About approval of Rules on labor protection when servicing navigation equipment of inland waterways of the Republic of Belarus

Based on the Regulations on the Ministry of Transport and Communications of the Republic of Belarus approved by the resolution of Council of Ministers of the Republic of Belarus of July 31, 2006 No. 985 "Questions of the Ministry of Transport and Communications of the Republic of Belarus", the Ministry of Transport and Communications of the Republic of Belarus DECIDES:

1. Approve the enclosed Rules on labor protection when servicing navigation equipment of inland waterways of the Republic of Belarus.

2. This resolution becomes effective from the date of its official publication.

Rules on labor protection when servicing navigation equipment of inland waterways of the Republic of Belarus

Chapter 1. General provisions

1. Rules on labor protection when servicing navigation equipment of inland waterways of the Republic of Belarus (further Governed) establish safety requirements of work when loading and transporting navigation equipment and materials, carrying out pro-measuring and trawl works, production, repair, installation and servicing of coastal and floating navigation signs and the equipment, work with use of courts, rowing and motor small size vessels.

2. Requirements of these rules extend to the organizations of inland water transport performing servicing of navigation equipment of inland waterways of the Republic of Belarus.

3. For the purposes of these rules the following terms and their determinations are applied:

base of obstanovochny crews - complex of the household, service, residential and sanitary and household premises intended for ensuring productive activity of obstanovochny crews;

beacon - the main floating navigational mark intended for designation of borders of the ship course;

guardship - the dumb office boat with superstructures for accommodation;

the casting end - thin tackle, vvyazyvayemy in the end or cable agones, serving for giving of mooring cable from the vessel on the coast;

milestone - floating navigation sign in the form of pole;

tack - each of direct pieces of way of the vessel going broken rate;

kabolka - the thin thread twisted from hemp fibers from left to right clockwise;

the end - thin rope;

navigation equipment - system of the special alarm means intended for ensuring safe navigation;

navigation - period of time during which inland waterways are open for navigation;

basting - the thin easy pole intended for measurement of depth of water;

the obstanovochny vessel - the special freighter intended for servicing of navigation equipment on inland waterways;

планширь - the flat wooden bar covering edge of covering and end faces of zhestkost of the case of the small size vessel;

pro-measuring works - works on determination of depths of the ship course on rifts;

witness mark - the device for designation on water surface of the location of anchor load;

trawl works - works on check of purity and dimensions of the ship course, and also on identification of the underwater obstacles constituting danger to navigation and subjects to barrier and removal;

tranets - flat extremity of stern of the vessel;

uchalka - fixture of courts to the coast, the vessel or among themselves in structure;

фалинь - the nasal and fodder ends by the boat serving for its attachment.

Chapter 2. Requirements to the workers occupied with servicing of navigation equipment

4. The workers occupied with servicing of navigation equipment shall be able to float, manage rowing and motor boats, to know methods of rescuing of drowning, to be able to give the first pre-medical aid in case of accidents, to know the sound and light signals applied in courts.

5. The workers occupied with servicing of navigation equipment prior to performance of works shall be trained to safe methods and working methods, instructing and medical examination.

Training and instructing of the workers occupied with servicing of navigation equipment are performed according to the Rules of training in safe methods and working methods, briefings and examinations concerning labor protection approved by the resolution of the Ministry of Labour and Social Protection of the Republic of Belarus of December 30, 2003 No. 164 (The national register of legal acts of the Republic of Belarus, 2004, No. 22, 8/10510).
