About approval of Rules on the organization of the control system of access in aviation subjects of civil aviation

According to the Law of Ukraine "About the State program of aviation safety of civil aviation" and Item 1 of the Actions plan of organizational support of the accomplishment of the State program of aviation safety of civil aviation approved by the order the Cabinet of Ministers of Ukraine of June 2, 2004 N360-r and for the purpose of protection of aviation subjects against terrorist, diversionary and other acts of illegal intervention in activities of civil aviation, taking into account safety, to regularity and efficiency of flights of aircrafts, I order:

1. Approve Rules on the organization of the control system of access in aviation subjects of civil aviation (further - Rules) which are applied.

2. To the deputy minister - the chairman of State aviaadministration Kolisnyk A. A.:

2.1. Provide provision of these rules on state registration in the Ministry of Justice of Ukraine.

2.2. Bring the specified Rules to the attention of heads of aviation subjects of civil aviation of all patterns of ownership.

3. To heads of aviation subjects:

3.1. Organize studying and accomplishment by staff of requirements of Rules in part which concerns it.

3.2. Bring into accord to Rules own instructions about throughput and internal object the mode and provide their accomplishment on places.

3.3. Take under personal control creation of single system of access control to controlled areas and zones of limited access for aviation subjects and other important objects which are protected.

4. To impose control over the implementation of this order on the First Deputy Minister Korniyenko V. V.

Rules on the organization of the control system of access in aviation subjects of civil aviation

1. General provisions

1.1. These rules are developed according to the Air code of Ukraine, the Law of Ukraine "About the State program of aviation safety of civil aviation", and also Standards and recommended practice of ICAO, the European conference of civil aviation.

1.2. Rules determine procedures of implementation of the admission in controlled, sterile areas and zones of limited access which are protected which are regulated by the access and internal object control in aviation subjects and on objects of radio navigational providing.

1.3. Rules are obligatory for all physical persons and legal entities irrespective of patterns of ownership which work or have access to controlled areas of aviation subjects. At the airports where check points through frontier are open or to which permissions to implementation of the international flights are provided introduction throughput and internal object the modes is approved with body of protection of frontier and customs authority in which zone of activities the airport stays.

1.4. Ensuring implementation of Rules is performed based on the corresponding instruction and action in each object of the aviation subject according to the list of objects on which access and internal object control is introduced is entered and the corresponding instructions are studied (appendix 1).
