About approval of procedures for forming of standard rates of consumption of raw materials and materials and determinations of rates of natural loss of ethyl alcohol in case of production of alcoholic products

I ORDER:

1. Approve:

- Procedure for forming and maintaining by producers alcoholic products of standard rates of consumption of raw materials and materials on 1000 decalitres of products, according to appendix 1;

- Procedure for determination and approval of rates of natural loss of ethyl alcohol in case of production of alcoholic and alcohol-containing products by the companies of alcoholic industry, according to appendix 2.

2. To management of control of administration of turnover of excise goods and markings:

- provide its official publication according to the order of the Government of the Kyrgyz Republic "About sources of official publication of regulatory legal acts of the Kyrgyz Republic" of February 26, 2010 to No. 117;

- within three working days from the date of official publication to send to the copy of regulatory legal act in duplicate in the state and official languages, on paper and electronic carriers with indication of information on source of its publication to the Ministry of Justice of the Kyrgyz Republic for inclusion in the State register of regulatory legal acts of the Kyrgyz Republic;

- within three working days from the date of entry into force of the copy of the regulatory legal act accepted to send within the delegated powers to Administration of the President of the Kyrgyz Republic for information.

3. Determine that producers of alcoholic products shall bring the activities into accord with requirements of Procedures according to Item 1, approved by this order, during 2kh months from the date of the introduction of this order in force.

4. To impose control of execution of this order on the head of department of the State Tax Administration on control of production of excisable products on northern and southern regions Amanbayev A. K.

5. This order becomes effective after fifteen days from the date of official publication.

Procedure for forming and maintaining by producers alcoholic products of standard rates of consumption of raw materials and materials on 1000 decalitres of products

1. General provisions

1. This Procedure establishes single requirements to forming, calculation, approval, maintaining, application, review and storage of alcoholic products of standard rates of consumption of raw materials by producers, the main, auxiliary and packaging materials used in case of production of alcoholic products.

2. This Procedure extends to the producers of alcoholic products performing production of alcoholic products in the territory of the Kyrgyz Republic.

3. Standard rates of consumption of raw materials and the main materials are established counting on 1000 decalitres of finished alcoholic products.

4. Standard rates of expense of auxiliary and packaging materials can be established counting on 1000 decalitres of finished alcoholic products and/or on 1000 units of consumer pack depending on nature of the used material.

5. Standard rates of consumption of raw materials and materials are created by producers of alcoholic products according to each name of alcoholic products, type of products, fortress, compounding and, if necessary, type of consumer pack.

6. Standard rates of consumption of raw materials and materials are applied for the purpose of:

- ensuring reliable production accounting; requirement planning in raw materials, materials and semifinished products;

- control of the actual consumption of raw materials and materials; calculation of product cost;

- identifications of variations of the actual expense from the approved standard rates;

- ensuring control of use of ethyl alcohol, alcohol-containing raw materials and other components of alcoholic products;

- implementation of the state control in the field of production and turnover of ethyl alcohol, alcoholic and alcohol-containing products.

7. Standard rates of consumption of raw materials and materials are developed and affirm the producer of alcoholic products independently with observance of requirements of this Procedure, production schedules, compoundings, regulatory legal acts of the Kyrgyz Republic and requirements to accounting of production of alcoholic products.

8. Standard rates of consumption of raw materials and materials shall be drawn documentary up, proved by calculations and are confirmed with technological documentation.

9. The producer of alcoholic products shall provide storage of the approved standard rates of consumption of raw materials and materials and to represent them to authorized state body when carrying out the state control.
