1. These rules establish procedure of the state control of economic concentration in the field of use of water objects.
2. The state control of economic concentration in the field of use of water objects is exercised by Federal Antimonopoly Service (further - antimonopoly authority).
3. In these rules the following basic concepts are used:
a) "person" - the individual entrepreneur, the commercial organization, and also the non-profit organization performing the activities which are bringing in it the income;
b) "transaction" - provision to person (group of persons) in use of the water objects which are in federal property, property of subjects of the Russian Federation, property of municipalities, or parts of such water objects in use based on agreements of water use;
