1. The direction of development, approbation and implementation of digital and technological innovations according to part 2 of article 1 of the Federal law "About Experimental Legal Regimes in the field of Digital and Technological Innovations in the Russian Federation" (further - the Federal Law on experimental legal regimes) are designing, production and operation of vehicles, including the high-automated vehicles and pilotless aircrafts, certification of their operators, provision of transport and logistics services and the organization of transport servicing.
2. For the purposes of this Program the following concepts are used:
"accident" and "incident" - in the values determined in the Federal Law "About Industrial Safety of Hazardous Production Facilities";
"the highway of uncommon use" - in the value determined by part 4 of article 5 of the Federal law "About Highways and about Road Activities in the Russian Federation and about Modification of Separate Legal Acts of the Russian Federation";
"the self-propelled machine" - in the value determined in the Federal Law "About Self-propelled Machines and Other Types of the Equipment".
For the purposes of this Program the following concepts are also used:
"automated control system" - the hardware and software system exercising automated management of the high-automated self-propelled machine without physical impact from the driver-tester and (or) the operator;
"the automated control mode" - control mode by the high-automated self-propelled machine by means of automated control system;
"service equipment" - the equipment used for ensuring smooth functioning of the main production process on dredging and transportation of mountain weight;
"the high-automated self-propelled machines" - the self-propelled machines having the internal combustion engine in amount over 50 cubic centimeters or the electric motor the maximum capacity more than 4 kilowatts on which the passports of self-propelled machines and other types of the equipment equipped with automated control system and performing movement in the automated control mode are drawn up;
"dispatcher" - the physical person performing in remote control mode routing and scheduling of movement of the high-automated self-propelled machine, control of its movement, management of access to operation zone, setup of automated control system and the providing observance of safe service conditions of the park of the high-automated self-propelled machines;
"operation zone" - the territory of limited access determined by the subject of experimental legal regime in the field of digital and technological innovations by operation of the high-automated self-propelled machines (further - experimental legal regime) in which operation of the high-automated self-propelled machine is performed;
"driver-tester" - the physical person having the admission to control of self-propelled machines according to the established categories for self-propelled machines and exercising control of movement of the high-automated self-propelled machine in the automated control mode and also control of the high-automated self-propelled machine in manual control mode on site the driver or front passenger seat (further - the place of the driver-tester) in case of deactivation of automated control system;
"operator" - the physical person exercising control of the high-automated self-propelled machine in remote control mode by means of the remote workstation;
"the service engineer" - the physical person which is carrying out commissioning, maintenance and repair of the high-automated self-propelled machine and elements of automated control system;
"the test platform" - the isolated production territory equipped for testing of systems of the high-automated self-propelled machines and protected on all perimeter with safety shaft;
"the technical lead of the subject of experimental legal regime" - the employee responsible for the organization, control and coordination of technical and engineering procedures in case of implementation of productive activity;
"the technological road of uncommon use" - the highway of uncommon use intended for conducting open mining operations;
"the remote workstation" - the workplace of the operator intended for remote control mode and equipped with means of display of information on surrounding situation, about condition of the managed high-automated self-propelled machine and the governing bodies duplicating elements of control of the high-automated self-propelled machine;
"remote control mode" - the control mode by the high-automated self-propelled machine performed by the operator by means of transfer of managing signal from the operator to the high-automated self-propelled machine without direct physical impact on elements of control of the high-automated self-propelled machine;
"digital model of relief" - the topographical description of the area in digital format.
