About measures for accomplishment of the Vienna convention on protection of ozone layer and the Montreal protocol for the substances destroying ozone layer
According to article 51 of the Law of the Republic of Tajikistan "About regulatory legal acts" and for the purpose of accomplishment of obligations of the Republic of Tajikistan under the Vienna convention on protection of ozone layer and the Montreal protocol on the substances destroying ozone layer, the Government of the Republic of Tajikistan decides:
1. Approve National strategy for reducing consumption of ozone-depleting substances in the Republic of Tajikistan for 2015 - 2020 (appendix 1).
2. Approve Regulations on procedure for import and export of ozone-depleting substances in/from the Republic of Tajikistan (appendix 2).
3. Approve the Single list of ozone-depleting substances and products containing them to which prohibitions on import/export in/from the Republic of Tajikistan (appendix 3) are applied.
4. Establish quotas for the period 2015 - 2030 on import to the Republic of Tajikistan of the substances destroying ozone layer (appendix 4).
5. Prohibit since January 1, 2017 import to the Republic of Tajikistan to the products containing ozone-depleting substances, included in group I of the List C, Montreal protocol.
6. Declare invalid the order of the Government of the Republic of Tajikistan of December 3, 2002, No. 477 "About measures for accomplishment of the Vienna convention on protection of ozone layer and the Montreal protocol for the substances destroying ozone layer".

Short summary
Hydrochlorofluorocarbons (GHFU) are group of the ozone-depleting chemicals which are used in different pickings, such as refrigerators, пенообразующиеся reagents, solvents, fire extinguishers and aerosols. This National strategy for reducing consumption of GHFU reflects the analysis which is carried out by the Interdepartmental technical working group, experts of Center of Artificial Cold Public organization within the PROON/GEF project "Assistance in accomplishment of obligations on the accelerated refusal of GHFU in the region of countries with economies in transition (SPE)" in close cooperation with the Center for studying of climate change and ozone layer of Public institution of hydrometeorology of Committee on environmental protection under the Government of the Republic of Tajikistan. The document is prepared according to the obligations specified in the Solution of HGH/6 of the Parties of the Montreal protocol on acceleration of reducing GHFU.
Strategy includes detailed research and assessment of consumption of GHFU in the Republic of Tajikistan taking into account tendencies and forecasts of consumption. Results showed that in Tajikistan consumption of GHFU, namely GHFU-22, in 2011 constituted 65.2 OPB tons per year (3.6 ORP tons per year). Consumption belongs only to the sector of servicing of refrigeration equipment. For the last 3 years level of consumption of GHFU grew because of growth of number of the refrigerating and conditioning equipment working at GHFU including the imported small household air conditioners. However, according to the latest official data for 2012, consumption level was stabilized and began to decrease. Researches also reflect the current regulatory control mode of ORV, technical and institutional potential for effective management of import, distribution and use.
Based on this information the document in details represents Strategy for schedule performance of reducing till 2020 when the countries which are not part of Article 5, shall stop consumption of GHFU completely.
This process includes the regulatory and ministerial control procedures connected with obligatory import quotas GHFU according to obligations of the countries which are not part of Article 5, i.e. the maximum levels of consumption 25, of 10 and 0,5 percent for 2010 - 2015, according to the changed basic line of 1989 for the periods 2015 - 2020 and 2020 - 2030 respectively shall be taken.
Preparatory activities which served creation of strategy of step-by-step refusal of GHFU showed that the base year 1989, which was appointed for the country is rather low. It puts serious risk in observance of the accelerated discharge after 2010. In this regard it was determined that significant amount of consumption of ORV which shall be applied by the base year was never counted. The case of review of this base year was provided as one of important results from initial strategy and formed basis for development of request for the amendment by the current base year numbering from 6 to 18,7 of tons of ORP.
Thus, on the basis of documentation, historical consumption of ORV is not considered if the initial basic line is constituted by MT. This request was prepared according to the established procedures specified in the Montreal protocol and approved at the Meeting of the Parties, in November, 2011 in Bali, Indonesia (the Solution of XXIII/28 CC-23).
The additional regulatory measures planned within this strategy include import control GHFU-soderzhashchego of the equipment and distribution and management of GHFU of the containing coolants. Support to not invested activities includes support of these control actions taking into account expansion of customs control, increase in number of technicians for servicing of refrigeration equipment and strengthening of their potential, and also strengthening of coordination and the reporting for the purpose of ensuring accomplishment of the planned actions.
Also, technical support in three areas aimed at reducing consumption of GHFU in the sector on servicing and in the field of implementation of coolants with low PGP is necessary; i.e. 1) support in development of wide infrastructure in the field of management of coolants, including strengthening of potential on recoveries/recirculation, improvement of process of distribution and creation of potential on conclusion from operation; 2) carrying out demonstration projects on implementation of technologies of use of coolants with low PGP; and 3) implementation of incentive programs on ю to modification and replacement of the existing systems with the alternatives which are not containing ORV.
The main objective of Strategy consists volume to give help to the country in achievement of its obligations assumed according to the solution of XIX/6 the parties participants of the Montreal protocol on the accelerated step-by-step refusal of GHFU. It is expected that this strategy will become basis for further capacity-building at the national level for implementation of the Montreal protocol and platform for investment support in fight against GHFU.
The strategy of refusal of GHFU which specifies ways of achievement of necessary step-by-step reducing from GHFU till 2020 within Article 2, shall be significantly finished.
Such measures will demand availability of the following key components:
a) the offer on review flowing the basic line (which was successfully complete and accepted by the Meeting of the Parties);
b) development and realization of additional measures of regulation on import and use of GHFU and the equipment containing GHFU;
c) strengthening and maintenance of human resources for customs control and servicing of refrigeration equipment;
d) development of management system of coolant;
e) modification/replacement of the equipment, including demonstration and promotion of technologies with low potential of global warming (PGW).
