2. To provide to inspection department of quality of data and development of communications of Bureau of national statistics of the Agency on strategic planning and reforms of the Republic of Kazakhstan in the procedure established by the legislation:

1) the direction of this order in the Kazakh and Russian languages in the Republican state company on the right of economic maintaining "Institute of the legislation and legal information of the Republic of Kazakhstan" the Ministries of Justice of the Republic of Kazakhstan for official publication and inclusion in Reference control bank of regulatory legal acts of the Republic of Kazakhstan;

2) placement of this order on Internet resource of Bureau of national statistics of the Agency on strategic planning and reforms of the Republic of Kazakhstan after its official publication;

3) to bring this order to structural and territorial subdivisions of Bureau of national statistics of the Agency on strategic planning and reforms of the Republic of Kazakhstan for management and use in work.

3. To impose control of execution of this order on the supervising deputy manager of Bureau of national statistics of the Agency on strategic planning and reforms of the Republic of Kazakhstan.

4. This order becomes effective after ten calendar days after day of its first official publication.

Technique of quality evaluation of official statistical information

Chapter 1. General provisions

1. This Technique of quality evaluation of official statistical information (further – the Technique) belongs to the statistical methodology created according to international standards and article 12 of the Law of the Republic of Kazakhstan approved according to the subitem 5) "About the state statistics" (further – the Law), the subitem 38) of Item 15 of the Regulations on the Agency on strategic planning and reforms of the Republic of Kazakhstan approved by the Presidential decree of the Republic of Kazakhstan of October 5, 2020 No. 427, and also the subitem 24) of Item 15 of the Provision of Bureau of national statistics of the Agency on strategic planning and reforms of the Republic of Kazakhstan of the Chairman of the Agency on strategic planning and reforms of the Republic of Kazakhstan approved by the order of October 23, 2020 No. 9-nk.

2. This Technique is developed taking into account the fundamental principles of official statistics established by the Law and international standards of quality of official statistical information.

3. The technique establishes evaluation procedure of quality of official statistical information and determines the criteria and indicators used by bodies of the state statistics in case of its assessment.

4. In this Technique the following concepts and determinations are used:

1) asymmetry on mirror flow statistics – difference or absolute difference of the entering and outgoing flows between the countries;

2) data – information in the formalized type, suitable for processing;

3) data collection – the actions directed to data acquisition;

4) imputation – process of replacement of the passed, incorrect or insolvent values with other values;

5) metadata – the data describing structure and characteristics of data;

6) clarity of official statistical information – the criterion of quality characterizing degree of clearness, interpretiruyemost and use by users of official statistical information;
