aiming at further development of the balanced and mutually beneficial economic relations, recognizing the international commonly accepted standards in the economic relations and being guided by rules of the General Agreement on Tariffs and Trade of October 30, 1947, confirming commitment to liberty principles of transit and to free development of economic cooperation,

expressing intention to continue realization of provisions of the Agreement on the Customs union between the Republic of Belarus and the Russian Federation of January 6, 1995, Agreements on uniform conditions of transit through the territories of the State Parties of the Customs union of January 22, 1998 and the Agreement between the Government of the Republic of Belarus and the Government of the Russian Federation on measures for development of trade and economic cooperation of March 23, 2007,

considering dynamics of development of the legislation of the Republic of Belarus and the legislation of the Russian Federation in the field of customs affairs,

for the purpose of simplification of customs clearance and customs control of the goods moved with transit between customs authorities of the Republic of Belarus and customs authorities of the Russian Federation

agreed as follows:

Article 1

This agreement determines conditions of movement of goods between customs authorities of the Republic of Belarus and customs authorities of the Russian Federation and does not extend to the legal relationship connected with movement of goods and vehicles by physical persons for the personal, family, house and other not connected with implementation of business activity needs.
