About the course of accomplishment of the Plan of realization of the major actions aimed at the development and increase in efficiency of interaction of the State Parties of the CIS in the economic sphere in 2003 - 2010
The Council of Heads of Government of the Commonwealth of Independent States solved:
1. Take into consideration Information on the course of accomplishment of the Plan of realization of the major actions aimed at the development and increase in efficiency of interaction of the State Parties of the CIS in the economic sphere in 2003-2010 approved by the Decision of Council of heads of states of the CIS of September 19, 2003.
2. To CIS Economic Council, Executive committee of the CIS, the ministries and departments of the State Parties of the CIS, interstate and intergovernmental councils (bodies) to take additional measures for realization of the actions of the specified Plan which are in implementation phase which completion dates expired, and also to provide implementation of actions on which terms come to an end in 2007.
3. Charge to Executive committee of the CIS, to CIS Economic Council, relevant organs of industry cooperation of the CIS with participation of heads of the ministries and departments of the State Parties of the CIS to carry out inventory count of the available documents of the CIS in the economic sphere and to develop the project of Strategy of economic development of the CIS. Submit the specified draft document for consideration of the regular meeting of Council of CIS Heads of Government.
It is made in the city of Ashgabat on November 22, 2007 in one authentic copy in Russian. The authentic copy is stored in Executive committee of the Commonwealth of Independent States which will send to each state which signed this Decision, its verified copy.

The decision of Council of heads of states of the CIS on completion of forming of the free trade area and development of interaction of the State Parties of the CIS in the economic sphere of September 19, 2003 approves the Plan of realization of the major actions aimed at the development and increase in efficiency of interaction of the State Parties of the CIS in the economic sphere in 2003-2010 (further - the Plan), consisting of 10 Sections and covering all main activities in the economic sphere.
Actions of the Plan are directed to step-by-step elimination of barriers in mutual trade, creation of effective payment and settlement system, forming of the corresponding legal base allowing to provide fair competition in the national markets.
It is also entrusted to provide with the decision of Council of heads of states of the CIS of September 19, 2003 to the governments of the State Parties of the CIS, Economic council and Executive committee of the CIS accomplishment of the Plan, and the Decision of Council of heads of states of the CIS of November 28, 2006 - annually to submit Information on the course of accomplishment of the Plan of Council of CIS Heads of Government.
With respect thereto on the basis of the materials received from the Azerbaijan Republic, the Republic of Armenia, the Republic of Belarus, the Republic of Kazakhstan, the Kyrgyz Republic, the Republic of Moldova, the Russian Federation, the Republic of Tajikistan, Ukraine, and data of bodies of industry cooperation by Executive committee of the CIS Information on the course of accomplishment of the Plan as of July 1, 2007 is prepared.
Accomplishment of 68 actions of the Plan is characterized as follows:
from 48 actions which completion date expired or comes to an end in 2007, 23 actions are executed, other actions are in implementation phase;
from 7 actions which completion date passes for 2008 and the next years all actions are in implementation phase;
on the majority of 10 actions with completion date during the entire period systematic work is conducted;
on 3 actions completion date did not come.
Thus, in general 23 actions (35%) and 42 actions (65%) are executed from 65 actions of the Plan on which work shall be carried out are in implementation phase.
Information on the course of accomplishment of actions of the Plan is attached.
It should be noted that during the time which passed since the beginning of implementation of the Plan the Agreement on interaction of the State Parties of the CIS in the field of the international motor transportations of September 18, 2003 is signed, the Declaration concerning safety on transport in the State Parties of the CIS of September 18, 2003, the Concept of harmonization of national systems of air traffic management of the State Parties of the CIS of September 19, 2003, the Concept of the approved transport policy of the State Parties of the CIS for the period till 2010 of September 15, 2004, the Concept of cooperation and coordination of activities of the State Parties of the Commonwealth in the currency sphere of September 15, 2004, the Complex of medium-term actions for promotion on the domestic market of the CIS and the markets of the third countries of the competitive products which are turned out by national producers for the period till 2010 of November 25, 2005 are accepted, the Agreement on forming of the total electrical power market of the State Parties of the Commonwealth of Independent States of May 25, 2007 is signed.
Provisions of the Agreement on ensuring parallel work of electric utility systems of the State Parties of the CIS of November 25, 1998 are implemented, the analysis of depreciation of fixed assets of the major industries of economy of the states of the Commonwealth is carried out, rules of statistics of criminal and shadow economy are approved and introduced, Information on experience of the European Union on enforcement of precepts of law is prepared.
Work on step-by-step extension of the nomenclature of the products of mass application covered by forecasting, development and realization of package of measures for ensuring fair competition in the market of the CIS, to ensuring effective work of the Regional communication center on law-enforcement work of the WTO on the CIS countries RILO Moscow is constantly carried out.
At the same time significant amount of actions of the Plan are at the scheduled time not executed. In particular, project development of the Concept of creation of the organization of the manufacturing countries and consuming countries of oil and gas dragged on, programs for separate segments of the agrarian market, including the markets of vegetable oil, meat and dairy products, grapes and wine materials are not developed. It is caused by lack of financing, reforming of executive bodies in a number of the states of the Commonwealth, and also the fact that some bodies of industry cooperation do not hold the meetings for a long time.
