About some questions of the higher education

According to article 32 of the Law of the Republic of Belarus of October 29, 1991 "About education" and Articles 9, of 19, "About the higher education" the Council of Ministers of the Republic of Belarus DECIDES: 21 and 38 Laws of the Republic of Belarus of July 11, 2007

1. Approve enclosed:

Regulations on the first step of the higher education;

Regulations on the second step of the higher education (magistracy);

Regulations of Admission in magistracy of higher educational institutions;

Regulations on higher educational institution.

2. Recognize to invalid:

the resolution of Council of Ministers of the Republic of Belarus of May 24, 2001 No. 758 "About training of specialists with the higher education" (The national register of legal acts of the Republic of Belarus, 2001, No. 53, 5/6062);

the resolution of Council of Ministers of the Republic of Belarus of October 14, 2002 No. 1419 "About approval of the Regulations on steps of the higher education" (The national register of legal acts of the Republic of Belarus, 2002, No. 118, 5/11303);

the resolution of Council of Ministers of the Republic of Belarus of May 24, 2004 No. 605 "About approval of the Concept of implementation of two-level system of training of specialists with the higher education in the Republic of Belarus" (The national register of legal acts of the Republic of Belarus, 2004, No. 87, 5/14301).

3. This resolution becomes effective from the date of its official publication.

Regulations on the first step of the higher education

1. This Provision is developed according to article 32 of the Law of the Republic of Belarus of October 29, 1991 "About education" (Vedamasts? Vyarkho¸naga of Council Respubl? to? Belarus, 1991, No. 33, Art. 598; The National register of legal acts of the Republic of Belarus, 2002, No. 37, 2/844) and the Law of the Republic of Belarus of July 11, 2007 "About the higher education" (The national register of legal acts of the Republic of Belarus, 2007, No. 171, 2/1349), and in it are regulated implementation of training of specialists at the first step of the higher education in higher educational institutions of the Republic of Belarus irrespective of their pattern of ownership and subordination (further - the first step), and also procedure and conditions of creation in higher educational institutions of belorusskoyazychny and Russian-speaking groups (flows).

2. The first step provides training of specialists with the higher education, having fundamental and special knowledge and skills, and comes to the end with assignment of qualification and issue of the diploma about the higher education.

3. Study at the first step in one of the chosen forms of education persons having the general secondary education, vocational training with general secondary education, secondary vocational education, and also persons having the higher education can, - for receipt of the second (subsequent) higher education, undergone competitive selection and enlisted in higher educational institutions in accordance with the established procedure.

4. Features of training for Armed Forces of the Republic of Belarus, other troops and military forming of the Republic of Belarus, the Investigative Committee, law-enforcement bodies, bodies and divisions at the first step are determined by emergency situations by this Provision and other acts of the legislation of the Republic of Belarus.

5. Preparation at the first step can be performed in internal (day, evening) or correspondence (including remote) form of receipt of the higher education. Features of receipt of the higher education of the first step in remote form are determined by the Ministry of Education. On separate specialties which list is determined by the legislation of the Republic of Belarus training in evening and correspondence forms of receipt of the higher education is not allowed.

6. The term of training at the first step in day form of receipt of the higher education constitutes from four to five years.

The term of training at the first step in the most difficult specialties which list affirms in accordance with the established procedure can be increased no more than for one year.

The term of training at the first step in evening and correspondence forms of receipt of the higher education is determined for training in day form of receipt of the higher education and can be increased no more than for one year.

The term of training at the first step of the persons who are getting higher education and at the same time studying on additional specialty (specialization) increases for one year at least.

The term of training at the first step of persons who got secondary vocational education can be reduced by higher educational institution in coordination with the Ministry of Education on condition of observance of requirements of educational standards of the higher education of the first step.

7. Date of receipt of the second and subsequent higher education at the first step can be reduced by higher educational institution on condition of observance of requirements of educational standards of the higher education of the first step, but at the same time date of receipt of education shall be at least three years.

The term of training of persons getting the second and subsequent higher education at the first step on specialties of military profile and also personnel for bodies and divisions for emergency situations constitutes at least two years.

8. Training of specialists at the first step is performed in higher educational institutions of the following types: classical university, profile university (academy, conservatory), institute, the highest college.

The highest college has the right to perform training of specialists with the higher education at the first step only on the specialties integrated with specialties of secondary vocational education.

9. Training of specialists at the first step is performed by higher educational institution on the specialties, the directions of specialties, specializations included in the Nation-wide qualifier of the Republic of Belarus "Specialties and qualifications".

10. The procedure for opening of training of specialists at the first step in higher educational institutions is determined by new specialties, the directions of specialties, specializations by the Ministry of Education.
