About approval of Rules of technical operation of the heatusing installations and thermal networks of consumers and Safety regulations in case of operation of the heatusing installations and thermal networks of consumers

According to the Regulations on the Department of Energy of the Republic of Belarus approved by the resolution of Council of Ministers of the Republic of Belarus of October 31, 2001 No. 1595, and for the purpose of ensuring reliable supply with heat energy of serviceable technical condition and safe operation of the heatusing installations and thermal networks of consumers the Department of Energy of the Republic of Belarus DECIDES:

1. Approve the enclosed Rules of technical operation of the heatusing installations and thermal networks of consumers and the Safety regulation in case of operation of the heatusing installations and thermal networks of consumers.

2. Not apply the Rules of technical operation of the heatusing installations and thermal networks approved by the Department of Energy and electrification of the USSR on June 15, 1972, the Safety regulations in case of operation of the heatusing installations and thermal networks approved by the Department of Energy and electrification of the USSR on June 15, 1972.

3. This resolution becomes effective after its official publication.

Rules of technical operation of the heatusing installations and thermal networks of consumers

Section I. Organization of operation

Chapter 1. General provisions

1. These rules are obligatory for the organizations of the industry, transport, construction, communication, utility, agricultural and other organizations - consumers of heat energy (daleeorganization) of all patterns of ownership and subordination.

2. Rules extend to the heatusing installations and thermal networks of consumers. Rules are obligatory also for the project, design, construction, repair and adjustment organizations which are carrying out designing, construction, installation, adjustment, maintenance and repair of thermal networks, thermal Items and the heatusing installations of the organizations irrespective of heatsource accessory.

3. The state energy supervision is exercised by bodies of the state energy supervision of the Belarusian state energy concern (further - Gosenergonadzor) according to the Regulations on the state energy supervision in the Republic of Belarus approved by the resolution of Council of Ministers of the Republic of Belarus of January 10, 1998 No. 26 (Collection of decrees, presidential decrees and orders of the Government of the Republic of Belarus, 1998, No. 1, the Art. 21).

The state supervision and control of compliance with law about work and labor protection performs department of State Labour Inspection of the Ministry of Labour and Social Protection of the Republic of Belarus according to the Regulations on department of State Labour Inspection of the Ministry of Labour and Social Protection of the Republic of Belarus approved by the resolution of the Ministry of Labour and Social Protection of the Republic of Belarus of December 27, 2001 No. 22 (The national register of legal acts of the Republic of Belarus, 2002, No. 12, 8/7655), and also regional and Minsk city managements, interdistrict inspections of work.

The state technical supervision and supervision in the field of industrial safety the Ministry of Emergency Situations of the Republic of Belarus, department on supervision of safe operation in the industry and nuclear power of the Ministry of Emergency Situations of the Republic of Belarus (further - the Promatomnadzor) exercise, other bodies and divisions for emergency situations according to the Law of the Republic of Belarus of January 3, 2002 "About bodies and divisions for emergency situations of the Republic of Belarus" (The national register of legal acts of the Republic of Belarus, 2002, No. 6, 2/824) and Regulations on department on supervision of the safe operation in the industry and nuclear power of the Ministry of Emergency Situations of the Republic of Belarus approved by the resolution of the Ministry of Emergency Situations of the Republic of Belarus of November 29, 2001 No. 17 (The national register of legal acts of the Republic of Belarus, 2002, No. 3, 8/7545).

The state supervision of rational use of fuel, electrical and heat energy perform Committee on energy efficiency under Council of Ministers of the Republic of Belarus (daleekomenergoeffektivnost), its regional and Minsk city managements on supervision of rational use of fuel and energy resources according to the Regulations on Committee on energy efficiency under Council of Ministers of the Republic of Belarus approved by the resolution of Council of Ministers of the Republic of Belarus of October 31, 2001 No. 1583 (The national register of legal acts of the Republic of Belarus, 2001, No. 105, 5/9318), and Regulations on the state supervision of the rational use of fuel and energy resources in the Republic of Belarus approved by the resolution of Council of Ministers of the Republic of Belarus of January 8, 1998 No. 13.

