About approval of the Instruction for acceptance, storage, leave, transportation and accounting of ethyl alcohol

According to the Regulations on the Ministry of agrarian policy of Ukraine approved by the resolution of the Cabinet of Ministers of Ukraine of November 1, 2006 N 1541, and for the purpose of strengthening of the state control of implementation of processes of acceptance, storage, leave, transportation and accounting of ethyl alcohol I ORDER:

1. Approve the Instruction for acceptance, storage, leave, transportation and accounting of ethyl alcohol it (is applied).

2. Consider the "Instruction for the acceptance, storage, leave, transportation and accounting of ethyl alcohol" approved by the Ministry of the Food Industry of the USSR on September 25, 1985 which is not applied in the territory of Ukraine.

3. To department of the food industry (Kishchak Yu. P.) provide submission of this order in accordance with the established procedure on state registration in the Ministry of Justice of Ukraine.

4. This order becomes effective from the date of its official publication.

5. To impose control over the implementation of this order on the deputy minister Demchak I. M.

Instruction for acceptance, storage, leave, transportation and accounting of ethyl alcohol

I. General provisions

1. This Instruction extends to all types, grades and brands of ethyl alcohol, aqueous-alcoholic solutions and products of bragorektifikation (further - alcohol).

2. This Instruction establishes single requirements to accounting, storage, leave, acceptance and transportation of alcohol by subjects of managing (further - the company) which perform such activities and use alcohol in engineering procedure.

3. Accounting of alcohol perform in decalitres of anhydrous alcohol (further - gave B. page) at temperature of 20 hail. With to within one cell gave B. page. Thousand shares, less 0,005, discard, and accept 0,005 for one 100-th gave B. page more.

4. For calculation of amount of anhydrous alcohol it is necessary to measure the following parameters:

the total amount of alcohol in decalitres (further - gave) or the mass of alcohol in kilograms;

average temperature of the measured alcohol amount in case of measurement by volume method (measuring tanks) or the actual temperature in the reservoir by alcohol measurement by roulette with lot according to GOST 7502 "Roulettes measuring metal. Specifications" or metrshtoky (basting) during hail. With;

volume fraction of ethyl alcohol at temperature of 20 hail. With, as a percentage (%), in the measured amount (weight).

5. It is possible to take measurement means of the measuring equipment which are entered in the State register of means of the measuring equipment and have the existing certificates on checking granted by specially authorized central executive body in the field of metrology (further - TsOVM).

6. The amount of alcohol is measured by metal technical measuring tanks of the I class in reservoir from 0,5 gave to 5000 gave according to GOST 13844 "Measuring tanks metal technical. Methods and means of checking" (further - GOST 13844) which underwent at the scheduled time the state checking have seals or brands of the state verificator and the certificate on their checking, and laboratory glass measuring glassware according to GOST 1770 "Ware measuring laboratory glass. Cylinders, beakers, flasks, test tubes. General specifications" (further - GOST 1770).

In reservoir more than 50 gave measuring tanks shall be stationary. The state checking of all measuring tanks which are operated by the company (including spirtobaza) is carried out at the same time same measuring tanks by representatives of TsOVM according to the current legislation and according to GOST 13844.

Checking is carried out surely in the presence of the chief of production (technological) laboratory and the responsible person working with these measuring tanks.

Covers of measuring tanks after check are sealed up by the representative of TsOVM which carried out their checking in the presence of the above-stated officials.

7. The mass of alcohol is measured by scales for static weighing according to GOST 29329 "By scales for static weighing. General technical requirements". The error of weighing of scales during operation at the company shall be no more, than:

+-1 division of scale during weighing of weight to 2000 testing prices of divisions;

+-2 divisions of scale during weighing of weight more than 2000 testing prices of divisions.

The mass of alcohol is determined as weight difference gross also by tare masses.

Weight gross and tare mass which weigh shall correspond to the range of measurement of scales. Weighing of loads which mass does not correspond to the measurement range established for scales, inadmissibly. The choice of the range of measurement of scales is performed proceeding from condition of ensuring weighing of the maximum and minimum weight with which plan to work at this company. For reduction of influence of the environment by error of measurements weight devices protect from wind and rainfall.

The size of result of weighing is rounded to the category of size of absolute error.

8. During measurement of amount or mass of alcohol select average test from this batch of alcohol according to DSTU 5043 "Ethyl alcohol and alcohol-containing liquids. Methods of collecting of tests" (to daleedst 5043) and DSTU 4181 "Ethyl alcohol the rectified and ethyl alcohol - raw. Acceptance procedures and test methods" (further - DSTU 4181).

