In pursuance of articles 6 and 18 of the Law of the Republic of Uzbekistan "About veterinary science", Article 4 of the Agreement on cooperation in the field of veterinary science, and for the purpose of conducting works on the basis of the provisions stated in the International veterinary code of the International epizootic bureau I order:
1. Approve the enclosed Rules of execution of veterinary documents when exporting, importing and transit of the loads which are under the state veterinary supervision and their transportation.
2. This order becomes effective after ten days from the date of its state registration in the Ministry of Justice of the Republic of Uzbekistan.

These rules are developed according to the Law of the Republic of Uzbekistan "About veterinary science", for the purpose of conducting works on the basis of the provisions stated in the International veterinary code of the International Epizootic Bureau (IEB) and determine procedure for execution of veterinary documents when exporting, importing and transit of persons under surveillance to the public veterinary service of the loads transported by all modes of transport - automobile, railway, water and air, and also transportations by the territory of the Republic of Uzbekistan.
1. These rules are applied to execution of veterinary documents when exporting, importing and transit transportations of persons under surveillance to the public veterinary service of the loads specified in appendix No. 1, and also their transportations on the territory of the Republic of Uzbekistan.
2. According to these rules the following documents are processed: the veterinary certificate - when exporting is issued by veterinary department of the area (city), in case of the importepogranichny veterinary checkpoint;
the veterinary certificate - when exporting is issued by the border veterinary checkpoint, when importing - veterinary service of the exporting country;
the import permit, import and transit of persons under surveillance to the public veterinary service of loads are issued by the chief state veterinary inspector of the Republic of Uzbekistan or his deputies.
3. All legal entities and physical persons, irrespective of their departmental accessory and patterns of ownership, engaged in procurement, storage, conversion and export-import deliveries of persons under surveillance to the public veterinary service of products, shall be under control of the State veterinary supervision of the Republic of Uzbekistan.
4. For dogs, cats and other unproductive animals (in number of no more than 2 heads) and the birds (in number of no more than 10 heads) belonging to persons driving to the Republic of Uzbekistan and leaving it the veterinary certificate or the veterinary certificate it is drawn up without the permission of the chief state veterinary inspector of the Republic of Uzbekistan or his deputies.
5. According to the resolution of the Cabinet of Ministers of the Republic of Uzbekistan of March 31, 1998 for No. 137, export of the animals and plants brought in the Red List is performed only with the permission of the State committee on conservation of the Republic of Uzbekistan.
6. The owner of load (when exporting - the sender) for execution of veterinary documents for the purpose of evacuation of persons under surveillance to the public veterinary service of products addresses to territorial veterinary service of the Republic of Karakalpakstan, areas and the city of Tashkent (further - areas) from where the cargo is dispatched.
The following information are specified in the statement:
owner of load (name, First name, middle initial, last name);
the name of the exported products and its quantity;
country of destination;
mode of transport;
veterinary health requirements of the country of the importer (the original and transfer on Uzbek or Russian);
the planned border check-points of crossing of frontiers.
7. The public veterinary services of areas based on veterinary requirements of the country of the importer in week time consider condition of the exported load and epizootic situation of the corresponding administrative territory. In need of implementation of karantinirovaniye for the purpose of detection of especially dangerous diseases the specified term is prolonged up to three weeks.
Laboratory researches which are conducted in the relevant veterinary laboratories are in case of need performed, and particularly complex researches can be conducted in research institutions or other diagnostic organizations.
After holding the relevant activities the state veterinary inspector of area or his deputy addresses the chief state veterinary inspector of the Republic of Uzbekistan or his deputy about making the import permit of load. In the address data, according to Item 6 of these rules, and results of the conducted researches are specified.
8. The chief state veterinary inspector of the Republic of Uzbekistan or his deputy in three-day time, having considered the address, in writing gives the export permit or refuses giving permission, with obligatory specifying of the motivated reasons on evacuation of the specific person under surveillance to the public veterinary service of load from the Republic of Uzbekistan.
9. The issued permission in one-day time goes to the corresponding regional public administration of veterinary science and management of the state veterinary supervision on frontier and transport of the Republic of Uzbekistan.
