1. Approve Rules of submission to customs authorities of the Russian Federation of the inventories moved through customs border of the Russian Federation within intergovernmental agreements (appendix 1).
2. Make customs clearance and exercise customs control of the goods moved through customs border of the Russian Federation according to intergovernmental agreements taking into account the features given in appendix 2 to this order.
3. To head department of the federal customs income to exercise control and registration of the inventories represented to the Ministry of Industry and Science of Russia moved according to intergovernmental agreements.
4. To the vice-chairman of the State Customs Committee V. V. Shpagin to exercise control of execution of this order.

Appendix 1
to the order of STC Russian Federation of September 8, 2003 No. 999
1. The goods necessary for the arms production and military equipment, aircraft equipment of military and civil appointment, ship gas-turbine construction, including components, semifinished products, educational and auxiliary property (further - goods), move based on inventories (further - lists).
2. The lists constituted by the Ministry of Industry and Science of Russia in pursuance of intergovernmental agreements are represented to the State Customs Committee of Russia in the established forms (Appendix).
3. The lists represented in triplicate to the Ministry of Industry and Science of Russia shall answer the following conditions:
a) contain names of the goods moved with the Russian legal entities located in the region of activities of one customs with indication of the state under the agreement with which these goods move;
b) contain names of goods which will move within one calendar year;
c) not contain corrections and erasures.
4. Each leaf of the list shall be signed by the authorized officer of the Ministry of Industry and Science of Russia with indication of date of the signature and putting down of impress of a seal of the established sample of the specified ministry (specimen signatures of authorized officers and impress of a seal of the ministry are brought to the attention of customs authorities).
5. The State Customs Committee of Russia accepts the provided lists and checks them for compliance to the established conditions and form. In the absence of violations of the State Customs Committee of Russia within 15 days from the date of representation registers lists.
6. The order of registration of lists and form of the magazine of registration are established by the State Customs Committee of Russia.
Each leaf of the list is signed by the chief of Head department of the federal customs income of FCS of Russia or his deputy supervising questions of application of customs regimes. 7. The State Customs Committee of Russia can refuse registration of lists in case of non-compliance with the conditions established by intergovernmental agreements, the legislation of the Russian Federation, regulatory legal acts of the State Customs Committee of Russia and these rules.
In registration of the State Customs Committee of Russia in writing notifies the Ministry of Industry and Science of Russia with indication of causes of failure till 15 days on refusal.
8. The State Customs Committee of Russia after registration returns the first copy of the list with the cover letter in the Ministry of Industry and Science of Russia, the second sends with the cover letter to the relevant customs authority making customs clearance of goods, the third copy remains in the State Customs Committee of Russia.
9. Modification or cancellation of separate or all line items in the lists registered by the State Customs Committee of Russia is made based on the written appeal of the Ministry of Industry and Science of Russia signed by the authorized officer with indication of registration number of the list, changeable line items which shall be cancelled or cancelled and changed with appendix of additional lists which include changeable line items, drawn up according to these rules.

1. The customs clearance and customs control of the goods moved through customs border of the Russian Federation according to intergovernmental agreements, and specified in the lists (further - goods) which are drawn up in compliance by Rules are performed according to the procedure established by the Customs code of the Russian Federation * and regulatory legal acts of the State Customs Committee of Russia taking into account the following features.
2. Goods are not subject to quoting and licensing and in case of their import to customs area of the Russian Federation submission of certificates of conformity and confirmation to the State Customs Committee of Russia of reliability of certificates of origin in the ST-1 form is not required.
3. Goods are exempted from payment of customs duties. The value added tax, excises and customs fees concerning these goods are levied according to established procedure.
4. Movement of goods is made according to the customs regimes set by the legislation of the Russian Federation on customs affairs.
5. The customs clearance of goods taking into account these features is made according to the nomenclature and quantity specified in lists.
6. The customs clearance of goods is made in customs authority of the Russian Federation in which region of activities there is sender or the receiver of goods or their structural division.
7. Currency exchange control and control of execution of the foreign trade barter deals when moving goods is exercised according to the procedure established by the legislation of the Russian Federation.
8. Re-export of goods is allowed with the permission of the State Customs Committee of Russia issued on condition of confirmation of the Ministry of Industry and Science of Russia about possibility of such re-export.
In case of re-export of remaining balance of the goods placed under customs regime of conversion of goods under customs control, confirmation about possibility of re-export is represented in the customs which granted the license for conversion, and re-export is allowed according to the order of the State Customs Committee of Russia of 08.04.2003 N 380 "About approval of the Regulations on customs regime of conversion of goods under customs control" (it is registered by the Ministry of Justice of the Russian Federation 20.05.2003 рег. N 4571).
9. In case of declaration of goods the cargo customs declaration is filled in according to the rules established for the corresponding customs regimes taking into account the following features:
a) in the column 37 "Procedure" in the last two figures of six-digit code of the procedure of movement of goods according to the declared customs regime specify figure "43";
b) in the column 44 "Additional Information / the Submitted Documents" specify:
- at number 7A the name of the intergovernmental agreement, date of its signing and the state with which it is signed;
- at number 9 registration number of the list and date of its registration of the State Customs Committee of Russia.
10. Till March 1 of the year following for reporting the customs making customs clearance of goods submits in the State Customs Committee of Russia reports on the goods imported into the Russian Federation and exported from the Russian Federation according to intergovernmental agreements.
Forms of tables of reports, and also procedure for their filling are given in appendix.
11. The customs making customs clearance of goods after two weeks after execution of lists or after the termination of term of their action represents to the State Customs Committee of Russia copies of lists with marks about passing of goods for the subsequent transfer them in the Ministry of Industry and Science of Russia.