4. Based on these rules in the organizations having special conditions of production or the special heatusing installations where as the heat carrier technology products are used, and also heatinstallations which operation is not provided by these rules shall be developed local operational instructions for the personnel servicing these installations approved by the head (chief engineer) of the organization. Maintenance instructions of the special heatusing installations shall conform to requirements of the Law of the Republic of Belarus of January 10, 2000 "About industrial safety of hazardous production facilities" (The national register of legal acts of the Republic of Belarus, 2000, No. 8, 2/138) and Rules of submission of the declaration of industrial safety of the hazardous production facilities approved by the resolution of the Ministry of Emergency Situations of the Republic of Belarus of June 28, 2000 No. 7 (The national register of legal acts of the Republic of Belarus, 2000, No. 75, 8/3741).

5. By the order (order) of the head of the organization limits of responsibility of production divisions and power service for thermal networks and the heatusing installations shall be established.

6. Differentiation of responsibility between organizatsiyeypotrebitel of heat energy and the power supplying organization shall be determined by the contract for supply with heat energy and the act of differentiation of balance sheet accessory and operational responsibility of the parties signed between them.

7. The heatusing installations shall be made according to requirements of state standards, industry standards, specifications of the heatusing installations, Rules for the Construction and Safe Operation of the vessels working under pressure, approved by the order resolution of the Ministry of Emergency Situations of the Republic of Belarus and the Ministry of Labour and Social Protection of the Republic of Belarus of April 30, 1998 No. 33/45, and other regulatory legal acts.

8. The device, operation and repair of the heatusing installations and thermal networks, buildings and constructions shall meet the requirements of system of interstate standards of labor safety, Safety regulations in case of operation of the heatusing installations and thermal networks of consumers and construction regulations and rules (далееСНиП), other regulatory legal acts, the state and industry standards, specifications. The organization of work on labor protection shall conform to requirements of industrial safety rules and requirements of management system labor protection in industry. Fire safety in case of operation of the heatusing installations and thermal networks shall be provided according to requirements of GOST 12.1.004-91 "to SSBT. Fire safety. General requirements" and General fire safety regulations of the Republic of Belarus for industrial enterprises. PPB RB 1.01-94, No. approved by the order of the Chief state inspector of the Republic of Belarus on fire supervision of December 30, 1994 29, and other regulatory legal acts.

9. Bodies of Gosenergonadzor exercise the state energy supervision of technical condition of heatsources of consumers (except for heatsources of Belenergo concern) according to requirements of these rules.

10. The terms used in these rules mean the following:

the power supplying organization - the legal entity having in property (economic maintaining, operational management) set of the interconnected heatsources and thermal networks, the supply with heat energy of consumers performing on contractual basis;

the consumer of heat energy - the legal entity whose system of heatconsumption is attached to networks of the power supplying organization;

the subscriber of the power supplying organization - the consumer whose system of heatconsumption is directly attached to thermal networks of the power supplying organization, the contract for supply with heat energy having with it border of balance sheet accessory and signed;

border of balance sheet accessory of network - the line of the Section of thermal networks between the power supplying organization and the subscriber fixed by the bilateral act depending on the property right to the specified thermal network;

metering station - set of the devices and devices providing accounting of heat energy, control and registration of parameters of the heat carrier;

the device of commercial accounting - gage based on which indications the expense of heat energy which is subject to payment by the subscriber is determined;

system of heat supply - set of the interconnected heatsources, devices for transfer and distribution of heat energy and thermal networks;

system of heatconsumption - complex of the heatusing installations with connecting pipelines or thermal networks;

thermal network - set of the pipelines and devices intended for transfer of heat energy;

the heatusing installation - complex of the pipelines and devices using heat energy for heating, ventilation, conditioning, hot water supply and technological needs;

the high-level thermal network - the thermal network intended for transfer (transport) of the heat carrier from heatsource to limit of the Section with the consumer and (or) to distribution network;

individual thermal Item - the thermal Item intended for servicing of one building or its part;

the central heat distribution station - complex of the equipment performing preparation of the heat carrier, control of its parameters, the centralized accounting, regulation of leave of heat constructed on inputs of thermal networks in the quarter, for the consumer and intended for servicing of two and more buildings;

commissioning - the event fixing readiness of thermal networks and the heatusing installations for proper use and which is documentary drawn up in accordance with the established procedure;

administrative technicians - heads of the organizations, chiefs of workshops, sites, laboratories, their deputies, engineers and technicians, masters, the personnel which are engaged in operational and corrective maintenance;

personnel on duty - the persons which are on watch in change, allowed to management and switching of the equipment (the workers servicing thermal Items, condensate stations, power supply dispatchers, the workers of technological workshops servicing the heatusing installations and so forth);

the admission - the action providing correctness of preparation of workplace, sufficiency of the taken security measures necessary for work production, and compliance to their nature and place of employment according to the job specification or the order;