In case of refusal in making the export permit regional public administration of veterinary science immediately notifies on it the owner of load with the annex of the copy of the exemption letter. Permission or the exemption letter can be also issued by the Head public administration of veterinary science directly to the owner of load.
10. The state veterinary inspector of area, after receipt of permission of the chief state veterinary inspector of the Republic of Uzbekistan or his deputy, in one-day time gives the assignment to district (city) public veterinary service about execution of proper veterinary documents and provides veterinary health requirements of the country of the importer.
11. The state veterinary inspector of the area in one-day time draws up the veterinary certificate of the established form according to veterinary requirements of the country of the importer.
The veterinary certificate shall contain the complete information about accomplishment of veterinary requirements of the country of the importer, is signed by the state veterinary inspector of the area (city) and is under seal.
12. The state veterinary inspector of area or his deputy before loading of load approves the veterinary certificate granted by the district state veterinary inspector and assures seal, puts down number and date of permission of the chief state veterinary inspector of the Republic of Uzbekistan. At the same time he bears the personal responsibility for the correct execution of veterinary certificates.
The approved veterinary certificate is granted to the owner of load by directly regional Veterinary Department no later than one day after proper registration by his state veterinary inspector of the area.
13. On the arrival of load to border the employee of the veterinary checkpoint on frontier based on the veterinary certificate draws up the appropriate veterinary certificate of the established form. In the veterinary certificate number and date of issue of permission of the chief state veterinary inspector of the Republic of Uzbekistan or his deputy without fail is specified export.
14. When exporting persons under surveillance to the public veterinary service of loads to the CIS countries veterinary certificates in No. forms 1, of 2, 3 are drawn up (the appendices NN 2, 3, 4), and outside the countries Sngveterinarny certificates in forms No. 5a, 5b, 5c, 5d, 5e, 5f (appendices - No. 5, 6, 7, 8, 9, 10).
According to the statement of the owner of load duplicates of veterinary certificates in necessary quantity according to the number of border veterinary stations on the way are drawn up.
15. For transit of the loads exported from the Republic of Uzbekistan across the territory of the foreign states exporters have the right to address the chief state veterinary inspector of the Republic of Uzbekistan. The chief state veterinary inspector of the Republic of Uzbekistan addresses to the central veterinary body of the respective country about giving permission to transit. The got permission is provided to interested persons.
16. The owner of load (when importing - the receiver) for execution of veterinary documents for the purpose of delivery of persons under surveillance to the public veterinary service of loads addresses to territorial public veterinary service of areas where the load is delivered. The address shall contain the following information:
owner of load (name / First name, middle initial, last name);
purpose of delivery of load;
the name and quantity of the delivered products;
country of source;
mode of transport;
the planned border check-points of crossing of frontier;
storage location and karantinirovaniye;
the name of the company of cargo handling (if is available).
17. Based on the address regional public administration of veterinary science in week time studies storage conditions, uses (free realization, laboratory and so forth researches, conversion, etc.) the imported load and epizootic situation of the corresponding administrative territory. In need of implementation of karantinirovaniye for the purpose of detection of especially dangerous diseases the specified term is prolonged up to three weeks.
18. After accomplishment of necessary actions regional public administration of veterinary science in writing addresses the chief state veterinary inspector of the Republic of Uzbekistan with the written request on making the import permit of the specified load on the territory of the republic and provides to the owner of load veterinary requirements for import of specific type of cargo, and also sample of the veterinary certificate or veterinary certificate in the form approved with the central veterinary body of the export state.
19. The chief state veterinary inspector of the Republic of Uzbekistan or his deputy in three-day time, having reviewed this request, in writing grants permission or refuses giving permission, with obligatory specifying of the motivated reasons on import of the specific person under surveillance to the public veterinary service of load to the Republic of Uzbekistan.
20. The issued permission in one-day time goes to the corresponding regional public administration of veterinary science and management of the state veterinary supervision on frontier and transport of the Republic of Uzbekistan. Permission is handed to the importer by directly regional public administration of veterinary science.
