About measures for accomplishment of the Vienna convention on protection of ozone layer and the Montreal Protocol for the substances destroying ozone layer
For the purpose of ensuring accomplishment of obligations of the Republic of Tajikistan under the Vienna convention on protection of ozone layer of 1985 (further - the Vienna convention) and to the Montreal Protocol on the substances destroying ozone layer of 1987 (further - the Montreal Protocol),
The government of the Republic of Tajikistan decides:
1. Approve the enclosed National program about the termination of use of ozone-depleting substances and send Majlisi namoyandagon of Majlisi Oli of the Republic of Tajikistan for consideration.
2. Approve the enclosed Regulations on procedure for import to the Republic of Tajikistan of ozone-depleting substances and about the state licensing of the activities connected with it is applied substances and products, them containing.
3. Establish for the period from 2003 to 2005 import quotas to the Republic of Tajikistan of ozone-depleting substances in the amounts determined in the National program about the termination of use of ozone-depleting substances it (is applied).
4. Determine that import of ozone-depleting substances from the countries which are the Parties of the Vienna convention and Montreal protocol is performed on the one-time permissions issued by the Ministry of conservation of the Republic of Tajikistan.
5. Prohibit in the territory of the Republic of Tajikistan production, import and re-export of ozone-depleting substances, products containing these substances listed in the list A and B of the list of ozone-depleting substances which import to the Republic of Tajikistan is subject to state regulation, appendices No. 1 of the Regulations on procedure for import to the Republic of Tajikistan of ozone-depleting substances.
6. To the ministry of conservation of the Republic of Tajikistan annually to submit the report on accomplishment of measures for observance of the Vienna convention and the Montreal protocol in the Government of the Republic of Tajikistan.
