economic and social opportunities, promotions of goods, search of trading partners and foreign investors function the Trade portal of Tajikistan www.tajtrade.tj, the interactive portal B2B in case of SUE Todzhinvest of the State committee on investments and management of state-owned property and the website www.export.tj under export Agency.
19. For the first time in the country the Law of the Republic of Tajikistan "Was adopted about electronic trading" and the Development program of electronic trading for 2025-2029, and also the presidential decree of the Republic of Tajikistan "About accession of the Republic of Tajikistan to the Framework agreement on simplification of paperless procedures of trade in the region of Asia and the Pacific region".
20. In this direction the Single window of registration of export-import and transit transactions and the Trade portal of Tajikistan successfully function, and as of July 1, 2025 through system of the Single window more than 276765 allowing documents and certificates electronically for subjects of foreign economic activity were processed, and 627 thousand users from more than 140 countries of the world used the Trade portal of Tajikistan.
21. For the purpose of protection of economic interests within program implementation of adaptation of economy of Tajikistan in connection with WTO membership 55 new regulatory legal acts were adopted, changes and additions are made to 45 relevant regulating documents that promoted reduction of the legislation of the country in compliance with the international requirements, to improvement of the investment climate and ensuring transparency.
22. As a result attraction of financial resources from international financial institutions to priority sectors of national economy increased from about 500 million to 1, 5 billion dollars, and in support of the government budget - from 60 million dollars in 2015 up to 180 million dollars in 2024, that is three times, and in general for this period constituted 640 million dollars. One of the reasons of growth is increase in trust of partners in development to authority, transparency and investment appeal of the country thanks to membership of Tajikistan in the WTO.
23. For the purpose of protection of economic interests and finding of new sources of the taxation on the basis of the accumulated experience of WTO membership according to the offer, the Ministry of Economic Development and Trade in 2023 at meeting of Council of Heads of Government the Free-trade agreement by services of the CIS taking into account the list of exceptions offered by Tajikistan, concerning protection of 111 industries and subindustries of services with explanations was signed.
24. Special attention was paid to protection of economic interests, support of domestic manufacturers and attraction of financial resources, and by estimates sure economic benefits for the country in 12 years of WTO membership (2013-2024) exceeded 53 billion somoni.
25. For decrease in export of raw materials export duties and export rent on number of primary goods are introduced that annually brings in additional income in the budget of 640-800 million somoni and creates basis for deep conversion of local raw materials.
26. For the solution of the current problems in the course of commodity export, customs clearance, questions of quality and other services the Coordinating committee on simplification of procedures of trade under the Ministry of Economic Development and Trade is effective. National information centers on technical barriers in trade under the Tadzhikstandart agency are also created and on sanitary and phytosanitary measures under Committee of food security.
27. The construction of the logistic centers and the international border and republican freight terminals is provided by the State target development program of transport complex of the Republic of Tajikistan till 2025 and the State program of development of system of logistics in Tajikistan for 2023-2028.
28. Despite the achieved results in production of export-oriented and import-substituting products, the forecast indicators on export and import substitution of some types of products provided in HCPC 2021-2025, were not reached.
29. The main revealed problems of development of export within realization of GPRE 2021-2025 following:
- the total amount of export for 2020-2024 grew only in time 1,4, and its share in GDP - with percent 12,6 to percent 14,5 that does not answer effective objectives of the Government of the country;
- low competitiveness of domestic production because of non-use of advanced technologies;
- continuation of export of the main export goods in raw type;
- limited access for the subjects of foreign economic activity oriented to export to rather cheap financial resources and services of support;
- insufficient attraction of direct foreign investments and low activity of private sector;
- insufficient development of transport, handling, logistic infrastructure and high share of transportation expenses, especially in the southern regions;
- the discrepancy of packaging, marking and other standard requirements to quality depending on the level of management of most the companies;
- lack of the created single national system of support of export at the necessary level and need of strengthening of its separate elements taking into account priorities of economic policy;
- lack of conditions for expansion of export production base and ecosystem of support of export activities;
- insufficient financial support of exporters and weak practice of stimulation of export activities;
- in spite of the fact that during realization of GPRE 2021-2025 institutes of export promotion, such as export Agency were created, the trade missions, SUE PEBT Sanoatsodirotbonk and other service centers, their contribution and activities in development of export need strengthening;
- the proceeding availability of unofficial import negatively influences realization of policy of import substitution and protection of domestic manufacturers.
30. Assessment of results of realization of GPRE 2021-2025 revealed the following main lessons which should be considered in case of development of the following program:
- for decrease in impact of external factors on economy and based on domestic raw materials it is necessary to develop production of the goods with high value added oriented to export and import substitution including deep conversion of primary aluminum, cotton fiber, mineral raw materials, construction materials, agricultural products and other local resources;
- within the accelerated industrialization of the country to increase production volume of the oriented to export and import-substituting products by attraction of advanced technologies and implementation of knowledge, inventions and innovations;
- reduce dependence of the consumer market on import of the main goods and increase product competitiveness;
- improve the investment climate, strengthen partnership and cooperation of the state and private sector, to create the modern logistic centers, to expand the international transport and economic corridors for forming of ecosystem of export activities;
- taking into account resources and opportunities of the country to choose priority industries, to look for the target markets, to create favorable organizational, institutional and legal conditions for development of export and import substitution;
- eliminate artificial barriers and in a complex to stimulate export and import substitution, to create export culture among domestic manufacturers and to improve line item of Tajikistan in the international trade ratings;
- develop and realize industry programs of production and conversion of end products on the basis of local raw materials for 2026-2030 the profile ministries;
- make environmentally friendly products and the electric power from renewable sources according to the principles of "green" economy;
- strengthen activities of local executive bodies of the government for the state support of export activities and creating favorable conditions for producers of export products.