9. The volume fraction of ethyl alcohol (fortress) in this test is measured according to GOST 3639 "By solutions aqueous-alcoholic. Methods of determination of concentration of ethyl alcohol", DSTU 4181 glass areometers for alcohol of the ASP-1 or ASP-2 type according to GOST 18481 "Areometers and cylinders glass. Specifications" with the price of division the % there is no more 0, about. or automatic analyzers of density according to the existing regulating documentation. Temperature of average test of alcohol is taken the liquid glass thermometer according to GOST 28498 "By thermometers liquid glass. General technical requirements. Test methods" with the price of division of 0,1 hail. With and the measurement range from 0 to 50 hail. With or other thermometers according to the existing regulating documentation. It is allowed to apply other means of the measuring equipment with similar technical characteristics.

the amount of anhydrous alcohol, gave B. page.

Means of electronic accounting shall be certified in Ukraine according to the current legislation and have relative error of measurement of anhydrous alcohol no more +-% 0,2.

These means of electronic accounting can be united in measuring complexes of automation of engineering procedures which perform automatic measuring off of the set amount of anhydrous alcohol with the corresponding automatic turning on and switching off of pumps, accomplishment of the corresponding transactions with the locking and adjusting equipment. Such measuring complexes shall guarantee storage of information on results of measurement and its protection against corrections and modification.

13. Means of electronic accounting which are applied in technology of measurement of amount of alcohol shall have the existing certificates on checking granted by bodies of TsOVM, have seals according to the scheme of sealing which excludes possibility of unauthorized intervention in operation of the metering device.

14. Alcohol is considered by the company in quantity which is actually established by the Act of production of alcohol, products of bragorektifikation and their transfer in spirtokhranilishche in the P-18 form (appendix 2)/further - the P-18 form/, or specified in commodity-transport delivery note on movement of ethyl alcohol in the N 1-TH/alcohol form/, Ukraine approved by the order of the Ministry of Transport and Communications of 28.04.2005 N 154 "About approval of the Instruction about application of forms of commodity-transport delivery notes on movement of ethyl alcohol, high-octane oxygencontaining impurity and alcoholic beverages, forms of commodity-transport delivery notes on movement of ethyl alcohol, high-octane oxygencontaining impurity and alcoholic beverages" registered in the Ministry of Justice of Ukraine 28.07.2005 for N 817/11097 (further - the N 1-TH/alcohol form/).

15. The P-18 form is intended for accounting of daily production of ethyl alcohol - raw and products of bragorektifikation on counters of control spirtoizmeritelny devices and on plum during their transfer in spirtokhranilishche. The statement is drawn up by the production manager in duplicate: the original is given in accounts department, and the copy remains in the workshop.

In case of measurement of amount of alcohol by volume method in the Section II of the P-18 form Items 2 and 10 do not fill.

In case of measurement of amount of alcohol do not fill with weight method in the Section II of the P-18 form Items 1 - 4 and 6.

In case of measurement of amount of alcohol fill with means of electronic accounting in the Section II of the P-18 form Items 1, 9 and 12.

16. Control of amounts of the made alcohol is exercised spirtoizmeritelny devices or means of electronic accounting (further - automatic accounting). Results of automatic accounting fix in register of production of alcohol on indicators of counters of control spirtoizmeritelny devices in the P-21 form (appendix 3)/further - the P-21/form. Sheets of the magazine shall be numbered, strung together, under seal and certified by the signature of the head and chief accountant of the manufacturing company.

17. Write-off of losses of alcohol in storage time and transportations within regulations of natural losses is carried out according to the written order of the director.

Maximum permissible natural losses of alcohol calculate according to Regulations of natural losses of alcohol in case of storage, movement, transportation by the railway, water and road transport approved by Gosspetsmonopoliya's order of Ukraine of 10.02.2000 of N 14, registered in the Ministry of Justice of Ukraine 29.02.2000 for N111/4332 (further - Regulations of natural losses). Regulations of natural losses apply only in case of identification of the actual losses of alcohol in storage time, movement and transportation.

II. Procedure for leave of alcohol

1. General requirements to alcohol leave

1. Leave of alcohol is performed in lots. The amount of alcohol of one name, one shipping date which is drawn up by one quality certificate and one accompanying document (the N 1-TH/spirt form/) or the rail waybill is considered batch.

2. Alcohol releases person, materially responsible for its safety, with obligatory participation of the representative of production laboratory of the company who together with the responsible person provides correctness of sampling, determination of volume fraction of alcohol in case of the 20th hail. With and average temperature in measuring tanks.

3. Leave of alcohol is performed by measurement of amount of alcohol in batch one of the methods given in Items 6-12 of the Section I of the Instruction (the omission through measuring tanks or electronic means of accounting or weighing on scales). Results of measurement are the amount or mass of alcohol, its average temperature and fortress. Results of further calculations are volume fraction of ethyl alcohol at temperature of 20 hail. In case of measurement of amount of alcohol fill with means of electronic accounting Items 1, of the 9 and 12 P-23 form.

The amount of alcohol which is selected during cleaning of the cistern car is written down in the magazine separately with the mark "cleaning".

5. In case of measurement of amount of alcohol in batch weight method all amount of alcohol in batch is repumped in stationary or portable container which is weighed on the corresponding scales. 3.