duplication - management of the heatusing installation and accomplishment of other functions on the workplace of the person on duty or operational maintenance force performed under observation of other worker according to the order responsible for operation of this installation;

the maintenance manual - the document in which are stated procedure and rules of maintenance of product (installation);

the maintenance instruction - the document in which the data necessary for the correct operation (use, transportation, storage and maintenance) products (installation) and his (her) maintenance in permanent readiness for action are stated;

executive documentation - set of the working drawings developed by the project organization with texts about compliance of the works performed in nature to these drawings or the changes made to them, the made persons responsible for works;

equipment maintenance - operation, repair, adjustment and testing of the equipment, and also commissioning on it;

repair - complex of transactions on recovery of operability of product (installation) and recovery of his (her) resource or their components which are carried out in planned procedure;

operational maintenance force - the engineers, technicians, masters, workers who are engaged in repair of the heatusing installations and thermal networks;

system of maintenance and repair - set of the interconnected means (documentation, processes of maintenance and repair), the necessary for maintenance and recovery of quality installations entering this system;

heatsource - the power station intended for production of heat energy;

training - personnel training on workplace under the leadership of person responsible for training, after theoretical preparation or along with it for the purpose of practical mastering specialty, adaptation to objects of servicing and management, acquisition of skills of bystry orientation on workplace and other working methods;

maintenance - complex of transactions or transaction on maintenance of working capacity or operability of product (installation) in case of his (her) use to destination, the storage or transportation which are carried out in planned procedure;

engineering certification - complex of works on technical diagnosing in volume of control of technical condition, depreciation and damage of its elements, development of measures for elimination and maintenance of vessel, establishment of its compliance to technical requirements and determination of possibility of further operation;

operation - use, maintenance and repair of the heatusing installations and thermal networks;

operational documentation - documents, held for use in case of operation, servicing and repair in use, developed by the organizations - manufacturers of the heatusing installations or the organizations exploiting them;

accident - failure of heating system of technological installations of the consumers who are not allowing breaks in giving of heat energy; damage of the capital equipment with conclusion in repair more than one days; on objects and productions under control to the Promatomnadzor accident - destruction (damage) of buildings, constructions and (or) technical devices, uncontrollable explosion and (or) emission of dangerous substances;

- having rummaged refusal in giving of heat energy of any parameters to consumers for the term of more than two hours; the violation of work or damage of the capital or service heating equipment which caused the termination of circulation of water during the heating period;

incident - refusal or damage of the technical devices used on hazardous production facility, variation from the mode of engineering procedure, violation of provisions of the Law of the Republic of Belarus "About industrial safety of hazardous production facilities" and also the regulatory legal acts establishing rules of conducting works on hazardous production facility.

Chapter 2. Tasks of operational personnel, supervision of fulfillment of requirements of operation of the heatusing installations and thermal networks of consumers, responsibility for their violation

11. The personnel operating the heatusing installations and thermal networks of the organization shall provide:

serviceable technical condition of the heatusing installations and thermal networks;

safe operation of the heatusing installations and thermal networks;

reliable supply with heat energy of consumers.

12. The personnel operating the heatusing installations and thermal networks of the organization are subdivided on administrative and technical, on duty, operational and repair, repair.

13. The personnel shall:

submit to the regulations, other acts regulating questions of discipline of work;

observe technological discipline, requirements of these rules, instructions and other regulatory legal acts for labor protection;

it is correct to use the individual protection equipment provided to it, and in case of their absence without delay to notify on it the direct head.

14. The head of the organization shall provide content of the heatusing installations and thermal networks in good repair and their safe operation by the organization of proper servicing and departmental supervision, namely:

designate the order the responsible person for general condition of thermal economy of the organization (the chief power engineer or his deputy);

provide issue free of charge to workers of individual protection equipment on the established regulations, their application and content according to Rules of providing workers with the individual protection equipment approved by the resolution of the Ministry of Labour of the Republic of Belarus of May 28, 1999 No. 67 (The national register of legal acts of the Republic of Belarus, 1999, No. 54, 8/527);

designate the order necessary number of responsible persons for serviceable condition and safe operation of the heatusing installations and thermal networks, including supervision of technical condition and safe operation of the vessels working under pressure under control to bodies of the Promatomnadzor, in divisions of the organization from among heads and specialists of these divisions.

