The standard requirements to the equipment and hardware of buildings, rooms and constructions necessary for the organization of the veterinary control exercised at check points through frontier of the Russian Federation

1. General provisions

1.1. The number of service premises for PVKP shall be determined depending on intensity of cargo flows and amounts moved through frontier of the Russian Federation, live stock products and forages (further - subsupervising products) and animals, and also the number of staff of structural division of territorial authority of Rosselkhoznadzor performing the activities in PVKP. The standard list of service premises of PVKP is given in Appendix 1 to these Requirements.

1.2. For ensuring carrying out complex of organizational, antiepizootic, veterinary and sanitary actions at the check point the following constructions and technical means shall be provided:

complex of rooms of PVKP;

disinfection and flushing blocks for veterinary and sanitary processing of the bottoms and running gear of motor transport *;

customs platforms (special terminals) equipped with the mechanisms providing operational unloading and loading of subsupervising products;

sanitary parking or platform.

1.3. The arrangement of buildings, constructions and technical means in the territory of PVKP shall provide traficability of animals and subsupervising products without crossing of ways of transportation of the imported and exported subsupervising products.

1.4. In case of entrance on the territory of automobile check points the disinfection and flushing block (daleedezbaryer) shall be equipped. Dezbaryer shall be equipped in the certain room with the special device for heating of disinfection solution and provide year-round operation irrespective of climatic conditions. Dezbaryer shall represent the concreted bathtub with dezrastvor having dimensions: length on dezrastvor mirror - 11-12 meters, length on the bottom - 6 meters, width on the bottom - is at least 3,6 of meters, depth is at least meter 0,2, ramps with bias no more than 25 degrees.

Sidings, passable roads and walking paths, the PVKP handling platforms shall have the hard surface which is not forming dust, equal, waterproof, easily available to sink and disinfection, to have good drain of atmospheric, thawed and flushing snow in the sewerage.

1.5. PVKP shall be equipped in a complex taking into account possibility of further development of the check point without violation of its functioning. The most modern shall be provided in the project documentation on construction (reconstruction) of check points and the equipment for carrying out veterinary control made technically.

1.6. The quantity and installation sites of processing equipment in PVKP for carrying out veterinary control of vehicles, subsupervising products and animals are specified at stage of design engineering of each check point.

2. Requirements to complex of rooms of PVKP

2.1. The complex of rooms of PVKP shall be provided with centralized water supply, heating and the sewerage, telephone and electronic communication. Rooms shall be equipped with the air conditioning system, fire-proof system of the alarm system and fire extinguishing means, the warning system on case of emergence of emergency situation, and also modern means of protection from penetration of strangers. Lighting of rooms shall meet health regulations and standards.
