According to the subitem 7) of the paragraph of third of part two of Item 19 of the Regulations on National Bank of the Republic of Kazakhstan approved by the Presidential decree of the Republic of Kazakhstan of December 31, 2003 No. 1271 "About approval of the Provision and structure of National Bank of the Republic of Kazakhstan" the Board of National Bank of the Republic of Kazakhstan DECIDES:

1. Approve the enclosed Requirements to Rules of internal control for the purpose of counteraction of legalization (washing) of income gained in the criminal way, to financing of terrorism and financing of distribution of weapons of mass destruction for operators of exchange of unsecured digital assets, operators of platform of digital financial assets and operators of trade platform of digital assets (further - Requirements).

2. To provide to department of payment systems and digital financial technologies in the procedure established by the legislation of the Republic of Kazakhstan:

1) together with Legal department of National Bank of the Republic of Kazakhstan state registration of this resolution in the Ministry of Justice of the Republic of Kazakhstan;

2) placement of this resolution on official Internet resource of National Bank of the Republic of Kazakhstan after its official publication;

3) within ten working days after state registration of this resolution submission to Legal department of National Bank of the Republic of Kazakhstan of data on execution of the action provided by the subitem 2) of this Item.

3. To impose control of execution of this resolution on the supervising vice-chairman of National Bank of the Republic of Kazakhstan.

4. This resolution becomes effective since May 1, 2026 and is subject to official publication.

the subitem 2) of Item 6 of Requirements, having determined that during suspension this subitem is effective in the following edition:

"2) procedure for test of the client (his representative) and the beneficial owner, including using the automated information systems and software, for implementation of internal control for the purpose of POD/FT/FROMU, including check on availability in the list of the organizations and faces tied with financing of terrorism and extremism, constituted according to article 12 of the Law on POD/FT/FROMU (further - the List) and the list of the organizations and faces tied with financing of distribution of weapons of mass destruction, constituted according to article 12-1 of the Law on POD/FT/FROMU (further - the List of FROMU);";

the subitem 1) of Item 8 of Requirements, having determined that during suspension this subitem is effective in the following edition:

"1) receipt of access to all rooms of the Subject, to information systems, means of telecommunications, documents and files, in the limits allowing to perform the functions in full, and according to the procedure, provided by internal documents of the Subject;";

Item 11 of Requirements, having determined that during suspension this Item is effective in the following edition:

"11. The organization for automation of processes for internal control for the purpose of POD/FT/FROMU uses the automated information systems conforming to requirements of internal control of the organization.";

the subitem 2) of Item 16 of Requirements, having determined that during suspension this subitem is effective in the following edition:

"2) services with the purses of digital assets of clients having the signs of use by the client of services on transaction depersonalization complicating tracking of transaction (mixers) including in combination with other factors of the increased risk;".
