1. General provisions

1.1. The sizes and borders of the territory of PPKR shall be designed proceeding from the organization of movement of the vehicles arriving to the Russian Federation and decreasing from the Russian Federation without crossing of counter flows taking into account requirements of the Land code of the Russian Federation, the Town-planning code of the Russian Federation and rules for quarantine of plants.

1.2. Construction projects, reconstruction, the scheme of the organization of the omission of persons, vehicles, loads and goods at check points through frontier in which PPKR will be organized shall be approved with Federal Service for Veterinary and Phytosanitary Surveillance (Rosselkhoznadzor).

1.3. The location of the site for placement of PPKR shall get out depending on type of the international transport connection, intensity of movement through frontier of quarantine products, natural features of the site of construction, arrangement of the existing or projectible buildings and constructions intended for carrying out cargo operations, implementation of procedures quarantine phytosanitary and other types of control.

The scheme of traffic routes shall be hung out in parking lots of transport, before entrance on the territory of PPKR and in others places necessary for this purpose.

1.4. Buildings, rooms and the constructions of PPKR necessary for the organization of phytosanitary quarantine control shall be equipped in a complex taking into account possibility of further development of the check point without violation of its functioning. The most modern shall be provided in projects on construction (reconstruction) of check points and the serial equipment of industrial production for holding quarantine phytosanitary procedures made technically.

1.5. The number of buildings, rooms and constructions in PPKR shall be determined depending on the amounts moved through frontier of quarantine products and the number of staff of body of phytosanitary quarantine control.

The standard list of service premises of PPKR and their equipment are determined in Appendices 1, 2 and 3 to Standard requirements.

For office and special transport of bodies of phytosanitary quarantine control at the check point shall be equipped:

parking of automotive vehicles;

the heated boxing on 2-3 parking places.

1.6. Around sea, river, lake ports, railway and automobile stations, the international airports at which PPKR are organized the kilometer quarantine phytosanitary zone is in accordance with the legislation of the Russian Federation established 3rd.

2. Requirements to structure and equipment of rooms of PPKR

2.1. At check points at which PPKR will be organized the following groups of service premises shall be allocated to bodies of phytosanitary quarantine control:

rooms of operational appointment;

rooms of special purpose;

rooms of household (economic) purpose.

2.2. Rooms of operational appointment are intended for accommodation of officials of PPKR which are directly carrying out service duties on execution of quarantine phytosanitary documents and examination of quarantine products and vehicles.

2.3. Special rooms are intended for carrying out laboratory researches, express-analyses and storage of samples of quarantine products, and also special technical means and chemical reactants.

Structure of special rooms:

quarantine phytosanitary laboratory;

warehouse (room) for storage of special technical means of phytosanitary control;

the room for storage of tests (samples) of quarantine products.

2.4. Household (economic) rooms of PPKR include: wardrobe upper house, working and sanitary clothes, shower; toilets; sinks for washing of hands; rooms for personal hygiene; the dryer for clothes and footwear; recreation room.

2.5. The complex of rooms of PPKR shall be provided with centralized water supply, heating and the sewerage. Rooms shall be equipped with the air conditioning system, fire-proof system of the alarm system and fire extinguishing means, the warning system on case of emergence of emergency situation, and also modern means of protection from penetration of strangers.
