1. Approve applied:
the standard technological scheme of the omission through frontier of people, automobile, water, railway and air vehicles of carriers and goods which move them;
Procedure of customs control of automotive vehicles of carriers and goods which move them, at check points through frontier;
Procedure of customs control of water vehicles of carriers and goods which move them, at check points through frontier;
Procedure of customs control of rail vehicles of carriers and goods which move them, at check points through frontier;
Procedure of customs control of air vehicles of carriers and goods which move them, at check points through frontier.
2. To the ministries and other central executive bodies to bring own regulatory legal acts into accord with this resolution.
3. This resolution becomes effective since January 1, 2004.

1. According to this standard technological scheme Ukraine" the omission through frontier of persons, automobile, water, railway and air vehicles of carriers (further - vehicles), goods, including the loads moved with them through frontier is performed according to the Customs code of Ukraine of the Laws of Ukraine "About border control", "About frontier of Ukraine" and "About the State Border Service (further - goods), the sequence of implementation of border and customs control, and also other types of control in case of the omission through frontier is determined.
2. Terms which are used in this standard technological scheme have the following value:
free practice - overriding of the vessel of foreign swimming to the port and the beginning of cargo operations without participation of the commission onboard the vessel on the decision of representatives to exercise the corresponding control of state bodies which is accepted based on the data received before arrival of the vessel, according to the Convention on simplification of international maritime traffic of 1965;
cabotage - movement of the vessel with the closed or open border between the ports of Ukraine within the territorial sea and internal waters of Ukraine. In case of following the recommended rate to the vessel with open border allowed temporary exit out of limits of the territorial sea of Ukraine;
the vessel with open border - the vessel which arrived from abroad to Ukraine and underwent border control;
the vessel with the closed border - the vessel which arrived from abroad to Ukraine and did not undergo border control, or any vessel with open border which underwent border control on disposal from Ukraine.
Other terms and concepts are used in the value given in the Customs code of Ukraine, the Laws of Ukraine "About border control", "About frontier of Ukraine", "About the State Border Service of Ukraine" and other regulatory legal acts.
3. The omission through frontier of persons, vehicles and goods is performed at check points through frontier (further - check points), out of check points in the cases provided by part three of article 5 of the Law of Ukraine "About border control", and in the territory of the adjacent states according to the procedure, stipulated in Article 26 specified the Law.
The omission through frontier of personal belongings of persons is performed according to the Law of Ukraine "About procedure for import (transfer) to Ukraine, customs clearance and the taxation of the personal belongings, goods and vehicles imported (sent) by citizens on customs area of Ukraine.
4. About entrance (arrival) in the check point of people, vehicles information moves to body of protection of frontier and customs authority by authorized representatives of port administration, airport (airfield), the border railway station (depending on type of combination and nature of transportations) or carriers (airlines, other transport organizations) which perform point-to-point or non-scheduled (charter) lifts.
After entrance (arrival) in the check point the carrier or the owner of load or person authorized by them declares determination for control and shows to officials of body of protection of frontier and customs authority the documents established by regulatory legal acts and international treaties (personal, on the vehicle and goods).

5. Persons, vehicles and goods are passed through frontier after implementation according to requirements of regulatory legal acts of border, customs control, in case of automobile communication - control of international carriages of passengers and goods by automotive vehicles, in case of air traffic - control on safety, in case of sea, river and ferry connection - control of courts for the purpose of swimming safety.
In the cases established by the legislation, goods are passed through frontier after implementation by officials of executive bodies to which according to the legislation implementation of sanitary and epidemiologic, veterinary and sanitary, phytosanitary, environmental, radiological control and control of movement of cultural values, the specified types of the state control is assigned.
