realizing regulations of the Agreement between the Russian Federation and Ukraine on cooperation and interaction on boundary questions of August 3, 1994, the Agreement between the Government of the Russian Federation and the Government of Ukraine on cooperation of border regions of the Russian Federation and Ukraine of January 27, 1995 and the Agreement between the Government of the Russian Federation and the Government of Ukraine on check points through frontier between the Russian Federation and Ukraine of February 8, 1995,

considering historically developed good-neighbourhood,

recognizing need of preserving and development of economic, cultural and other traditional ties between the population of border regions of the Russian Federation and Ukraine,

for the purpose of creating favorable conditions for crossing of frontier by the citizens living in border regions of the Russian Federation and Ukraine

agreed as follows:

Article 1

1. The concepts used in this agreement mean the following:

a) "border" - the Russian-Ukrainian frontier;

b) "border areas" - the territories within administrative-territorial formations of the Russian Federation and administrative and territorial units of Ukraine which are directly adjoining border. The list of border regions of the Russian Federation and Ukraine is given in the appendix N 1;
