RESOLUTION OF THE CABINET OF MINISTERS OF THE REPUBLIC OF UZBEKISTAN

of April 3, 2007 No. 71

About approval of the State program on forecasting and the prevention of emergency situations

(as amended of the Resolution of the Cabinet of Ministers of the Republic of Uzbekistan of 07.07.2020 No. 429)

For the purpose of increase in efficiency of the carried-out works in the field of the prevention and mitigation of consequences of emergency situations:

1. Approve:

The state program on forecasting and the prevention of emergency situations (further - the State program) according to appendix No. 1;

2. Determine main objectives of the State program the solution of the following priority tasks:

forecast of possible emergency situations;

timely prevention and mitigation of the consequences of accidents, catastrophic crashes and natural disasters;

ensuring due level of protection of the population and increase in stability of hazardous production facilities of economy;

enhancement of scientific and methodical bases and development of mechanisms of coordination of management in the field of decrease in risks of emergency situations, increases in safety of the population and security of categorized objects from threats of natural and technogenic nature;

creation of complex system of informing and the notification of the population, realization of scientific and methodical basics of life safety based on use of modern information and telecommunication technologies and technical means of mass information;

the forecast of risks of emergency situations on categorized objects and development of basic elements of package of measures for ensuring necessary level of their security;

development and enhancement of monitoring system of the dangerous phenomena;

enhancement of methods of management and the emergency reaction in emergency situations;

enhancement of system of training of administrative board and the population in the field of the prevention and liquidation of emergency situations;

concentration of organizational and technical, financial, material and information resources in case of the problem resolution of decrease in risks of emergency situations.

3. Irrespective of patterns of ownership to provide to heads of the ministries and departments, economic associations, Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and Tashkent, the companies, organizations and organizations:

development of the target programs provided in appendix 1 to the State program;

control and permanent monitoring of the course of accomplishment of target programs;

realization at the scheduled time of the main actions provided by the target programs included in appendix 2 to the State program.

4. To impose control over the implementation of this resolution on the Deputy minister of the Prime Minister of the Republic of Uzbekistan Hanov N. M.

The state program on forecasting and the prevention of emergency situations

I. General provisions

Over the last ten years in the Republic of Uzbekistan protection of the population and the territories against emergency situations is performed by forces and means of the State system of the prevention and actions in emergency situations (GSChS) created at the initiative of the President of the Republic of Uzbekistan Karimov I. A.

For implementation of state policy in the field of ensuring the vital interests of the personality, society and the state the legislation regulating activities of state bodies of the power, the companies and organizations, and also self-government institutions of citizens in the field of civil protection is effective. The laws of the Republic of Uzbekistan "Are adopted about protection of the population and the territories against emergency situations of natural and technogenic nature" and "About civil protection", and also number of resolutions of the Cabinet of Ministers of the Republic of Uzbekistan.

Real work on strengthening of forces and means of forming of civil protection, preparation of governing bodies and training of the population allowed to lower in recent years number of the victims in case of emergency situations. However, despite the considerable efforts and finance costs directed by khokimiyats, the ministries and departments to fight against accidents, catastrophic crashes and natural disasters, material losses from their impact do not decrease. Substantially it is connected with the fact that, as a rule, works were conducted on liquidation of already proved emergency situations.

The world practice shows that timely prevention of emergence of dangerous natural and technogenic threats, priority implementation of measures for the prevention and decrease in their negative impacts is much more economic and more effective, than mitigation of consequences of emergency situations.

For the purpose of realization of these tasks by the Ministry of Emergency Situations together with the interested ministries and departments of the Republic of Uzbekistan, Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and Tashkent the State program on forecasting and the prevention of emergency situations is developed (further - the State program).

The basis of the State program included the materials of target programs developed by specialists of number of the ministries, departments and organizations according to the Work plan of expert group on development of the Concept and the State program.

II. Relevance of the State program

In the territory of the Republic of Uzbekistan the high level of threat of emergency situations of natural and technogenic nature (further - emergency situations), tendency of growth of their quantity and scales of effects remains that forces to look for new problem resolutions of protection of the population and the territories from emergency situations, to expect future threats, risks and dangers, to develop methods of their forecast and prevention.

