About introduction of amendments to some acts of the Government of the Russian Federation

1. Approve the enclosed changes which are made to acts of the Government of the Russian Federation.

2. To provide to the Ministry of Agriculture of the Russian Federation within one working day following behind day of entry into force of this resolution publication on the official site of the Ministry on information Internet about:

rates of the export customs duties on the grain crops which are taken out out of limits of the territory of the Russian Federation to the states which are not members of the Eurasian Economic Union, approved by the order of the Government of the Russian Federation of February 6, 2021 No. 117 "About rates of export customs duties on the grain crops which are taken out out of limits of the territory of the Russian Federation to the states which are not members of the Eurasian Economic Union";

rates of export customs duties on the sunflower oil exported from the Russian Federation out of limits of the state members of the Eurasian Economic Union approved by the order of the Government of the Russian Federation of April 6, 2021 No. 546 "About rates of export customs duties on the sunflower oil exported from the Russian Federation out of limits of state members of the Eurasian Economic Union";

to rate of the export customs duty on sunflower meal (code 2306 30 000 0 of the CN FEA EEU) established by the order of the Government of the Russian Federation of March 31, 2022 No. 532 "About rate of export customs duty on the sunflower meal exported from the Russian Federation out of limits of customs area of the Eurasian Economic Union".

3. This resolution becomes effective from the date of its official publication and extends to the legal relationship which arose since September 1, 2026.

Changes which are made to acts of the Government of the Russian Federation

1. In rates of the export customs duties on the grain crops which are taken out out of limits of the territory of the Russian Federation to the states which are not members of the Eurasian Economic Union, approved by the order of the Government of the Russian Federation of February 6, 2021 No. 117 "About rates of export customs duties on the grain crops which are taken out out of limits of the territory of the Russian Federation to the states which are not members of the Eurasian Economic Union" (The Russian Federation Code, 2021, No. 7, Art. 1122; No. 27, Art. 5419; 2026, No. 10, Art. 1173):

a) in the line items classified by codes from 1001 19 000 0, from 1001 99 000 0, from 1003 90 000 0 and from 1005 90 000 0 CN FEA EEU providing application of rate of export customs duty in the periods from January 1 to February 14 and from July 1 to December 31 in the column "Rate of Export Customs Duty (percentage of Customs Value or in Russian Rubles, either in Euro, or in US Dollars, or Calculated in Accordance with the Established Procedure <2>)" of the word "in accordance with the established procedure <2>" shall be replaced with words "in accordance with the established procedure <2>, <5>";

b) add with footnote 5 following contents:

"<5> B period rate of export customs duty are applied from September 1 to December 31, 2026 in the amount of 0 rubles for 1 ton irrespective of provisions of footnote 2 to the rates of export customs duties on grain crops which are taken out out of limits of the territory of the Russian Federation to the states which are not members of the Eurasian Economic Union, the approved order of the Government of the Russian Federation of February 6, 2021 No. 117 "About rates of export customs duties on the grain crops which are taken out out of limits of the territory of the Russian Federation to the states which are not members of the Eurasian Economic Union".

Declarations on goods according to which goods are placed under the customs procedures providing their export out of limits of customs area of the Eurasian Economic Union using rate of the export customs duty specified in paragraph one of this footnote including using the features of customs declaring established by Articles 115 and 116 of the Customs code of the Eurasian Economic Union if on them till December 31, 2026 the actual export of all goods declared in such declarations on goods, in full is not performed or goods are not accepted for shipment for their export out of limits of customs area of the Eurasian Economic Union by Russian Railways open joint stock company or concerning them the loading order by the ocean ship for the customs purposes is not drawn up, are considered as not given.".

In rates of export customs duties on the sunflower oil exported from the Russian Federation out of limits of the state members of the Eurasian Economic Union approved by the order of the Government of the Russian Federation of April 6, 2021 No. 546 "About rates of export customs duties on the sunflower oil exported from the Russian Federation out of limits of state members of the Eurasian Economic Union" (The Russian Federation Code, 2021, No. 15, Art. 2598; 2022, No. 15, Art. 2470; 2025, No. 22, Art. 2879; No. 30, Art. 4594):

c) add with footnote 5 following contents:
