About approval of Industrial safety rules for productions of electric insulation materials

According to the Law of Ukraine "About labor protection" I ORDER:

1. Approve Industrial safety rules for productions of electric insulation materials (further - Rules) which are applied.

2. With entry into force of the order to consider applied in the territory of Ukraine, "The safety regulation and industrial hygiene at the companies for production of electric insulation materials", groups of companies of labor union of working power plants approved on July 5, 1973 and the electrotechnical industry and the Ministry of the Power Industry of the USSR.

3. To the head of department of the organization of the state supervision in metallurgy, mechanical engineering, power, construction and Ivanchenko V. I. boiler inspection. in accordance with the established procedure to provide submission of this order on state registration in the Ministry of Justice of Ukraine.

4. To the head of department of normative and legal and legal providing Prokhorov V. V. to include this order in the State register of regulatory legal acts on labor protection.

5. To the assistant department head of personnel, clerical work and special work Kravtsu V. Yu. provide publication of the order in mass media.

6. To impose control of execution of this order on the vice-chairman of Gosgorpromnadzor Dengin A. P.

Industrial safety rules for productions of electric insulation materials

I. General provisions

1.1. These rules establish requirements of labor protection during the designing, the organization, operation and reconstruction of productions of electric insulation materials (further - EIM).

1.2. These rules extend to all companies, organizations and the organizations performing production of EIM, maintenance, carrying out repair work and reconstruction of productions of EIM (further - the companies).

1.3. According to the Law of Ukraine "About labor protection" the employer shall create on workplaces in each structural division of working condition according to regulatory legal acts, and also provide observance of requirements of the legislation concerning the rights of workers in the field of labor protection.

The security service of work is created by the employer for the organization of accomplishment of the legal, organizational and technical, sanitary and hygienic, social and economic and treatment-and-prophylactic actions directed to prevention of accidents, occupational diseases and accidents in the course of work according to the Standard regulations on security service of work approved by the order of the State committee of Ukraine on supervision of labor protection of 15.11.2004 of N 255, registered in the Ministry of Justice of Ukraine 01.12.2004 for N 1526/10125 (further - NPAOP 0.00-4.21-04).

II. Determination of terms

2.1. In these Rules apply the stated below determinations of terms:

deadline of operation of the equipment - the useful life established by operational documents or size of resource after which termination (exhaustion) operation of the equipment stops;

electric insulation material is the dielectric material intended for electric isolation;

electric insulation layered plastic is the sheet electric insulation material consisting of layers of the fibrous or paper filler impregnated with the thermoreactive connecting substance;

the electric insulation layered reeled-up material is the layered plastic made in the form of different forms cross secheniyasterzhny, tubes, cylinders;

electric insulation slyudosoderzhashchy material - the sheet or rolled electric insulation material consisting of plates of shchipany mica (micanite) or the layers of mica paper which are stuck together by the connecting substance (slyudinit);

the electric insulation flexible tube is cylindrical hollow flexible electric insulation material;

the electric insulation varnish is solution of film-forming substances in organic solvents which form after removal of the solvent and drying homogeneous film with electric insulation properties;

the electric insulation compound is powdery, high-viscosity or liquid substance without solvent which is applied to napilivaniye, filling or impregnation of electric insulation materials, details and nodes of electric equipment;

electric insulation лакоткань is the rolled electric insulation material consisting of the fabric impregnated with electric insulation varnish;

expert inspection (technical diagnosing) - complex of works on determination of technical condition, conditions and term of further safe operation of the equipment taking into account operating mode, and also determinations of need for carrying out repair, upgrade, reconstruction or removal from operation (daleeekspertny inspection);

means of the measuring equipment - the technical tool which is used during measurements and has the normalized metrological characteristics;

calibration of means of the measuring equipment - determination in certain conditions or control of metrological characteristics of means of the measuring equipment to which the state metrological supervision does not extend;

the dangerous factor - any chemical, physical, biological factor, substance, material or product which influences or under certain conditions can negatively influence health of the person;

checking of means of the measuring equipment - establishment of suitability of means of the measuring equipment to which the state metrological supervision, to application based on results of control of their metrological characteristics extends;

system of maintenance of the equipment - set of the organizational, technical and other actions necessary for maintenance of the equipment in technically serviceable condition;

the equipment - the cumulative term including machines, aggregates, mechanisms, nodes, and also devices, columns, installations, processing lines, electrotechnical and heattechnical objects, networks of the technological and tying pipelines and other devices which are used when transporting liquid components or perform other technological functions.

2.2. Determination of terms in these Rules answer the Laws of Ukraine "About labor protection", "About objects of the increased danger", "About metrology and metrological activities", "About ensuring sanitary and epidemiological wellbeing of the population", to requirements of the Procedure for carrying out survey, testing and expert inspection (technical diagnosing) of machines, mechanisms, the equipment of the increased danger approved by the resolution of the Cabinet of Ministers of Ukraine of May 26, 2004 N 687, GSTU 2293-99 Labor protection. Terms and determinations of the basic concepts, GOST 12.0.002-80 "SSBT. Terms and determinations", GOST 21515-76 "Materials dielectric. Terms and determinations" and the Rules of safe operation of electroinstallations of the consumers approved by the order of Committee on supervision of labor protection from 09.01.98 N 4 and registered in the Ministry of Justice of Ukraine 10.02.98 for N 93/2533.