With respect thereto recently the close attention was paid to questions of protection of the population and the territories from emergency situations. The initial stage of creation of the State system of the prevention and actions in emergency situations is complete. At this stage, problems of rescuing of the population which was affected by accidents, catastrophic crashes and natural disasters were generally solved. However the current state of GSChS and the level of development of its subsystems are that that they not fully provide the complex problem resolution of protection of the population and the territories from emergency situations.

The main task of the following stage of development of the State system of the prevention and actions in emergency situations is advance implementation of package of measures, directed to the prevention and the greatest possible reduction of risks of emergence of emergency situations, and also on preserving human health, decrease in material losses and the extent of damage to the surrounding environment.

The purpose of state policy at this stage, according to this State program, is ensuring the guaranteed level of protection of the population and the territories from emergency situations, decrease in risks and mitigation of the consequences of accidents, catastrophic crashes and natural disasters in the republic taking into account achievements of domestic science and technology, and also international experience in the field.

The problem has interdepartmental and interregional character and requires integrated approach at the national level, increases in responsibility of public authorities, self-government institutions of citizens, the companies, organizations, organizations and their heads for timely holding actions for the prevention of emergency situations, and in case of their origin - for organized mitigation of consequences of emergency situations.

The most optimum mechanism of practical realization of basic provisions of state policy in the field of the prevention of emergency situations and reduction of their effects is accomplishment of actions for number of target programs.

III. The target programs and the main actions which are carried out within the State program

Implementation of the State program provides accomplishment of actions for ensuring protection of the population and objects to which the most large-scale emergency situations of natural and technogenic nature threaten.

Within the State program accomplishment of eleven target programs according to the appendix N1 is provided.

Implementation of the State program coordinated within GSChS will allow to provide transition to single system of goals management in the field of decrease in risks of emergency situations.

Decrease in risks of emergency situations of all types and scales of their negative effects will be provided by realization of the main actions for accomplishment of the target programs to the State program provided in appendix 2.

IV. Resource providing the State program

Financing of target programs within the State program for protection of the population and the territories against emergency situations, ensuring stability of functioning of industries and objects is performed at each level at the expense of the relevant budgets (republican and local), means of the ministries, departments and the organizations within the allocated budgetary appropriations and extrabudgetary funds.

In case of insufficiency of the specified means to the organizations of functional and territorial subsystems of GSChS by the Government funds from reserve fund of the Cabinet of Ministers of the Republic of Uzbekistan can be allocated.

V. The expected results

Within implementation of the State program it is provided to perform monitoring of dangerous natural and technogenic processes and forecasting of emergency situations, with completeness of scope of dangerous processes to 70 percent and reliability 0,75 - 0,80 suffices.

Results of implementation of the State program shall be deeply analyzed, and also specific quantitative and quality estimates in each direction are given. At the same time are understood as results of realization:

decrease in risks and mitigation of possible effects of emergency situations or their liquidation;

increase in level of safety of the population and security of the most important objects from threats of natural and technogenic nature;

readiness of forces and means of forming of civil protection for mitigation of consequences of emergency situations.

Realization of the main program actions will allow:

create more optimum and effective organizational structure of the governing bodies, forces and means which are specially intended and attracted to the problem resolution and tasks of protection of the population and the territories from emergency situations, and also to provide more effective state regulation of their activities;

provide the necessary level of safety of the population and security of the most important objects;

increase efficiency of activities of forces and means for mitigation of consequences of emergency situations, monitoring system and forecasting of emergency situations, and also control of situation in zones of possible emergency situations;

provide effective management of forces and means of liquidation of emergency situations;

increase the level of information security when implementing activities in the field of decrease in risks of emergency situations.

In general, as a result of implementation of the State program it is provided to reduce significantly risks of emergency situations, to ensure safety of the population and security of categorized objects from threats of natural and technogenic nature.