Need of appointment of responsible persons on workshops, sites and so on is established by the head of the organization depending on structure of energy service. The order on appointment of responsible persons is issued after the examination of these rules and Safety regulations in case of operation of the heatusing installations and thermal networks of consumers by responsible persons in the commissions with participation of the inspector of body of Gosenergonadzor. In the absence of the responsible person for general condition of thermal economy responsibility is conferred on the head of the organization.

Responsible persons on supervision of technical condition and safe operation of the vessels working under pressure and under control to bodies of the Promatomnadzor, are appointed according to the procedure, provided by requirements of Rules for the Construction and Safe Operation of the vessels working under pressure.

15. In case of consumption of heat energy only for needs of heating, ventilation, hot water supply by the organizations with small amount of workers (to 100 people, irrespective of patterns of ownership) the head the order or the order has the right to confer responsibility on the specialist who does not have the corresponding education, but had special training in volume of these rules and Safety regulations in case of operation of the heatusing installations and thermal networks of consumers in the organization having the corresponding license, examination in the commission of the organization with participation of the representative of Gosenergonadzor or in the commission of the Energonadzor company.

16. Operation of the heatusing installations and thermal networks of the organization and its divisions under contracts with the specialized organizations or personnel of other organizations is allowed. At the same time responsibility to the power supplying organization for observance of contractual conditions on maintaining operating modes of systems of heatconsumption remains behind the organization consumer.

17. Responsibility of personnel of the organization for accomplishment of these rules, industrial safety rules, fire safety is determined by the job descriptions approved in accordance with the established procedure.

Violation of these rules involves responsibility according to the legislation of the Republic of Belarus.

18. Responsible for serviceable condition and safe operation of the heatusing installations and thermal networks of the organization and its divisions shall provide:

content of these installations and networks in efficient and technically serviceable condition; operation them according to requirements of these rules, safety regulations, instructions for use heat energy and other regulatory legal acts;

observance established in the contract for supply with heat energy with the power supplying organization of the hydraulic and thermal modes of consumption of heat energy;

rational expenditure of the heat carrier and heat energy; development and accomplishment of consumption rates of heat energy, analysis of observance of these regulations;

accomplishment of conventional rules by quantity and quality of the condensate returned on heatsource;

timely and high-quality maintenance and repair of the heatusing installations and thermal networks;

maintaining the established statistical reporting on use of heat energy;

training of personnel and examination of these rules, industrial safety rules, job and production descriptions, instructions for labor protection;

development of thermal balance of the organization and its analysis;

development together with the power supplying organization and accomplishment according to the agreement of power supply by heat energy of schedules of restriction and shutdown of the heatusing installations in case of temporary lack of fuel, heat energy and capacity of power supply system and on heatsources of the power supplying organization;

development with involvement of specialists of technological and other divisions, and also specialized project and adjustment organizations of perspective plans of decrease in heat capacity of products; implementation of energy-saving and environmentally friendly technologies, the utilization installations using thermal secondary energy resources; application of progressive forms of economic incentives of works on energy saving;

acceptance for operation of the new and reconstructed heatusing installations and thermal networks and check of their compliance to requirements of technical regulatory legal acts;

accomplishment of instructions of bodies of Gosenergonadzor, Promatomnadzor and other state bodies of supervision and control at the scheduled time;

timely investigation of accidents and failures of the heatusing installations and thermal networks, and also the accidents connected with their operation;

the organization of servicing and supervision of technical condition and safe operation of the vessels working under pressure under control to bodies of the Promatomnadzor, performed according to requirements of Rules for the Construction and Safe Operation of the vessels working under pressure;

the organization of servicing and supervision of technical condition and safe operation of the pipelines of vapor and hot water under control to bodies of the Promatomnadzor performed according to requirements of Rules for the Construction and Safe Operation of Steam and Hot Water Pipelines, approved by the order resolution of the Ministry of Emergency Situations of the Republic of Belarus and the Ministry of Labour of the Republic of Belarus of November 30, 1998 No. 110/97.

19. Each case of accident or incidents in work of the heatusing installations and thermal networks shall be investigated and considered. The procedure for investigation and accounting of accidents and refusals is determined by the Standard instruction for investigation and accounting of violations in work of objects of energy economy of consumers of the electrical and heat energy approved by the Department of Energy and electrification of the USSR on July 12, 1989. Investigation of accidents or incidents in work of the organizations on the objects under control to the Promatomnadzor, is made according to the Regulations on procedure for technical investigation of the reasons of accidents and incidents on hazardous production facilities approved by the resolution of the Ministry of Emergency Situations of the Republic of Belarus of June 28, 2000 No. 9 (The national register of legal acts of the Republic of Belarus, 2000, No. 75, 8/3742).