III. Designation and reducing

3.1. In these Rules the following reducings are applied:

The PCS - is automated management system by engineering procedure;

Maximum allowable concentration - predelnodopustimy concentration;

EIM - electric insulation materials;

SIT - means of the measuring equipment;

SIZ - individual protection equipment of workers;

Instrumentation and automated control systems - instrumentations and automatic devices;

LVZh and GZh - flammable liquids and combustible liquids;

ND - regulating documents;

PAZ - antiemergency protection;

PLAS - the plan of localization and liquidation of emergencies and accidents;

PUE - regulations for electrical installation;

SG - the liquefied gas;

SUOT - management system labor protection;

UNLT - installation of continuous varnishing of tubes.

IV. Organizational actions concerning labor protection for productions of electric insulation materials

4.1. According to regulatory legal acts of Ukraine the company for production of EIM shall have:

a) the coordinated and approved project documentation which passed the examination according to Regulations on procedure for conducting state examination (check) for the project documentation on construction and reconstruction of production facilities and production of means of production on compliance to their regulations about labor protection (with changes) approved by the resolution of the Cabinet of Ministers of Ukraine of 23.06.94 of N 431, and also the act of acceptance in operation of the acceptance completed by asset construction according to Procedure in operation completed by the construction of facilities approved by the resolution of the Cabinet of Ministers of Ukraine of 22.09.2004 N 1243;

b) the agreement of compulsory insurance of risk of damage liability which can be caused in case of accidents on production of EIM, according to the Procedure and rules of carrying out obligatory civil liability insurance of subjects of housekeeping for damage which can be caused by the fires and accidents on objects of the increased danger, including pozharovzryvoopasny objects and objects on which economic activity can lead to accidents of ecological and sanitary and epidemiologic nature, approved by the resolution of the Cabinet of Ministers of Ukraine of 16.11.2002 N 1788;

c) PLAS according to the Provision concerning plan development of localization and liquidation of emergencies and accidents approved by the order of Committee on supervision of labor protection of Ukraine of 17.06.99 of N 112, registered in the Ministry of Justice of Ukraine 30.06.99 for N 424/3717.

4.2. The employer shall get permission on began (continuation) of performance of works of the increased danger and operation of objects (machines, mechanisms, the equipment) of the increased danger according to the resolution of the Cabinet of Ministers of Ukraine of 15.10.2003 N 1631 "About approval of the Procedure for issue of permissions by the State committee on supervision of labor protection and its territorial authorities" (with changes).

4.3. Dangerous factors (substances, materials) which are used by the employer at the company shall be registered according to the Regulations on hygienic regulation and state registration of dangerous factors approved by the resolution the Cabinet of Ministers of Ukraine of 13.06.95 N 420.

4.4. Use as a part of production equipment and/or instrumentations of sources of ionizing radiation shall be performed on condition of availability of license for activities on use of sources of ionizing radiation, with observance of requirements of regulatory legal acts: Requirements and safety conditions (licensed conditions) of implementation of activities for use of sources of ionizing radiation approved by the order of the State committee of nuclear regulation of Ukraine of 02.12.2002 of N 125, registered in the Ministry of Justice of Ukraine 17.12.2002 for N 978/7266 (NP 306.5.05/2.065-2002), Norma of radiation safety of Ukraine (NRBU-97), the Ministries of Health of Ukraine approved by the order of 14.07.97 N 208 and enacted by the resolution of the Chief state health officer of Ukraine of 01.12.97 N 62 (DGN 6.6.1-6.5.001-98), the Basic health regulations of ensuring radiation safety of Ukraine approved by the order of the Ministry of Health of Ukraine of 02.02.2005 N 54 and registered in the Ministry of Justice of Ukraine 20.05.2005 for N 552/10832 (chipboard 6.177-2005-09-02).

4.5. During employment and in the course of work on production of EIM workers at the expense of the employer undergo training, instructing and examination concerning labor protection according to requirements of the Standard regulations on procedure for carrying out the training and examination concerning labor protection approved by the order of the State committee of Ukraine on supervision of labor protection of 26.01.2005 N 15 and registered in the Ministry of Justice of Ukraine 15.02.2005 for N 231/10511.

4.6. During attraction to works of minors and women it is necessary to fulfill requirements of regulatory legal acts, in particular, of the List of hard work and works with harmful and dangerous working conditions on which application of the work of minors approved by the order of the Ministry of Health of Ukraine of 31.03.94 N 46 and the List of hard work and works with harmful and dangerous working conditions registered in the Ministry of Justice of Ukraine 28.07.94 for N 176/385, on which application of the work of women approved by the order of the Ministry of Health of Ukraine of 29.12.93 of N 256, registered in the Ministry of Justice of Ukraine 30.03.94 for N 51/260, Limit rates of lifting and the movement of the heavy things by minors approved by the order of the Ministry of Health of Ukraine of 22.03.96 N 59 and registered in the Ministry of Justice of Ukraine 16.04.96 for N 183/1208, and Limit rates of lifting and movement of heavy things by women is forbidden is forbidden N 241, approved by the order of the Ministry of Health of Ukraine of 10.12.93 registered in the Ministry of Justice of Ukraine 22.12.93 for N 194.
