About approval of the Instruction concerning requirements of fire safety during designing of gas stations

According to the Law of Ukraine "About fire safety" I ORDER:

1. Approve the Instruction concerning requirements of fire safety during designing of gas stations it (is applied).

2. To heads of State department of fire safety, head departments (managements) of the Ministry of Emergency Situations of Ukraine in the Autonomous Republic of Crimea, areas, the cities of Kiev and Sevastopol, to rectors of higher educational institutions of the Ministry of Emergency Situations of Ukraine, the chief of the Vinnytsia highest professional school of civil protection to inform administrative board of governing bodies of system of the Ministry of Emergency Situations of Ukraine and to organize studying by staff of the divisions of the Instruction subordinated to them concerning requirements of fire safety during designing of gas stations.

3. To impose control over the implementation of this order on the chief of State department of fire safety Ulints E. M.

The instruction concerning requirements of fire safety during designing of gas stations

1. General provisions

1.1 This Instruction determines requirements of fire safety to space-planning, constructive decisions of the gas stations intended for filling of motor transport with gasoline, the diesel fuel compressed the natural gas liquefied by hydrocarbon gas and also refueling complexes on which, except gas station of motor transport, its field service and/or field service of drivers and passengers are performed.

1.2 In the Instruction the stated below terms are used in the following value:

Gas station - the complex of buildings, constructions, processing equipment intended for acceptance, storage of motor fuel and gas station of motor transport (motor-transport) it (further - motor transport).

Refueling complex - gas station with objects (buildings, constructions, rooms) of field service of drivers, passengers (retail trade by food), motor transport (maintenance, car wash, retail trade by spare parts, lubricant substances).

The automobile gas-filling station (further - AGZS) gas station which processing equipment is intended for gas station of motor transport only by the liquefied hydrocarbon gases.

The liquefied hydrocarbon gases (further - SUG) - mix of the liquefied gases of propane and butane.

Automobile gas-filling compressor station (далееАГНКС) - gas station which processing equipment is intended for gas station of motor transport only by the compressed natural gas.

The compressed natural gas (further - LNG) - the compressed gas methane.

Multifuel gas station (further - MT of gas station) gas station which processing equipment is intended for filling of motor transport with motor fuel of two or three types among which liquid motor fuel (gasoline and/or diesel fuel), SUG and LNG is allowed.

Block gas station - gas station with underground arrangement of reservoirs of storage of fuel which processing equipment is intended for filling of motor transport only with liquid motor fuel (gasoline, diesel fuel); is characterized by placement of fuel-dispensing columns (further - Broadcasting Company) over the reservoir of storage of fuel and it is executed as complete factory product.

Container gas station - gas station with land or elevated (further - land) arrangement of reservoirs of storage of fuel which processing equipment is intended for filling of motor transport only with liquid motor fuel (gasoline, diesel fuel); is characterized by placement of Broadcasting Company in container of storage of fuel and it is executed as complete factory product.

Modular gas station - gas station with land arrangement of reservoirs for fuel storage which processing equipment is intended for filling of motor transport only with liquid motor fuel (gasoline, diesel fuel); is characterized by the dispersed arrangement of Broadcasting Company and the reservoir of storage of fuel.

Traditional gas station - gas station with underground arrangement of reservoirs of storage of fuel which processing equipment is intended for filling of motor transport only with liquid motor fuel (gasoline, diesel fuel); is characterized by the dispersed arrangement of reservoirs of storage of fuel and Broadcasting Company.

Fuelling Item (further - TZP) - the gas station located in the territory of the company and intended for gas station of motor transport belonging to the company.

Temporary automobile gas-filling Item (daleeagzp-temporary) - gas station which processing equipment is intended for filling of motor transport only by the liquefied hydrocarbon gas from the refueller of factory production with the reservoir with reservoir according to DBN B.2.5-20-2001.

Autonomous installation of fire extinguishing - the fire extinguishing installation performing functions of identification of signs of burning, the notification about the fire and supply of fire extinguishing substance irrespective of external signals of management and power supplies and without intervention of the person.

The Selbishchny territory - sites of apartment houses, public institutions, buildings and constructions, including educational, design, research and other institutes without pilot productions, vnutriselbishchny street and road and transportation network, and also squares, parks, gardens, squares, boulevards, other objects of green construction and the place public.

1.3 Requirements of the Instruction extend to designing of gas stations, refueling complexes (further - gas station), including during their reconstruction or technical retrofitting specified in Item 1.2 of the Instruction and are obligatory for accomplishment by legal entities and physical persons irrespective of type of their activities and patterns of ownership.

1.4 During designing of gas station it is necessary to be guided by regulatory legal acts and other regulating documents.

1.5 In the project documentation at gas station apply the fire and technical classification of construction materials, designs, buildings, rooms established by Section 2 DBN B.1.1-7-2002 "Fire protection. Fire safety of construction objects" (further - DBN B.1.1-7-2002).