20. The main objective in case of investigation and accounting of accidents and incidents is establishment of their reasons of violations for development of precautionary organizational and technical actions. Actions for materials of investigations are subject to approval of the organization by the head and execution at the scheduled time.

21. In work of the heatusing installations and thermal networks bear the personal responsibility for accidents and incidents:

the workers who are directly servicing these installations and networks (the person on duty and operational maintenance force), - for the incidents which took place on their fault and also for the wrong actions in case of liquidation of incident on the site serviced by them;

the workers making repair of the equipment - for the incidents which resulted from low-quality repair;

administrative technicians - for the incidents which resulted from untimely carrying out repair on their fault or low-quality acceptance of the equipment after repair;

chief engineers, chief power engineers (mechanics), chiefs of workshops, masters and other specialists - for the incidents which took place on their fault because of the personnel subordinated to them, and also as a result of the unsatisfactory organization of repair and failure to carry out of organizational and technical precautionary actions.

22. Each accident connected with operation of the heatusing installations and thermal networks shall be investigated and considered according to the Regulations on investigation and accounting of labor accidents and occupational diseases approved by the resolution order of the Ministry of Labour of the Republic of Belarus and the Ministry of Health of the Republic of Belarus of May 17, 1999 No. 60/170 (The bulletin of normative legal information, 1999, No. 16). Investigation and accounting of the accidents which happened on objects of the organizations under control to the Promatomnadzor are made according to the instruction "About special investigation of accidents on the objects and productions under control to Committee on supervision of safe operation in the industry and nuclear power under the Ministry of Emergency Situations of the Republic of Belarus", the Republic of Belarus approved by the order of the Ministry of Emergency Situations of September 1, 1999 No. 54 (The bulletin of normative legal information, 1999, No. 23).

23. Responsibility for accidents is born by persons which directly violated the established requirements, and faces which did not provide accomplishment of the organizational and technical actions excluding accidents.

24. Control over the implementation of requirements of rules, instructions for labor protection is performed by services (departments) of labor protection of the organizations.

Chapter 3. Requirements to personnel, training and work with personnel

25. The prepared personnel shall perform operation of the heatusing installations and thermal networks of the organization: specialists shall have the education corresponding to their position, and rabochiyesootvetstvuyushchy professional training, including concerning labor protection, and the standard certificate on assignment of the qualification category by profession.

Without availability of the corresponding prepared personnel operation of the heatusing installations and thermal networks is forbidden.

26. Training and increase in level of knowledge of heads and specialists is made according to the Regulations on continuous professional training of leading employees and specialists approved by the resolution of the Cabinet of Ministers of the Republic of Belarus of January 11, 1995 No. 20.

27. Preparation, retraining, training in the second (adjacent) professions, advanced training and certification of workers are carried out according to the Standard regulations on continuous professional training of workers approved by the order resolution of the Ministry of Education and Science of the Republic of Belarus and the Ministry of Labour of the Republic of Belarus of June 2, 1995 No. 201/51, and Regulations on procedure for certification of persons who were trained to professions of workers in the conditions of continuous professional training, and assignment of qualification by it approved by the order of the Ministry of Education of the Republic of Belarus of August 13, 1998 No. 494 (The bulletin of normative legal information, 1998, No. 20).

28. The work with personnel directed to increase in its qualification, the prevention of accident rate and injury rate shall be carried out to the organizations.

29. Training of the person on duty and operational maintenance force shall include:

preparation for new position and training, examination of these rules, Safety regulations in case of operation of the heatusing installations and thermal networks of consumers, fire safety regulations, instructions and other regulatory legal acts which knowledge is provided by job descriptions;

duplication (fulfillment of duties under observation of the experienced worker on its workplace);

briefings on labor protection and fire safety;

holding antiemergency trainings;

professional training.

30. Personnel training, carrying out maintenance, adjustment and testing of the heatusing installations and thermal networks, shall include:

preparation for new position and training;

examination in volume of requirements of qualification characteristics;

briefings on labor protection and fire safety;

professional training.

31. Training of the specialists who are directly not engaged in management of the heatusing installations and thermal networks or their servicing shall consist of preparation for new position, examination in the amount provided by job descriptions and also professional training.

32. Persons servicing the objects under control to the Promatomnadzor shall be trained, certification, examination and training according to the requirements established by the Promatomnadzor.

33. In the course of preparation for new position and training the person on duty and operational maintenance force shall:

acquire these rules, Safety regulations in case of operation of the heatusing installations and thermal networks of consumers, fire safety regulations and to study their practical application;

study schemes, production instructions and instructions for labor protection which knowledge is obligatory for work in this position;

fulfill accurate orientation on workplace;

acquire necessary practical skills in accomplishment of production operations;

study acceptances and conditions of safe, accident-free and economic operation of the serviced heatusing installations and thermal networks;

study actions in emergencies.

34. When training workers, retraining, receipt of the second profession by them, advanced training directly in the organization the worker to whom these functions, with involvement of specialists of power service of the organization are assigned shall organize training in safe methods and acceptances of work.

35. The list of works and professions by which provide training and also procedure, form, frequency and duration of training is established by the head of the organization in coordination with trade-union committee (in case of its availability) taking into account industry requirements and proceeding from the characteristic of profession, work type, specifics of production and working conditions.

36. Training programs which shall be approved by the head of the organization (chief engineer) are developed for training at basis of industry standard programs and are approved by security service of work and trade-union committee (in case of its availability).

Training programs shall provide theoretical and inservice training, including training on workplace.

37. Theoretical training is performed within the special subject "Labor protection" or appropriate section of special technology in volume of at least 20 hours when training at production.

38. Inservice training to safe methods and acceptances of work shall take place in workshops, workshops or on the workplaces which are specially created in the organization under the leadership of the master (instructor) of inservice training or the highly skilled worker. Duration of training shall be established individually taking into account readiness of the trainee.

The admission to training is drawn up by the administrative document.

Upon termination of training the trainee shall undergo primary examination then it is allowed to duplication.

39. All workers having work stoppage on this work type, position, profession are more than 3 years, and during the works with the increased danger more than 12 months, shall be trained to safe methods and acceptances of work prior to independent work.

40. The examination of these rules, Safety regulations in case of operation of the heatusing installations and thermal networks of consumers, fire safety regulations, industrial safety rules and other regulatory legal acts shall be made:

primary - before the admission to independent work after education and training to new position and upon transition from other work (position);

periodic - in the terms specified in Item 41 of these rules;

extraordinary - in case of abuse of regulations and instructions; upon the demand of body of Gosenergonadzor or other state supervision bodies and control; according to the conclusion of the commissions making check or investigation of violations and on the decision of superior organizations; in case of establishment of insufficient knowledge of rules, instructions or the wrong actions of personnel in case of normal and emergencies; when commissioning new rules or regulating documents on operation of the equipment and engineering networks and labor protection; in case of implementation of new engineering procedures; in case of transfer of the worker into other place of employment or appointment to other position requiring additional knowledge of operation of the equipment and engineering networks and labor protection; in case of work stoppage in more than 12 months; upon transition to other organization.

Extraordinary check does not change terms of recurring inspection according to the schedule (except as specified, the new rules connected with approval).

41. Recurring inspection of knowledge shall be made:

for the operational personnel which are directly servicing the operating heatusing installations and thermal networks - once a year;

with the leading materials and job responsibilities on labor protection.

50. Antiemergency trainings are held for acquisition by the person on duty and operational maintenance force of skills of sure liquidation of violations of normal operating mode of installations. Frequency of trainings is determined by the chief power engineer of the organization proceeding from local conditions, but at least 1 time a year. Trainings are held according to special programs.

Chapter 4. Acceptance and the admission in operation of the heatusing installations and thermal networks

51. Upon termination of construction or reconstruction the heatusing installations and thermal networks shall be accepted in operation according to requirements of SNB 1.03.04-2001 "Acceptance for operation finished with construction of facilities. Basic provisions" and industry acceptance procedures.

52. After completion of installation and construction works on the heatusing installations and in thermal networks the individual testing provided Construction Norms and Regulations and complex approbation shall be executed.

53. Individual testing of hot water supply, heating, ventilation are carried out according to requirements Construction Norms and Regulations

54. In case of complex approbation joint operation of the main aggregates and their service equipment under loading shall be checked.

Complex approbation of the heatusing installations is considered carried out under working condition under loading and conclusion to the steady project technological mode providing release of the first lot of products in the amount established for initial stage of development of design capacity. Duration of complex approbation is determined by industry acceptance procedures.

Complex approbation of thermal networks is considered carried out on condition of continuous and normal operation of the equipment within 24 hours with the nominal pressure provided by the project.
