About measures for enhancement of control of movement through customs border of the Russian Federation of vehicles physical persons

For the purpose of enhancement of customs control over movement through customs border of the Russian Federation in the simplified, preferential procedure by physical persons of the vehicles which are not intended for productive or other business activity, streamlining of application concerning such vehicles of the State Customs Committee of Russia of procedure for the goods delivery established by regulatory legal acts under customs control, and also increases in efficiency of control of timeliness of customs payment concerning the imported vehicles included in group in 87 Commodity Nomenclatures of Foreign Economic Activity of Russia on which according to established procedure passports of vehicles and the passport of the chassis of vehicles are issued and for exception of cases of not delivery of such vehicles in customs authorities of appointment I order:

1. Approve:

Regulations on places of customs clearance and accounting treatment in customs authorities of the vehicles imported into the Russian Federation by physical persons (appendix 1).

Procedure for delivery under customs control of the vehicles moved through customs border of the Russian Federation with physical persons (appendix 2).

2. Apply Provisional rules of registration and accounting by customs authorities of the vehicles registered in other countries and which are temporarily in the territory of the Russian Federation for up to 6 months, the State Customs Committees of Russia approved by the order of 02.03.95 N 137 (it is registered by the Ministry of Justice of the Russian Federation of 18.04.95, registration N 836) regarding prolongation of the term of temporary import of vehicles by customs authorities taking into account features of the Regulations on places of customs clearance and accounting treatment approved by this order in customs authorities of the vehicles imported into the Russian Federation by physical persons.

3. Apply on delivery under customs control of the vehicles moved through customs border of the Russian Federation with the physical persons following on the specified vehicles, providing customs payment in the form of introduction on the deposit of customs authority of the receivable amounts, pledge of goods and vehicles, guarantees of the third party or use of the bank guarantee according to the procedure, the State Customs Committee of Russia established by regulatory legal acts for the specified vehicles.

Use in case of providing customs payment with introduction on the deposit of customs authority of the receivable amounts, including when importing by physical persons to the Russian Federation of vehicles en route through the territory of the Republic of Belarus, rate of money according to appendix 3 to this order.

Shamakhov) before approval of customs authorities of the Republic of Belarus of application of provisions of this order when importing to the Russian Federation of vehicles from the Republic of Belarus to provide to the central customs authority in regions of activities implementation of this order according to the procedure, the State Customs Committee of Russia provided by the order of 12.08.99 N 524 "About control of the actual commodity exportation, coming from the third countries and moved from the Republic of Belarus with en route through the territory of the Russian Federation" (it is registered by the Ministry of Justice of the Russian Federation of 14.09.99, registration N 1896) for adoption of notifications on crossing of customs border of the Russian Federation when importing vehicles to customs area of the Russian Federation through general border of the Russian Federation and the Republic of Belarus.

5. Provide to customs authorities informing interested persons in regions of activities about procedure for application of this order.

6. To the press service of the State Customs Committee of Russia (Yemelyanov V. A.) provide illumination of provisions of this order in mass media from the date of its state registration.

7. To exercise control of execution of this order to the vice-chairman of the State Customs Committee of Russia Shpagin V. V.

This order becomes effective after thirty days from the date of its official publication.
